IRC Ukraine is recruiting this position for the Consortium Management Unit (CMU) of the Ukraine Life-Saving Assistance Consortium (ULAC), an IRC-managed multi-partner humanitarian consortium being developed in connection with the Ukraine Humanitarian Fund (UHF) US Award Tranche II. The Consortium Coordinator is the senior day-to-day management and coordination lead for the CMU. The role ensures that participating organizations operate through a coherent consortium framework, with consolidated implementation planning, performance oversight, timely problem-solving, effective coordination mechanisms and clear escalation of material issues. The Coordinator maintains the overall picture of consortium performance and brings together programmatic, financial, monitoring, accountability and risk information to support timely management and donor engagement.
The role coordinates and facilitates collective performance; it does not replace the management, technical or operational accountabilities of participating organizations.
This position is contingent upon successful award of funding and confirmation of the project start.
The position will be based in Kyiv, Ukraine, with travel to other locations as required for consortium coordination, monitoring and implementation support.
Primary Responsibilities:
Consortium coordination and implementation oversight:
· Lead day-to-day consortium coordination and maintain a consolidated view of implementation progress, priorities, constraints, dependencies and emerging gaps across participating organizations.
· Coordinate development, maintenance and follow-up of the consolidated consortium implementation plan, including key milestones, responsibilities, sequencing and dependencies.
· Monitor overall partner performance against agreed deliverables and facilitate timely corrective action, support or escalation where implementation is off track.
· Facilitate cross-consortium problem-solving and ensure actions, owners and deadlines are clearly documented and followed through.
· Promote coherent, proportionate coordination that uses existing partner and IRC systems rather than creating duplicative structures.
Programmatic and geographic coherence:
· Coordinate consortium-level review of geographic and programmatic coverage to strengthen complementarity, reduce duplication and identify gaps requiring management attention.
· Facilitate relevant technical and operational coordination mechanisms to support harmonized approaches, referrals, de-duplication, implementation quality and adaptive management.
· Support coherent consortium engagement with relevant humanitarian coordination mechanisms, including Clusters/AoRs, through the appropriate technical leads.
· Ensure consortium planning and adaptation are informed by implementation evidence, access considerations, community feedback and changing humanitarian needs.
Governance, donor coordination and decision follow-up:
· Support effective consortium governance by preparing concise performance, risk and decision information for the appropriate governance and IRC management forums.
· Maintain clear decision, action and escalation tracking and ensure agreed actions are communicated and followed through.
· Serve as the principal routine CMU coordination focal point for UHF/OCHA, in coordination with relevant IRC leadership and functional leads.
· Coordinate timely consortium responses to UHF/OCHA requests, implementation questions, monitoring follow-up and actions arising from donor engagement.
· Identify material implementation changes or constraints early and coordinate internal review, escalation and donor engagement or approval processes where required.
Risk, assurance and integrated performance management:
· Maintain consolidated visibility of material consortium-level programmatic, operational, fiduciary, safeguarding, compliance and delivery risks, ensuring clear ownership and timely escalation.
· Integrate information from the Consortium Finance & Compliance Manager and Consortium MEAL, Accountability & Reporting Manager into a coherent picture of consortium performance.
· Coordinate consortium readiness for UHF/OCHA monitoring, reviews and other assurance processes, working through the relevant functional owners.
· Promote principled, accountable and collaborative ways of working across participating organizations, including meaningful participation of national and local partners.
KEY WORKING RELATIONSHIPS
Position reports to: Country Director (CD) or designated Senior Management Team (SMT) member
Supervises/Direct reporting: Consortium Finance & Compliance Manager; Consortium MEAL, Accountability & Reporting Manager
Other internal contacts: Relevant IRC Program, Finance, Grants, MEAL, Partnerships, technical, field, operational, safeguarding/PSEA and other functional leads
Key external contacts: UHF/OCHA and relevant humanitarian coordination stakeholders, as appropriate
Requirements
· Advanced university degree in international development, humanitarian affairs, public administration, social sciences or a related field, or equivalent relevant professional experience.
· Typically 7+ years of progressively responsible humanitarian program management experience, including substantial experience coordinating complex multi-partner or multi-sector responses.
· Demonstrated experience coordinating consortia, partnerships, large grants or comparable multi-organization delivery structures.
· Strong understanding of humanitarian program cycle management, donor compliance, coordination mechanisms, risk management and adaptive management.
· Proven ability to influence and coordinate across organizations and functions without relying solely on direct line authority.
· Excellent facilitation, negotiation, problem-solving and senior stakeholder-management skills.
· Excellent written and spoken English required; Ukrainian language skills are highly desirable.
· Experience in Ukraine or another complex, conflict-affected humanitarian context is strongly preferred.
