IRC South Sudan has operated since 1989 and currently runs programming across 10 offices in 5 states and one Administrative Area, delivering multi-sectoral humanitarian and development assistance in one of the world's most fragile operating environments. South Sudan, independent since 9 July 2011, continues to face significant conflict-related displacement, and IRC's Grants and Partnership Unit plays a central role in mobilizing and stewarding the resources that sustain this response.
JOB OVERVIEW
The Grants Manager provides day-to-day oversight of several projects within a specific portfolio. They serve as the focal point for proposal development, donor reporting, information management, and grants management capacity-building within their portfolio, and provide key support to the Grants Coordinator on programmatic and budgetary monitoring, and compliance with donor and internal IRC rules and regulations.
MAJOR RESPONSIBILITIES
- Support and/or lead development of high-quality funding proposals for submission to donors, in coordination with Program Coordinators and the Budget Manager, as directed by the Senior Grants Manager and Grants Coordinator.
- Lead day-to-day donor reporting processes to ensure timely submission of high-quality programmatic reports, coordinating with Finance on timely budget modifications and financial reports.
- Maintain quality information management through regular upkeep of grant files, compliance sheets, and internal Grants Unit documentation, including preparing files for internal and external audits.
- Monitor and facilitate program compliance with donor and IRC requirements, escalating compliance issues to the Senior Grants Manager and Grants Coordinator.
- Support preparation, review, and modification of MOUs and grant agreement contracts as needed by the Country Program.
- Represent the Grants Unit in grants operations meetings, co-leading meetings at Juba and/or field level per IRC's Partner and Project Cycle Management (PCM) tools and guidelines.
- Build grant management capacity of field staff through training and one-on-one support in report writing, proposal development, and related topics.
- Support other grants management, program development, MEAL, communications, and external relations activities as needed.
KEY WORKING RELATIONSHIPS
- Reports to: Grants Coordinator
- Works closely with: Program Coordinators, Budget/Finance Manager, MEAL team, and Country Program field staff
- External: Institutional donors and implementing partners within the portfolio.
ESSENTIAL REQUIREMENTS
- Minimum 4 years' experience in humanitarian or development programs, including a significant role in leading funding proposal submissions to institutional donors.
- Grants’ management experience and familiarity with US government funding, European (FCDO, ECHO, INTPA, SIDA, Irish Aid, GIZ, GFFO, BMZ), and UN (UNHCR, UNFPA, UNICEF, OCHA, WFP, UN Women) donor regulations and requirements.
- Familiarity with international standards for key program areas (Sphere standards, health, protection, GBV, and livelihoods).
- Excellent written English and proficiency in budgeting using MS Excel.
- Strong organizational skills, with the ability to prioritize and meet multiple deadlines.
- Detail-oriented, with strong multi-tasking and communication skills (oral and written).
- Ability to work effectively both independently and within a team in a challenging, fast-moving, multicultural environment.
DESIRABLE
First degree, preferably in international relations, international development, or a related field.
