Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Deputy Project Officer
Role Background
The Deputy Project Officer will support the Project Management Office (PMO)
within the NATO Communications and Information Agency (NCIA) as part of the
ITM Recovery Project. The project is focused on replacing legacy classified
information systems with a modern operational network across the NATO
Command Structure.
Working closely with the Project Manager and PMO leadership, the successful
candidate will help coordinate project delivery, maintain governance processes,
monitor schedules and budgets, support reporting activities, and ensure project
documentation is accurate and up to date. The Deputy Project Officer will also act
as the alternate to the NCIA Project Office Manager when required.
Role Duties and Responsibilities
Support the Project Manager and PMO in coordinating project delivery activities.
Maintain detailed project plans using PRINCE2 or equivalent project management
methodology.
Prepare project status reports, dashboards, and executive reporting.
Support project boards, steering committees, and governance meetings by
preparing meeting materials and decision papers.
Track project schedules, milestones, risks, issues, assumptions, dependencies,
and actions (RAID/RIDAC).
Maintain project documentation, governance calendars, and document libraries.
Record meeting minutes, track actions, and follow up with stakeholders.
Monitor project budgets, cost forecasts, and variance reporting.
Maintain project reporting tools including Jira, ServiceNow, Microsoft Project,
SharePoint, Power BI, and Excel.
Support resource planning, procurement schedules, and cost tracking.
Produce weekly and monthly portfolio reports covering scope, schedule, budget,
and project health.
Assist with benefits realization tracking and milestone management.
Populate and maintain Lessons Learned registers.
Recommend improvements to PMO processes and project governance.
Support onboarding of new project team members to project tools and processes.
Participate in sprint planning, execution, review meetings, daily stand-ups,
workshops, and project meetings.
Prepare sprint completion reports and project closure documentation.
Ensure deliverables meet agreed quality standards and project acceptance
criteria.
Essential Skills, Experience and Certifications
Essential Experience
Minimum 5 years of experience in Project Management Office (PMO), Project
Coordination, or Project Support roles.
Experience supporting large IT, infrastructure, digital transformation, or public
sector projects.
Strong understanding of project governance, reporting, scheduling, budgeting,
and project documentation.
Experience preparing meeting minutes, reports, dashboards, and executive
presentations.
Experience using Microsoft Office Suite, particularly Excel, Word, PowerPoint, and
Outlook.
Experience working with project management and collaboration tools such as:
o Jira
o ServiceNow
o Microsoft Project
o SharePoint
o Power BI
o Similar enterprise project management tools
Experience tracking risks, issues, actions, dependencies, and change requests.
Excellent written and spoken English communication skills.
Strong stakeholder management and organisational skills.
Ability to work independently while collaborating within an international project
team.
Certifications
Candidates should hold at least one recognised Project Management certification such
as:
PRINCE2
PMP (Project Management Professional)
MSP (Managing Successful Programmes)
SAFe
Equivalent Project Management certification
Desirable Skills
Experience working within NATO, defence, government, or public sector
organisations.
Knowledge of Agile or Scrum delivery environments.
Experience creating Power BI dashboards.
Experience with Microsoft Access or relational databases.
Knowledge of project portfolio management and governance frameworks.
Working Location
50% onsite at NCIA, Braine-l'Alleud, Belgium
50% remote
Occasional travel to NATO locations including:
Mons, Belgium
Brussels, Belgium
The Hague, Netherlands
Other NATO locations as required
Hybrid working model (50% onsite / 50% remote).
Full-time assignment.
One resource will perform the role.
Start date: As soon as possible, but no later than 1 September 2026.
Initial contract until 31 December 2026, with extension options through 2027
and 2028.
Work will be delivered using monthly sprint cycles.
Participation in daily stand-ups, sprint planning, sprint reviews, governance
meetings, and stakeholder meetings is required.
Deliverables must meet agreed quality standards and acceptance criteria.
All work will follow NCIA project governance, reporting standards, templates, and
security policies.
Contractor must maintain a valid NATO SECRET security clearance throughout the
engagement.

Some travel to other NATO sites may be required
