Dexis seeks a highly experienced Strategic Advisor to support business development activities relating to Department of State humanitarian assistance programs. The Advisor will play a critical role in Dexis’ strategic positioning and in identifying and preparing winning solutions for relevant business opportunities. Working closely with the Federal Civilian Account business development team, the Advisor will be responsible for refining our understanding of the current and evolving client landscape, validating opportunity parameters, and facilitating strategic introductions to key stakeholders across opportunities.

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
The Outbreak Prevention and Response Officer- multisectoral coordination and community health systems will support Haiti’s effort to prevent, detect and respond to infectious disease threats, aligned with the US Department of State’s America First Global Health Strategy and Global Health security priorities in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The position will strengthen multisectoral collaboration and the integration of the polyvalent community health workers in surveillance, early warning, and community resilience
The role supports the assessment, design, coordination, and implementation of an integrated, inclusive, and operational approach to outbreak prevention, detection, and response aligned with national policies and the US priorities. The position supports implementation of evidence-based interventions consistent with the Multisectoral Health Framework approach.
COMMUNICATIONS
REPORTING:
The Outbreak Prevention and Response Officer will provide a detailed monthly report to the U.S. Department of State at the end of each month. Additionally, the Advisor may be required to submit additional reports at the discretion of the U.S. Department of State and LEAP Global. The format for reporting may be adjusted with concurrence from the COR.

The TB Diagnostic Network Coordinator will support Indonesia’s National Tuberculosis Program (NTP) in delivering life-saving humanitarian assistance service delivery in full alignment with the new Presidential Executive Order directives. The Coordinator’s primary focus will be to provide technical support for direct delivery service, with a special emphasis on strengthening the quality of TB diagnostic services and networks for TB patients.
The Coordinator will work closely with the NTP to support the implementation of TB interventions, particularly those related to diagnostic services and network expansion. The role will involve identifying implementation challenges and contributing to solutions through coordinated technical support, in collaboration with the Global Fund (GF) and other partners. The Advisor will provide ongoing support to the NTP on TB diagnostic and network-related activities and collaborate with the U.S. Department of State (DoS) Health Foreign Assistance Unit in Indonesia.
The Coordinator will be based within the NTP at the Ministry of Health (MOH) and will work under the guidance of the National TB Program Manager (NTP Manager). The Advisor will also contribute to routine reporting and coordination with the U.S. DoS team.

The TB Diagnostic Network Coordinator will report to and receive technical direction from the NTP Manager and will work in close collaboration with U.S. DoS Health Foreign Assistance Unit. The Coordinator will submit a monthly summary of activities to the NTP manager and U.S. DoS TB focal points by the 5th day of the following month and will meet with the U.S. DoS Health Foreign Assistance team on a quarterly basis to review progress and priorities. Additionally, the Advisor will submit a weekly progress report highlighting achievements to the U.S. Embassy/ U.S. DoS team.

The Senior Data and Systems Transition Advisor will provide oversight of MOU implementation plan and support the effective transition of all USG-funded public health programs, with a particular focus on strengthening Health Management Information (HMIS) Systems, as part of the Operations Center for public health emergencies (COESP) strengthening, including but not limited to (Laboratory Information System {LIS), District Health Information Software 2 {DHIS2}, SIS-Comunitário, Digital Individual Vaccination Registry {ReDIV}, Supply Chain Management Tool {IOTA}, Supply Chain Management System and Logistics Information and the Integrated Medicine Registration System {SIREMA}, Quantification Analytics Tool {QAT} and Power BI) in full alignment with the new Presidential Executive Order (EO) directives. The Specialist will work closely with government counterparts, implementing partners, and other stakeholders to ensure continuity of services, strengthen local capacity, and enhance the sustainability of public health interventions.
The primary focus of the Data and Systems Transition Advisor will be to provide technical guidance to ensure the Government of Angola Ministry of Health including the National Public Health Directorate (DNSP), National Malaria Control Program (NMCP), National HIV/AIDS Institute (INLS), National Institute of Health Research (INIS), Studies, Planning and Statistics Cabinet (GEPE), Information Technologies Cabinet (GTI) adopts and adapts systematic processes of strengthening existing capacity, systems, and resources necessary to independently plan, finance, implement, and sustain public health programs and services, towards self-reliance. The Advisor will support the Government of Angola Ministry of Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
By strengthening data systems and promoting systematic data use, the Data and Systems Transition Advisor will provide technical assistance to increase malaria case detection and treatment success, reduce stockouts of critical commodities, improve ART continuity and viral suppression, and ultimately contribute to lower malaria incidence and HIV-related morbidity and mortality.
The Advisor will work closely with the Government of Angola Ministry of Health (GRA MOH) to identify programmatic bottlenecks and facilitate solutions through coordinated technical expertise. The Advisor will work closely with both the GRA MOH and the U.S. Department of State (DOS). The GRA MOH will provide day-to-day onsite supervision and guidance while the DOS Senior Foreign Assistance Specialist will provide overall technical guidance and supervision, integrate the Advisor's work into DOS priorities, provide workplan approval, track progress, and oversee the reporting responsibilities of the Advisor.

The Senior Public Health HIV Technical Advisor will be based at the Benin National AIDS Control Program within the Ministry of Health (MOH). This position will also provide support to neighboring Togo and will accommodate up to 20% Level of Effort (LOE) for Togo. Periodic travel to Togo may be required.

The primary focus of the Advisor will be to provide technical leadership and strategic guidance in the planning, implementation, monitoring, and evaluation of HIV/AIDS carrying out life-saving health assistance (LHA) in full alignment with Presidential Executive Order (EO) directives and the America First Global Health Strategy. The primary focus of the Advisor will be technical leadership to ensure the successful implementation of cost-effective, lifesaving direct service delivery for HIV prevention, care and treatment. The Advisor will serve as a liaison for the Department of State and USG in engagements with the Benin NACP, international organizations, and donor agencies to ensure coordinated and effective program delivery.
Overall Objective of Assignment:
The Senior Public Health HIV Technical Advisor will serve as a technical advisor in strategic planning, budgeting, implementation, monitoring, and evaluation of HIV/AIDS portfolio. The Advisor will serve as an in-house subject matter leader on HIV/AIDS Prevention, Care and Treatment and serve as a liaison for the Department of State and USG in policy, strategic, and technical engagements with the host-country Ministry of Health (MOH)/ National AIDS Control Program (NACP) amongst others, U.S. Government (USG) interagency, international, and bilateral organizations, and donor agencies to address technical issues and coordinate efforts in implementation of HIV/AIDS Prevention, Care and Treatment activities. The Advisor will support the Ministry of Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
The Senior Health Advisor is a USG–funded position embedded in the joint Government of Lesotho (GoL) – USG Transition Management Unit (TMU), which provides technical leadership to implement the health Memorandum of Understanding (MOU) between the Governments of Lesotho and the United States. As part of the TMU, the Advisor will be co-located with the USG health assistance team at the U.S. Embassy; the Advisor will relocate with USG technical staff to a shared USG-GoL workspace when it is opened. Within the TMU, the Senior Health Advisor will support the carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with Presidential Executive Order (EO) directives. The Advisor will work closely with relevant GoL entities, including the Ministry of Health (MOH), as well as the USG foreign assistance team to plan and implement the transformation of USG-funded HIV and related services, staffing, and commodities to sustainable, GoL led and financed programs and systems. The Advisor will play a central role in supporting the transition of HIV/AIDS programs from USG support to full GoL ownership and funding, ensuring continuity of services, sustained health outcomes, and strengthened national systems.
Key responsibilities include providing exceptional technical assistance in health workforce and commodity transition, reinforcing health technical leadership of the Lesotho MOH at the central and district levels, and utilization of data to guide decision making. The Advisor will collaborate closely with the U.S. Department of State team to inform and guide USG assistance transition, ensuring coordinated, cost-effective, and sustainable delivery of lifesaving HIV services in alignment with the bilateral MOU and USG global health priorities.
Overall Objective of Assignment
The Senior Health Advisor will serve as a senior technical advisor on the transformation and transition of HIV services currently supported by the U.S. Government to Lesotho government management and financing. Through the TMU, the Advisor will:
Support to the Transition Management Unit (100%)
Provide Exceptional Technical Assistance
Transition Strategy and Work-planning: assist to develop, refine, and implement national and sub-national HIV service transformation and transition plans for facility and community-based services currently funded by USG, supporting the TMU to define clear transition objectives, timelines, milestones, and risk mitigation strategies for service continuity of facility and community based services consistent with the MOU implementation plan.
Service Delivery Strengthening: collaborating with government teams and other stakeholders, identify and address gaps in HIV service delivery, optimizing service delivery models to maintain or improve outcomes as financing and management shift to GoL.
Systems Strengthening for Transition: strengthen government systems to manage HIV service delivery, including support for efficiency analysis and financial planning for HIV programs, human resource planning and role definition, health commodity planning, digital health platform optimization, and integration of HIV services into existing supervision and quality assurance systems, such as the district health management teams.
Subvention support: Provide technical assistance through the TMU on the improvement of subvention mechanisms and other approaches to finance nongovernmental or community-based HIV services.
Capacity strengthening: provide on-the-job training and mentoring to TMU staff and government teams to enhance technical and managerial skills required for the co-management of USG implementers, management of G2G awards, and preparation for fully domestic funding of programming.

The Senior Outbreak Prevention and Response Advisor will support Haiti’s effort to prevent, detect and respond to infectious disease threats, aligned with the US Department of State’s America First Global Health Strategy and Global Health security priorities in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The position will strengthen multisectoral collaboration and the integration of the polyvalent community health workers in surveillance, early warning, and community resilience
The role supports the assessment, design, coordination, and implementation of an integrated, inclusive, and operational approach to outbreak prevention, detection, and response aligned with national policies and the US priorities. The position supports implementation of evidence-based interventions consistent with the Multisectoral Health Framework approach.
● Provide high-level advisory support to the Ministry of Public Health and Population (MSPP/DPSPE) to shape national strategies, policies, and priorities for outbreak prevention, detection, and response, ensuring alignment with global health security objectives and U.S. Government priorities.
● Lead the design and oversight of integrated, evidence-based approaches to strengthen community surveillance systems, early warning mechanisms, and outbreak response capacities at national and subnational levels.
● Guide the identification and prioritization of high-impact public health threats, including those with regional and cross-border implications, using advanced data analytics and risk-based frameworks.
● Oversee the development and implementation of scalable, cost-effective strategies and tools (e.g., WASH-FIT, community-based surveillance, health information systems), ensuring sustainability and government ownership.
● Lead the development of national health promotion and evidence-based communication strategies to drive behavior change, strengthen community trust, and improve outbreak response outcomes.
● Serve as a senior convener to strengthen coordination across human and animal health sectors, government entities, civil society, faith-based organizations, and private sector partners, in line with the Multisectoral Health Framework.
● Provide strategic guidance to strengthen and institutionalize workforce development initiatives, including the Field Epidemiology Training Program (FETP), ensuring long-term sustainability and integration into national systems.
● Advise on the effective integration, training, and deployment of community health workers and field epidemiologists to enhance early detection, reporting, and community-level response.
● Champion results-driven programming by establishing robust monitoring, evaluation, and learning frameworks, and promoting transparency and accountability across all interventions.
● Represent the program at high-level technical forums, facilitate stakeholder consultations, and lead the validation and dissemination of national strategies, tools, and guidelines.
● Provide strategic oversight for risk communication and community engagement efforts to ensure culturally appropriate, evidence-based messaging during public health emergencies.
COMMUNICATIONS:
● Regular conference calls with multisectoral stakeholders, U.S. Embassy and GHSD Washington to review progress, discuss activities and address emerging issues.
● The Senior Advisor should provide information and avail him/herself for calls/meetings with the State Department/U.S. Embassy as requested.
● The advisor will provide monthly reports to US Embassy/U.S. Department of State
REPORTING:
The Senior Advisor will provide a detailed monthly report to the U.S. Department of State Haiti Health Team Lead and Infectious disease submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to the Haiti health foreign assistance team to include outbreak progression details, and a short paragraph about main accomplishments for that week and top priorities for the week ahead.
Qualifications
● Minimum of a master’s degree in public health, infectious disease, epidemiology, ecology, veterinary medicine or a related field.
● At least seven (7) years of public health and/or animal health and/or related experience in developing countries including at least three (3) years of experience working with USG or other donor on international public health outbreaks.
● Verbal and written professional proficiency in French and intermediate written English;
Preferred Qualifications
● Training in Field Epidemiology (FETP), infectious disease, Evidence-based Communication, or WASH/IPC preferred.
● Demonstrated leadership in multisectoral coordination, national-level strategy development, and large-scale program oversight.
● Proven ability to influence policy, manage high-level stakeholders, and lead complex, multi-partner initiatives.
● Demonstrated experience strengthening multi-sectoral coordination, CBS/EWS, and health promotion/Evidence-based communications at national.
● Hands-on experience working with CHWs and departmental health teams.
● Experience collaborating with MSPP, CDC, USG or similar.
● Experience in PEPFAR, PMI and other multilateral infectious disease and epidemic control programs.

The Senior Global Health Security (GHS) Advisor will support the Papua New Guinea National Department of Health (NDOH) in coordinating, tracking, and implementing the Memorandum of Understanding (MOU) between the Government of the United States of America and the Government of the Independent State of Papua New Guinea. This five-year MOU aims to strengthen PNG's health system, achieve HIV cascade targets, reduce maternal and child mortality, enhance infectious disease surveillance and outbreak response capabilities. The Health Expert will provide technical leadership across four key areas of cooperation: (1) Surveillance & Outbreak Response, (2) Laboratory Systems, (3) Data Systems, and (4) Strategic Investment, while managing critical transitions including the transfer of U.S.-funded frontline healthcare workers and digital health systems to PNG Government management.
The Senior GHS Advisor will support the NDOH and relevant government departments through the GHS Multisectoral Steering Committee (MSC) and technical working groups for: (i) coordination and tracking of MOU Implementation Plans, (ii) management of program activities including integrated digital health systems rollout aligned with PNG's National Digital Health Strategy 2025-2030, (iii) coordination of U.S. Government implementing partners, provincial health authorities, and civil society organizations, and (iv) comprehensive reporting on outcome and process metrics. The Advisor will provide high-level technical guidance to the Botswana Ministry of Health (MOH) including NAHPA and CMS and Ministry of Local Government and Traditional Affairs (MLGTA) on strengthening national healthcare supply chain systems in accordance with the Memorandum of Understanding (MOU) signed between the Governments of Botswana and the United States. The Advisor will work day‑to‑day alongside Botswana government staff as a core member of the TMU to strengthen Botswana’s capacity to plan, finance, manage, and sustain healthcare commodities and supply chain functions, to ensure consistent, efficient, accountable, and transparent delivery of medicines and medical supplies. The Advisor will help ensure the successful implementation of Botswana’s strategies to achieve a cost-effective, resilient, and well‑functioning supply chain that supports lifesaving HIV service delivery and advances Botswana’s path to self‑reliance, in alignment with U.S. Government global health policy and the MOU. The Advisor will also work directly with the Department of State foreign assistance team to guide USG investments in supply chain and procurement and will serve as a key liaison between the Department of State, the U.S. interagency, the Botswana Government, international organizations, and donor agencies to ensure coordinated and effective program delivery.
The Supply Chain Technical Advisor will support the Botswana‑based USG Health Assistance / foreign assistance team, the Ministry of Health, CMS, NAHPA, and the Ministry of Local Government and Traditional Affairs to plan, coordinate, and oversee the strengthening of the national healthcare supply chain. Working alongside government counterparts within the TMU, the Advisor will lead and inform the development of strategic guidance to strengthen Botswana’s capacity to manage and sustain HIV and other priority healthcare commodities ; improve forecasting and supply planning, strengthen real-time monitoring of stock levels including stock management and quantification; lower procurement costs, including through pooled or coordinated procurement where appropriate; and better integrate donor‑funded supply chain activities into national systems and programming. The Advisor will help ensure the implementation of cost‑effective, sustainable, lifesaving HIV service delivery in alignment with the MOU between the Governments of Botswana and the United States and U.S. Government global health priorities.
Overall Objective of Assignment
The Supply Chain Technical Advisor will serve as a senior technical advisor in strategic planning, budgeting, implementation, monitoring, and evaluation of supply chain and procurement aspects of Botswana’s HIV/AIDS portfolio, within an integrated health systems approach. The Advisor will function as a primary subject matter expert on health supply chain and procurement for both the TMU and the Department of State foreign assistance team. The Advisor will lead and support policy, strategic, and technical engagements on supply chain and procurement with the MOH, MLGTA, the National AIDS and Health Promotion Agency (NAHPA), CMS, the TMU, and the U.S. Government interagency, as well as with international and bilateral organizations and other donor agencies, to address technical issues and coordinate efforts to strengthen HIV/AIDS and broader health supply chains. Work may include serving as a Program/Project Manager for targeted interventions; providing high‑level technical assistance to Botswana counterparts in the development and implementation of policies, strategic plans, and operational guidance; and advising the Department of State on the design, prioritization, and course‑correction of USG investments in supply chain and procurement. The Senior Health Advisor is a U.S. Government (USG)–funded position that will be seconded to the Government of Botswana’s Transition Management Unit (TMU). The Senior Health Advisor will provide embedded technical assistance to the Government of Botswana, working day to day with the Transition Management Unit, Ministry of Health, and other government program staff to plan, operationalize, and monitor the transition of HIV programs to full government ownership while maintaining high-quality prevention, care, and treatment services for at-risk, hard-to-reach, and high default–risk populations. The Advisor will support Botswana’s capacity to manage and sustain HIV service delivery, ensure continuity of care during transition, lower service delivery costs where feasible, and integrate donor-funded activities and programming into national systems. Key responsibilities include technical leadership in health workforce transition and absorption of donor-supported staff; strengthening of national systems for contracting health work, and utilization of data to guide decision making. The Malaria Technical Advisor will provide technical expertise to the National Malaria Control Program (NMCP) and the Ministry of Health and Public Hygiene (MSHP) in the design, planning, and management of national programs/projects/activities as well as in the development of Senegal policies, integrating best practices in malaria control. The position holder will identify programmatic bottlenecks and facilitate solutions through coordinated technical expertise, in support of Senegal's development objectives.
The technical advisor provides strategic and operational support to the national malaria control program, contributing to smooth operations by ensuring coordination of activities, capacity building of teams, and integration of innovations. He/she possesses proven expertise in digital transformation preferably, mastery of health information systems, logistics management and health product supply chain, ensuring real-time monitoring and tracking of health products and malaria control inputs. The Senior technical advisor supports the NMCP in establishing a digital platform for managing malaria control commodities to strengthen end-to-end visibility. This support will include guiding the National HIV/AIDS/STI/TB Council (NAC) on budget alignment with HIV program priorities and enhancing the capacity of implementing teams to plan, track, and report HIV expenditures effectively. The aim is to improve the quality, efficiency, and accountability of HIV program financing while supporting timely and accurate financial documentation. The Finance Advisor will report to the Team Leader and the NAC-appointed finance/resource tracking focal person. Outputs will be reviewed by NAC and relevant counterparts as designated. The Finance Advisor will report to the U.S. Department of State on monthly basis, as detailed in the “Reporting” section. To provide costing, resource mapping, and financing analysis inputs that strengthen the feasibility and sustainability of the NAC three-year strategic projection. Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
The Strategic Health Technical Advisor will serve as the principal liaison between the U.S. Embassy Suva/Department of State (DOS) Foreign Assistance Unit (FAU) and the Fiji Ministry of Health and Medical Services (MHMS) and Ministry of Agriculture (MoA) in implementing Global Health Security (GHS) activities. Embedded within the appropriate ministry or ministries, the advisor will work with implementing partners to advance effective multisectoral collaboration in support of bilateral cooperation efforts focused on global health security. The position will facilitate effective coordination of technical support with special emphasis on preventing, detecting, and responding to infectious disease threats that impact public health.
The Advisor will identify coordination gaps and programmatic bottlenecks, propose and implement solutions through effective collaboration among U.S. Embassy Suva/DOS FAU, MHMS, and MoA. This role is critical to effectively deliver U.S. Government support to improve Fiji's national health security capabilities. The Advisor will support the MHMS in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.

The Senior GHS Advisor will support appropriate multi-sectoral Indonesian Government Departments and Agencies—such as the Ministry of Health, Agriculture, and other relevant Ministries—in the effective adoption and implementation of life-saving interventions focused on preventing, detecting, and responding to infectious disease threats with public health potential, including zoonotic diseases. The Senior GHS Advisor will identify programmatic bottlenecks and facilitate solutions through coordinated technical support and facilitation of USG-supported GHS activities. The Senior GHS Advisor will be based within the appropriate ministry and work with implementing partners for effective collaboration with the Ministry. The Advisor will work closely with and receive day-to-day supervision and guidance from the ministry and U.S. Embassy Jakarta/DOS ECON Health Unit points of contact at Post, who will provide collaborative oversight and serve as the onsite manager and supervisor. Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
The Senior Global Health Security (GHS) and Infectious Disease (ID) Advisor will support the MOH Emergency Operations Center (EOC or COUSP in French) and NACP (National AIDS Control Program) in carrying out life-saving humanitarian assistance (LHA) in full alignment with the new Presidential Executive Order (EO) directives. The primary focus of the Advisor will be technical support with a special emphasis on preventing, detecting, and responding to infectious disease threats which impact public health. The Advisor will also provide support for the National HIV response to improve capacity for PEPFAR transition.
The Senior GHS and ID Advisor will support the appropriate multi-sectoral Government Departments and Agencies - such as the Ministry of Health, Agriculture, and Environment- for the effective adoption and implementation of life saving interventions focusing on preventing, detecting and responding to infectious disease threats with public health potential, such as zoonotic diseases. The Senior GHS & Infectious Disease Advisor will identify programmatic bottlenecks and facilitate solutions through coordinated technical support and facilitation of effort through the GHS projects, Pandemic Fund and the Global Fund. The Senior GHS and ID Advisor will be based within the EOC and will also work with the NACP. The Advisor will receive direction from the Director of the EOC and as needed, from the NACP Director, who will serve as the onsite Manager/Supervisor. Familiarity with Department of State/USG programming and C/AOR experience are highly desirable as the Advisor is expected to support the implementation of the Department of State GHS and HIV portfolio. French and English fluency are required for this assignment. The Advisor will report to the U.S. Department of State on a weekly and monthly basis.
Support multisectoral ministries in effective delivery of life-saving humanitarian assistance (LHA) through utilization of domestic and donors’ (e.g. the Pandemic Fund, Global Fund when relevant such as COVID-19 response funds).
Support the implementation and expansion of best practices in GHS and outbreak response nationwide.

Embedded within the Direction de l'Information Sanitaire (DIS) at the Ministry of Health, the SHIS will provide strategic oversight, technical leadership, and capacity building to advance the Cote d’Ivoire's digital health architecture and data-driven decision-making. The SHIS will support the Ministry of Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
The primary focus of the Senior Health Information Specialist will be to provide technical leadership and capacity building to ensure the successful implementation of integrated, cost-effective, and sustainable data systems for health. This position is responsible for leading the implementation and integration of digital health solutions—including electronic medical health records (EMHRs), laboratory information management systems (openELIS), health commodity inventory management systems (mSupply, eSIGL), and disease surveillance platforms (DHIS2, etracker, OneHealth)—across all levels of the health system. The SHIS will oversee the management and analysis of large, complex datasets spanning multiple disease areas (HIV, TB, Malaria, MNCH, Global Health Security, and Routine immunization), ensuring data quality, interoperability, and real-time reporting to support program monitoring, evaluation, and policy development.

The Senior Human Resources for Health Advisor will support the Office of Foreign Assistance of the U.S. Department of State Embassy Kinshasa carrying out the America First Global Health Strategy. The primary focus of the Advisor will be technical support to develop a Political Economic Analysis of Frontline health workers management and payment transition operational plan in alignment with the U.S,-DRC Health Cooperation Memorandum of Understanding (MOU) signed on February 26, 2026.
This position specifically supports Section 2.4 of the MOU, with human resources for health responsibilities spanning all health service delivery areas (HIV, TB, malaria, maternal and child health, nutrition, global health security including polio eradication) to strengthen the entire health system rather than individual disease programs.
The Senior Advisor will support the Ministry of Health, Hygiene, and Social Security (MOH) for improving performance and retention of human resources for health of front-line health workers, including community health workers. The Senior Consultant will identify policy and practice bottlenecks and facilitate solutions through coordinated technical support and facilitation of effort through the Ministry’s programming and administration efforts along with the health donors group members.

Nepal has prioritized tuberculosis (TB) elimination through the Government of Nepal’s TB-Free Nepal Initiative, supported by domestic financing, life-saving humanitarian assistance, and external resources, including the Global Fund. Effective coordination across national and sub-national levels, alongside strong technical support for Global Fund proposal development and grant implementation, is critical to achieving reductions in TB incidence and mortality.
To strengthen coordination, proposal development, and implementation oversight, a Coordinator will be engaged to support the National TB Program (NTBP) in managing the TB-Free Nepal Initiative and Global Fund TB grants in a coherent, results-oriented manner, including support to ensure alignment between national TB free priorities and Global Fund grant cycles and to strengthen coordination across federal, provincial and local levels.
