Department Overview

IT Governance Department　is the mission of the IT Governance Department is to formulate IT strategies and governance to achieve the strategic goals of each business within the Communications & Energy Company, including Rakuten Mobile. We aim to optimize the internal IT environment by strengthening company-wide IT policies, processes, systems, and the overall organization.

IT Governance Section is the objective of the IT Governance Section is to minimize current challenges and future risks concerning the internal IT environment of each business within the Communications & Energy Company, such as Rakuten Mobile. We achieve this by establishing and rolling out internal guidelines and regulations that take into account business strategies and market trends.

Since this role requires collaboration with all departments across the business, you will have the opportunity to deepen your knowledge of the entire business operations, moving well beyond a basic understanding of corporate structure.

To optimize the internal IT environment for each business within the Communications & Energy Company, including Rakuten Mobile, we are expanding our team and seeking a new member to join the IT Governance Section to strengthen our organization.

Position Details

As a member of Rakuten Group, Inc., you will be responsible for establishing guidelines and regulations to achieve and maintain an optimal internal IT environment, focusing primarily on group companies such as Rakuten Mobile, Inc. Your scope of work will cover formulating missions and identifying challenges, drafting guidelines/regulations, conducting awareness and educational activities for stakeholders, building compliance frameworks, and managing subsequent operations.

Specific Responsibilities:

- Guidelines & Regulations Management

Planning, research, coordination, and drafting of guidelines and regulations.

Navigating internal approval procedures and executing official rollouts.

Leading internal communication, awareness campaigns, and educational training.

- Data Analysis & Reporting

Conducting data analysis utilizing BI tools and Excel.

Preparing reports and presentation materials for executive leadership and management.

- Interdepartmental Coordination & Communication

Collaborating, negotiating, and aligning with related departments.

Supporting the on-site implementation and adoption of guidelines and regulations.

- Other Duties

Routine management and operation of guidelines and regulations.

Driving initiatives related to AI and DX promotion.

Example Project:

To establish governance for IT device utilization at Rakuten Mobile retail stores, you will handle everything from on-site research, cross-departmental collaboration, and planning, through to the official rollout. (Post-release operational tasks will be managed by a separate department.)

Mandatory Qualifications:

- 2+ years of experience in formulating and implementing guidelines based on legal regulations (compliance), industry rules, and internal policies

- Business-level English proficiency

Desired Qualifications:

- Experience in the IT or telecommunications industry

- Experience adapting and implementing parent company regulations and rules for subsidiaries

- Experience in data analysis and tool implementation

- Experience collaborating with executive leadership / C-level management
