Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities
- Providing functional support for the Oracle Fusion - HCM Cloud application.
- The role will report to the NBAC Oracle Applications Service Delivery Manager.
- Requirement Gathering: Interact with Chief People Office (CPO) business stakeholders to gather, review and coordinate requirements for application changes and translate these into standard solutions available in Oracle Fusion - HCM Cloud.
- System Configuration: Perform hands-on application configurations changes, covering all aspects, such as, descriptive/key flexfields (DFFs/KFFs), profiles, journeys, AI agents, security roles, and workflow/alert rules.
- Testing & Validation: Coordinate and execute testing and verification tasks, review and support business users during testing and validation, monitor and ensure that defect and issues are being logged and subsequently addressed as possible.
- Reporting Support: Provide support on reports utilizing Oracle Transactional Business Intelligence (OTBI) and partner with technical teams to define requirements for BI Publisher reports or custom integrations.
- Change Management & Documentation: Create and update applicable functional design documents, such as configuration workbooks.
- Quarterly Releases: Assess the impact of upcoming Oracle Fusion quarterly releases on the configured modules and assist with regression testing. Complete the transition to Redwood pages.
- Fast Formulas & Logic: Create, modify, and troubleshoot basic Oracle Fast Formulas required for validations and absence rules.
Essential Skills, Experience and Certifications
- A Minimum 5 years of implementation experience with Oracle Fusion - HCM Cloud including at least one full-cycle implementation of Oracle Fusion - HCM Cloud. Experience with Oracle Fusion - HCM Cloud areas: Core HR, AbsenceManagement and Time & Labor, Performance Management and Goals, HR Helpdesk, Journeys, Fast Formulas and Agentic AI. Furthermore, a strong understanding of HR and HR management reporting processes using OTBI and BI Publisher.
- Act as a liaison between Chief People Office (CPO) and IT, ensuring solutions meet business objectives and technical standards.
- Familiarity with configuration management and versioning procedures and tools.
- Able to work under pressure, on own initiative and without constant supervision, to strict and tight deadlines.
- A good team player and a good communicator.
- Experience of working in a team that delivers a highly available service.
- Experience with writing detailed functional design documents based on new or changed business requirements.
- Experience with the review of business procedures and functional setup.
- Experience with making recommendations for changes, improvements etc. based on best business practices.
- Experience with preparing, running and documenting unit tests, system tests and user acceptance tests.
- Excellent understanding of the Oracle Fusion - HCM Cloud Platform.
- A Minimum of 3 project references proving Hands-on functional expertise in setting up Core HR in Oracle Fusion - HCM Cloud with experience in at least three of the below Oracle Fusion – HCM Cloud modules:
- Talent Management (Performance Management & Goals)
- Workforce Management (Absence and Time & Labor)
- HR Helpdesk and Digital Assistant
- HCM Analytics
- A minimum of 5 years business analyst experience demonstrating experience with review and optimization of human resource processes.
- Proven Knowledge of enterprise structures, Jobs/Positions, Workforce structures, descriptive/key flexfields (DFFs/KFFs), profiles, journeys, AI agents, security roles, and workflow/alert rules.
- A minimum of 2 project references proving experience with integrations between Oracle Fusion - HCM Cloud and other systems.
- Experience with the quarterly release process of Oracle Fusion – HCM Cloud.
Education
- Bachelor's or Master's degree in Human Resources, Information Systems, Business Administration, or a related field.
Language
- English proficiency level: SLP 3333 according to STANAG 6001.
Desirable Skills, Experience and Certifications
- Oracle Fusion - HCM Cloud certifications.
- Experience with Oracle E-Business Suite Release 12.2
- Experience with Oracle Fusion Cloud Recruiting or a similar recruitment application.
- Background in consulting or large-scale transformation programs.
- Experience with public sector entities and/or international organisations.
