Legend Biotech seeks a highly experienced and scientifically driven Principal Scientist to join the Vector Biology Upstream team in Philadelphia, with a strategic focus on early process development and the establishment of a manufacturable lentiviral vector (LVV) platform in support of in-vivo CAR-T programs. This senior individual contributor role will serve as a scientific cornerstone within R&D, leading the early-stage definition, interrogation, and optimization of upstream LVV processes from molecular construct design through scalable bioreactor manufacturing with the deliberate intent of building a robust, developable process foundation that can be advanced into late-stage development and commercialization. Key Responsibilities

• Establish and optimize early-stage seed train strategies from shake flask through bench-scale bioreactor, defining the foundational process parameters, cell culture conditions, and operational ranges that will underpin a scalable and manufacturable LVV platform.
• Apply molecular biology expertise to evaluate LVV constructs encompassing plasmid architecture, packaging system selection, promoter and transgene configuration, and transfer vector optimization to establish high-performing, platform-compatible vectors that meet manufacturability and potency requirements for in-vivo CAR-T applications.
• Design and optimize LVV production workflows, including transient transfection systems and emerging stable producer cell line platforms, to systematically improve vector yield, product quality attributes, and process robustness as part of an integrated early process development strategy.
• Conduct systematic media optimization, feeding strategy evaluation, and bioreactor process control development to define process setpoints, identify critical process parameters (CPPs), and establish the mechanistic understanding needed to support scale-up to 40-L and beyond.
• Partner closely with Downstream colleagues to understand purification process constraints and integrate upstream design decisions including harvest conditions, clarification approaches, and vector quality attributes that enable a cohesive, end-to-end manufacturable process. 
• Design and execute fit-for-purpose early process development studies to generate the foundational data packages required for process lock, comparability assessments, and downstream regulatory filings; apply structured Design of Experiments (DoE) and risk-based approaches to maximize information yield.
• Serve as the upstream scientific lead within Vector Biology, providing authoritative technical input to cross-functional forums on construct-process relationships, early development strategy, and the stage-appropriate advancement of research findings into formal process development programs aligned with IND-enabling timelines.
• Exercise a high degree of scientific independence in designing and executing complex experiments; proactively identify technical risks, generate mechanistic hypotheses, and implement data-driven solutions with minimal oversight to keep early development programs on track.
• Synthesize complex experimental datasets into clear, structured data packages and deliver evidence-based technical recommendations that drive go/no-go decisions, inform process development strategy, and support program progression within Vector Biology and across R&D functional teams.

Requirements

• MS degree with 10+ years; or PhD degree with ~5-8+ years of progressive industry experience in Bioengineering, Cell Biology and Chemical Engineering, or a closely related discipline. Advanced degree (PhD) with a molecular biology or virology foundation is preferred for this Principal Scientist role in early process development.
• Demonstrated hands-on expertise in viral vector production, upstream process development, and characterization across multiple development scales, with a clear track record of translating early research-stage processes toward manufacturable, scalable platforms (required).
• Substantial experience in mammalian suspension cell culture and upstream bioprocessing, with meaningful exposure to molecular biology workflows relevant to viral vector construct engineering.
• Experience with bioreactor operations (up to 50 L preferred) and familiarity with downstream processing operations including clarification, chromatographic purification, and tangential flow filtration with the ability to apply downstream process constraints to upstream design decisions is a strong differentiator.

What This Role Is About

The Senior Forward Deployed Engineer (FDE) is a senior, client-facing technical expert who serves as a true strategic partner for our most complex and high-value accounts. This is not a sprint; it's a marathon. This role is for the "marathon runner and a strategist" - an individual motivated by solving deep, intricate challenges and building unshakable, long-term relationships. You will be the primary technical advocate for the client, often "embedded" within their environment to ensure they extract maximum value from the RapidSOS platform.

Compensation & Benefits

We need a Managing Director of Technology to own the technical side of the house as we scale Human Agency. That means leading client delivery, making architecture calls, building the engineering team, and being the technical voice in rooms with C-suite executives. What You’ll Do

Lead technical delivery for enterprise clients. You’re the most senior technical person in the room on our biggest engagements. You decide what’s feasible, design the architecture, and make sure it ships. When a client executive asks “can we do this?” — you’re the one who answers.

Build how we deliver, not just what we deliver. One client engagement works because of talented people and brute effort. Ten engagements work because of systems. You design the repeatable model — how we scope, staff, build, and deploy — so the team can run engagements without you in every meeting. That means building discovery frameworks, reference architectures, deployment templates, and evaluation routines that actually get used.

Hire and develop the engineering team. You set the bar, own the pipeline, and make the calls on who joins. • You’ve built and shipped AI/ML systems in production. Not prototypes. Not demos. Things that run and that people depend on.
• You’ve hired and led a technical team — at least 5 people, ideally more. You’ve seen what breaks when a team grows and you’ve fixed it.
• You can explain a technical trade-off to a non-technical executive in a way that helps them make a decision. You’ve done this in high-stakes settings.

Position Overview

The Fully Qualified Navy Validator III will support Naval Surface Warfare Center Philadelphia Division (NSWCPD) Department 40 as a contractor through Arlo Solutions, serving as a senior cybersecurity validation specialist providing comprehensive Risk Management Framework (RMF) package validation and assessment services for Propulsion, Power & Auxiliary Machinery Systems. This key personnel position acts as an independent third-party validator who assesses and validates that systems have implemented approved security control baselines in accordance with Department of Defense (DoD) RMF processes and Navy cybersecurity requirements for both afloat and Platform Information Technology (PIT) ashore systems.

Work Location; Primary: Philadelphia, PA; periodic travel to customer and operational sites may be required

Job Responsibilities and/or Success Factors

Navy Qualified Validator (NQV) Registration and Certification

• Register and maintain listing on the official Navy Qualified Validators registry
• Perform and support activities as a certified Navy Validator for Risk Management Framework (RMF) packages
• Ensure strict separation of duties between the Information System Security Manager (ISSM)/Information System Security Engineer (ISSE) and Navy Qualified Validator roles
• Maintain current NQV Level III certification and comply with all associated requirements
• Act as a trusted agent to the Security Control Assessor (SCA) and SCA Liaison throughout the validation process

Security Assessment Planning and Execution

• Prepare comprehensive Security Assessment Plans (SAPs) with input from system ISSEs and ISSMs
• Submit SAPs for approval by the SCA prior to validation activities
• Conduct independent third-party assessments to validate that systems have implemented approved security control baselines
• Perform on-site validation testing as required for afloat and PIT ashore systems
• Execute validation activities in accordance with DON SCA office requirements and procedures

Security Assessment Reporting and Documentation

• Develop comprehensive Security Assessment Reports (SARs) to document residual risk of non-compliant security controls
• Create SAR Executive Summaries and Functional Security Control Assessor (FSCA) Appendices
• Document residual risk in Risk Assessment Reports (RARs) in accordance with NAVSEAINST 9400.2 instruction
• Provide detailed briefings to Program Managers and ISSMs on validation findings and recommendations
• Ensure all validation documentation meets DON, NAVSEA Business Rules, and DoD cybersecurity standards

Risk Assessment and Validation Activities

• Conduct comprehensive risk and vulnerability assessments of planned and installed systems
• Identify vulnerabilities, risks, and protection needs through systematic validation processes
• Perform systems security reviews, audits, and evaluations to ensure accreditation documents accurately represent current risk posture
• Validate compliance with all applicable Controls and Assessment Procedures (APs) for assigned DON systems
• Develop appropriate test procedures when necessary and execute comprehensive security testing protocols

RMF Package Validation Support

• Validate RMF packages in accordance with DoD Instruction 8510.01, NAVSEA Business Rules, and DON RMF Process Guides
• Review and assess Authorization Boundary Diagrams, Defense in Depth Diagrams, Security Plans, and other RMF artifacts
• Evaluate system compliance with National Institute of Standards and Technology (NIST) SP-800-37, SP-800-53 Rev 4, and applicable cybersecurity frameworks
• Support continuous monitoring activities to maintain Authorization to Operate (ATO) status
• Coordinate validation activities with government personnel, system owners, and other RMF stakeholders

Technical Documentation and Analysis

• Perform detailed technical documentation analysis of software/hardware associated with systems and components
• Develop system architecture diagrams, software design requirements, and network connection diagrams
• Create and maintain vulnerability assessments and security compliance documentation
• Analyze logs, events, and reporting from various data collection tools including Assured Compliance Assessment Solution (ACAS), Host Based Security Systems (HBSS), Security Information and Event Management (SIEM), and firewall systems
• Present validation findings and submit comprehensive data to management in a cohesive manner

Cybersecurity Technical Writing and Communication

• Write technical documentation including user manuals, reports, policies, presentations, and security assessments
• Develop RMF plans, policies, and procedural documentation for multiple platforms
• Create comprehensive vulnerability assessments and risk assessment reports
• Support development of technical documents across configuration management and RMF documentation platforms
• Communicate validation results and recommendations effectively to all levels of management

Quality Assurance and Compliance

• Ensure all validation activities comply with published Navy, NAVSEA Business Rules, NIST standards, and DoD regulations
• Verify accuracy of security control implementations and document any deficiencies or non-compliance issues
• Support Information Assurance Vulnerability Management (IAVM) activities including validation of remediation efforts
• Test systems to verify adequate functionality for mission and project requirements while maintaining security posture
• Maintain security clearance and comply with all security requirements specified in the contract

Education and Minimum Qualifications

• Must be a U.S. Citizen

• Bachelor's degree in computer science from an accredited college or university

Target Experience

• Five (5) years of professional experience in the management of Information Assurance Technical (IAT), certification agents, and system engineers on compliance requirements to achieve certification and accreditation in accordance with the DoD RMF program and DON Chief Information Officer (CIO) IA Policy for Platform Information Technology (PIT) Systems

Minimum Certification

• Must demonstrate at least one of the following Information Assurance Management (IAM)/IAT Level 2 certifications (acceptable certifications include: CAP, CASP+ CE, CISM, CISSP or Associate, GSLC, CCISO, or HCISPP)

Required Certification

• Must provide evidence of current NQV Level III certification

Continuing Professional Education Requirements

The role also focuses on integrating modern productivity tools such as Microsoft Copilot and Power Platform (Power Apps, Dataverse, Copilot Studio) into the Microsoft 365 and Azure environments to drive automation and efficiency. The ideal candidate will have hands-on experience with enterprise systems administration, security best practices, and automation, while supporting a hybrid workforce and collaborating across departments.

Microsoft 365 & Azure Administration

• Administer and optimize Microsoft 365 services (Exchange Online, OneDrive, Teams, Teams Phone, SharePoint) and Microsoft Azure resources (VMs, Storage, Networking).
