The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background
The Senior Project Manager will be responsible for leading and coordinating NATO Power BI projectactivities and related business intelligence delivery work. The incumbent will work under the direction of the Line Manager / Programme Manager and will coordinate with internal Agency teams, NATO customers, business stakeholders, data owners, technical teams and suppliers to ensure effective delivery of agreed outcomes.
Role Duties and Responsibilities
Lead and coordinate assigned NATO Power BI projects, work packages and delivery activities
- Develop, maintain and control project plans, schedules, milestones, deliverables and dependencies.
- Coordinate requirements, priorities and delivery activities with NATO stakeholders and user communities.
- Monitor project performance against agreed scope, schedule, cost, quality and risk baselines.
- Maintain risk, issue, action, assumption, dependency and decision logs.
- Prepare project status reports, dashboards, senior briefings, governance submissions and decision papers.
- Support financial planning, budget monitoring, forecasting and resource planning activities.
- Coordinate multidisciplinary teams including business users, data owners, Power BI developers, architects, service management and supplier resources.
- Support prioritisation, planning and delivery of Power BI dashboards, reports, datasets and related BI capabilities.
- Identify delivery risks, issues and dependencies, propose mitigation actions and escalate where appropriate.
- Chair or support project meetings, working groups and stakeholder engagement sessions.
- Track actions and decisions and ensure timely follow-up by responsible parties.
- Support change control, acceptance planning, transition to operations and project closure activities.
- Ensure project documentation is accurate, current and maintained in accordance with applicable Agency practices.
- Ensure activities are aligned with applicable NATO and NCI Agency governance, security and management requirements.
- Perform other project-related duties as may be required.
Essential Skills, Experience and Certifications
- Recent experience (at least 7 years) in Project management of Business Application and BI acquisition and / or development projects for a large organization.
- Significant experience in senior project management roles, preferably in NATO, defense, governmental, international organization or complex ICT/business applications environments.
- Demonstrated experience managing projects through the full project lifecycle, including initiation, planning, execution, monitoring and control, transition and closure.
- Experience leading business intelligence, analytics, reporting, data or Power BI related projects.
- Strong knowledge of project management disciplines including scope, schedule, cost, quality, risk, issue, dependency, resource, stakeholder and change management.
- Experience coordinating multidisciplinary teams, including business users, data owners, technical teams, developers, architects, service management, finance, acquisition and suppliers.
- Experience preparing project plans, schedules, milestone plans, risk and issue registers, action logs, decision logs, progress reports, governance papers and senior-level briefings.
- Strong stakeholder management skills, including engagement with senior stakeholders, customers, technical teams and multinational user communities.
- Ability to work independently, take initiative, structure complex activities and drive delivery against agreed deadlines.
- Excellent verbal and written communication skills in English.
- Project management certification such as PRINCE2 Practitioner,PMP, MSP, Agile, Scrum, SAFe or equivalent.
- Ability to work effectively in a team-oriented, collaborative and multinational environment.
Desirable Skills, Experience and Certifications
- Previous experience with NATO or NCI Agency project, portfolio, service management or governance processes.
- Knowledge of Microsoft Power BI, business intelligence delivery, data analytics, reporting platforms, data governance or data visualization.
- Experience using tools such as ServiceNow, SharePoint, Teams or Power BI.
- Knowledge of ITIL, service transition or service management principles.

The main work location is Brussels, Belgium. The resource may work remotely where authorised by the Line Manager. Occasional travel to NATO or NCI Agency locations may be required to support stakeholder engagements, projectmeetings and delivery activities. The resource shall be available during normal business hours, with flexibility required to support urgent deadlines, governance meetings and multinational stakeholder coordination.
