Purpose

As a Proposal Manager, you will sit at the center of Divergent’s most critical growth efforts and own the development and execution of complex, high-value proposals from initial strategy through final submission. You will serve as the connective tissue across program management, business development, engineering, legal, finance, and executive teams, ensuring all contributors are aligned while juggling multiple proposal responses and ensuring they stay on track for successful delivery. 

You will drive response strategy, shaping how Divergent’s capabilities are positioned against customer requirements and competitive dynamics. This includes highlighting strengths, identifying risks, and working directly with technical subject matter experts to refine solutions and mitigate gaps. You will own proposal planning, generation, execution, and submission end-to-end, including compliance, review cycles, pricing alignment, and final submission. 

This role requires exceptional project management and attention to detail, as well as creativity, critical thinking, and bias towards action.  

The Role

• Own end-to-end proposal responses, serving as primary author and integrator of cross-functional inputs
• Develop response structure and compliance, ensuring adherence to solicitation instructions and all applicable federal, prime, and regulatory requirements
• Translate complex technical inputs into clear, compelling narratives that highlight Divergent’s differentiated capabilities and align to evaluation criteria, while maintaining consistency across volumes
• Drive response strategy in partnership with business development teams, including win themes, differentiators, and competitive positioning
• Partner with business development, program management, and executives to drive pricing strategy and price-to-win alignment, increasing proposal competitiveness and PWIN.
• Coordinate and manage complex, cross-functional review cycles, ensuring actionable feedback is incorporated effectively and on schedule
• Track customer priorities and competitive dynamics to continuously refine bids and positioning
• Support drafting a range of informational and marketing materials, such as white papers, pitch decks, and more.

Basic Qualifications

• Ability to lawfully access information and technology that is subject to US export controls 
• 5+ years of experience in proposal management or similar writing- and project management–intensive roles, with a strong track record of delivering high-quality, technically complex, deadline-driven work
• Able to bring structure to ambiguous, fast-moving environments
• Bias towards action and proven ability to manage complex, cross-functional efforts with multiple stakeholders under tight deadlines while maintaining high standards for quality and compliance
• Exceptional writing and communication skills, with the ability to synthesize technical, legal, and business inputs into clear, persuasive narratives
• Highly organized, detail-oriented, and capable of managing multiple concurrent proposals at different stages
• U.S. citizen eligible and willing to obtain a Secret or Top Secret security clearance

Preferred Qualifications

• Experience operating in fast-paced, innovation-driven environments such as software, advanced manufacturing, or similar
• Familiarity with standard bid and proposal processes, with the judgment to adapt them for speed and agility in non-traditional contracting environments
• Demonstrated experience managing large, complex proposals (e.g., multi-volume RFPs, IDIQs, or strategic captures) end-to-end and winning major contracts
• Strong understanding of federal acquisition processes, procurement cycles, and government contracting frameworks
• Experience supporting pricing strategy, including collaboration on cost volumes and price-to-win

At Divergent, our pay range is based on the level of the job. For this role, we will consider candidates at levels S05 - S06 as evaluated through our interview process.

As a Senior Technical Delivery Manager (TDM), you’ll guide client engagements from ideation to deployment for some of the world’s largest enterprises. You’ll be responsible for understanding client needs through data, conversations, and any other means necessary. You’ll work closely with Engineering, Design, and Sales.  You’ll face problems that require a mix of technical knowledge, creativity, critical thinking, and business acumen.

To strengthen our growing delivery team, we are looking for an experienced TDM who is passionate about transforming technology into critical business value. The TDM will partner with and work closely with engineering teams and the client to orchestrate the delivery of our flagship solution. This role will consider applicants from either the Washington DC Metro Area or San Francisco Bay area.

• Orchestrate: Work with clients, the business, and engineers to set strategy and collect and prioritize requirements.  Manage requirements documentation, milestone mapping, prioritization, and communication to facilitate project collaboration.

Proactively identify assumptions, dependencies, issues, risks and drive discussions across the team to develop mitigation plans and implementation paths. Relevant Skills and Experience:

• 5+ years of experience in a professional environment, ideally within a SaaS-based company
• Proven success managing large-scale enterprise data integration projects that are highly technical and cross-functional in nature
• Skilled in gathering and prioritizing requirements, leading scope discussions, and aligning on project priorities
  Comfortable working across internal functions (Engineering, Product, Security, Compliance, Customer Experience, etc.) and with external client stakeholders
• Strong technical understanding with the ability to contribute to system design conversations and drive enterprise data and architecture initiatives
• Experience working with DoD or public sector clients and understanding of relevant processes (e.g., FedStart, ATO)
• Must hold an active Top Secret (TS) security clearance; TS/SCI strongly preferred

Bonus Points:

• Familiarity with machine learning workflows and core data science concepts (e.g., classification vs. regression, feature engineering, model selection and tuning, deployment considerations)

The annual cash compensation range for this position is US$180,000 to US $220,000.  Final compensation will be determined based on experience and skills and may vary from the range.

• Serve as senior program representative during key deployments and operational activities

• Drive stakeholder alignment across technical, operational, and regulatory teams to ensure program decisions are made quickly, transparently, and in support of mission success

REQUIRED QUALIFICATIONS

• Currently possesses and is able to maintain an active U.S. Top Secret security clearance.
• 3-5 years in software product development, ideally in highly technical areas which may include AI/ML products, developer solutions, etc.
• A deep understanding of back-end web technologies & distributed systems to consider capabilities and limitations.

We're looking for a principal-level engineer to serve as a technical leader for platform security across Anduril. This role combines deep expertise in cryptography, systems security, and secure architecture with the ability to drive security strategy across business lines and the platform. • External Project Management and Coordination:

The Electromagnetic Warfare (EW) Growth team within the Mission Systems (MS) Division at Anduril is responsible for identifying, shaping, capturing, and growing new opportunities and capabilities to help shape Anduril as a key provider for non-kinetic EW effects for DoD and other customers. We are looking for a Senior Director and Head of Growth for EW to lead growth, strategy, proposal, and capture for the Electromagnetic Warfare (EW) Business Line. You will report to the Head of Growth for Anduril Mission Systems Division, work closely with the EW General Manager, and lead the EW growth team across our Counter-UAS, Airborne Effects, Multi-Mission Electromagnetic Countermeasures, and Special Projects portfolios. ABOUT THE JOB

As the Head of Growth for Rocket Motor Systems (RMS), you will report to the RMS General Manager and work directly with the Tactical Reconnaissance & Strike Division Senior Vice President to build Anduril’s rocket motor business business and establish RMS as the primary or secondary supplier of motors on multiple weapons/missile Programs of Record. Your role is cross-cutting. You’ll work across programs, engineering, growth, manufacturing, finance, external partners, and customers to develop and execute BL growth strategy for RMS. About the role

As a Senior Mission Manager, you will serve as a senior mission-facing leader responsible for driving program-based adoption of Vannevar Labs’ technology within government program offices. What we’re looking for

• 15–20+ years of experience in government or defense missions, typically as a retired O5/O6 or senior enlisted or civilian equivalent

Dexis is currently seeking a Force Development LIN Manager and Analytics for a contract to support the Deputy Chief of Staff (DCS) G-8 in support of the Director of Material. Role Overview:

As a U.S. Air Force Business Development and Capture Manager , you will play a pivotal role in identifying, pursuing, and securing new business opportunities through effective market analysis, strategic planning, and compelling RFx development. You will collaborate with engineering and business development teams to identify and analyze markets, understand client needs, and formulate winning strategies and RFx narratives that bring in new opportunities and revenue.

Responsibilities:

U.S. Air Force Market and Capture Strategy

• Conduct thorough market research to identify potential business opportunities and trends. Includes continuous opportunity monitoring using open-source (e.g., Sam.gov) and/or subscription services.
• Perform regular research to understand emerging programs and opportunities and to learn about industry-specific subject matter.
• Conduct competitive analysis to gain insights into market dynamics and competitor landscape, which contributes to opportunity qualification, teaming determination, and narrative development.
• Qualify business opportunities and evaluate attractiveness and probability of win.
• Partner with Capture and BD leadership to develop comprehensive capture plans at the strategic (pipeline-wide) and tactical (opportunity-specific) levels that align with business priorities and growth targets.
• Develop strategic messaging (“win themes”) for both customer engagements and proposals.
• Attend customer meetings, industry days, conferences.

Product Roadmap Prioritization

• Translate customer priorities into capability needs that inform engineering priorities.
• Participate in engineering planning sessions to ensure product development efforts are aligned to customer needs.

Proposal and Content Development

• Serve as the U.S. Air Force lead on proposals, market research, white papers, and other RFx content that supports capturing [Vertical Name] business.
• Translate U.S. Air Force priorities into clear, concise, and compelling RFx narratives that directly address customer needs.

Physical Location:

• Work full-time onsite out of our Washington D.C. office.
• Light (<20%) travel required for trips to Los Angeles HQ and/or strategic meetings/events.

Minimum Requirements:

• Bachelor’s degree in relevant field (e.g., Communications, Marketing, English, Computer Science, Business) or equivalent work experience.
• +5-years’ experience working directly for U.S. Air Force through either industry or government employment preferred.
• Strong understanding of the U.S. Government procurement process, of the Federal Acquisition Regulation (FAR), of non-traditional acquisition pathways, and of the full capture lifecycle.
• Significant experience supporting and writing Federal proposals and market research, with demonstrated success capturing multi-million-dollar awards.
• Exceptional communication skills and attention to detail.
• Discerning judgment in strategic thinking, with strong risk assessment skills.
• Ability to obtain a Top Secret / Secure Compartmented Information (TS/SCI) clearance.
