IRC Ukraine is recruiting this position for the Consortium Management Unit (CMU) of the Ukraine Life-Saving Assistance Consortium (ULAC), an IRC-managed multi-partner humanitarian consortium being developed in connection with the Ukraine Humanitarian Fund (UHF) US Award Tranche II. The Consortium Finance & Compliance Manager leads consolidated consortium financial oversight and fiduciary assurance. The role maintains consortium-wide visibility over budgets, expenditure, burn rates, forecasts, fund flows, financial reporting, compliance, documentation and audit readiness, and supports timely identification and escalation of financial and compliance risks.

The position coordinates and quality-assures consortium-level financial and compliance information. It does not replace the formal finance, grants, compliance or control responsibilities of IRC functions or participating organizations.

In addition to consortium-level oversight, the position carries direct partnership finance management responsibility for the two participating organizations in the programme, acting as the finance focal point across the full partnership finance cycle — from budget development and capacity assessment through to financial reporting, monitoring, capacity building and financial close-out — in coordination with IRC Finance, Grants and Partnerships functions.


This position is contingent upon successful award of funding and confirmation of the project start.


The position will be based in Kyiv, Ukraine, with travel to other locations as required for consortium coordination, monitoring and implementation support.


Primary Responsibilities:

Consolidated financial oversight and forecasting:

·   Maintain a consolidated financial view of the consortium, including approved budgets, actual expenditure, commitments, burn rates, forecasts and material variances.

·   Coordinate regular consortium financial performance reviews and provide concise analysis of spending trends, absorption risks, corrective actions and decisions required.

·   Coordinate timely forecasting and support review of proposed budget realignments or other material financial changes in accordance with applicable donor and IRC requirements.

·   Triangulate financial performance with implementation progress and flag material delivery, absorption or value-for-money concerns to the Consortium Coordinator and relevant functional leads.

Financial reporting and fund-flow monitoring:

·   Coordinate and quality-assure financial reporting inputs from participating organizations and support timely, accurate consolidated financial reporting to UHF/OCHA.

·   Maintain consortium-level visibility over fund flows, disbursement status, reporting/liquidation requirements and issues requiring follow-up, without replacing the transaction-processing responsibilities of the relevant entities.

·   Coordinate with IRC Finance, Grants, Partnerships and other relevant functions to ensure consortium financial arrangements and partner financial requirements are reflected in appropriate agreements, controls and reporting processes.

·   Maintain a clear calendar of financial deliverables and escalate material gaps or delays promptly.

Compliance, assurance and audit readiness:

·   Coordinate consortium-wide understanding and application of applicable UHF/OCHA financial, fiduciary and compliance requirements.

·   Maintain proportionate consortium-level financial/compliance monitoring and assurance tools, drawing on participating organizations' systems and evidence wherever feasible.

·   Monitor material compliance findings, questioned costs, documentation gaps or control weaknesses and coordinate corrective-action tracking with the responsible functional owners.

·   Coordinate consortium financial and compliance readiness for UHF/OCHA monitoring, spot checks, audits and other assurance exercises.

·   Support complete, traceable and retrievable consortium-level financial documentation while participating organizations retain responsibility for their underlying records and audit trails.

Ukrainian statutory, fiscal and tax compliance:

·   Maintain current working knowledge of Ukrainian tax and fiscal legislation relevant to donor-funded humanitarian programmes, and ensure consortium financial arrangements reflect applicable statutory requirements.

·   Coordinate consortium-wide understanding of Ukrainian payroll-related statutory obligations, including personal income tax, military levy and unified social contribution, and ensure these are correctly reflected in partner budgets, expenditure and financial reports.

·   Verify that statutory payroll and tax payments are supported by appropriate evidence, including payroll registers, wage accrual statements, timesheets and corresponding bank payment confirmations.

·   Monitor changes in Ukrainian fiscal, tax or regulatory requirements that may affect consortium budgets, cost eligibility, reporting or audit readiness, and flag material implications promptly.

·   Coordinate with IRC Finance on statutory reporting obligations, treatment of recoverable and non-recoverable taxes, and alignment of statutory requirements with donor cost-eligibility rules.

UHF/OCHA donor implementation and donor conditions:

·   Maintain detailed working knowledge of UHF/OCHA Operational Modalities, budget preparation guidance, eligible and ineligible cost provisions, and the financial reporting, spot-check and audit requirements applicable to the award.

·   Coordinate consortium-wide application of UHF/OCHA donor conditions, including Programme Support Costs, the applicable direct-to-support cost structure, cost-eligibility rules, procurement thresholds, bill-of-quantity requirements and supporting documentation standards.

·   Support interpretation and practical application of grant agreement terms, including special conditions, budget revision and flexibility rules, disbursement and liquidation thresholds, and cost or no-cost extension requirements.

·   Ensure donor-specific financial requirements are accurately reflected in partnership agreements, partner budget templates, reporting formats and documentation requirements.

·   Coordinate consortium preparedness for UHF/OCHA financial spot checks, monitoring visits and audits, including assembly of donor-required schedules and supporting documentation.

Partner financial management and oversight (participating organizations):

·   Act as the finance focal point for the two participating organizations, covering the full partnership finance cycle from budget development through to financial close-out.

·   Review and support finalization of partner budgets and budget amendments, ensuring alignment with donor cost-eligibility rules, Programme Support Cost provisions and the applicable cost structure.

·   Support the Partner Capacity Assessment (PCA) process under PEERS and contribute to the identification, analysis and mitigation of material partner financial risks.

·   Review partner financial reports, cash requests and supporting documentation for completeness, accuracy and compliance with the partnership agreement, donor regulations and IRC policy, and provide timely, constructive feedback.

·   Monitor partner budgets against actual expenditure, analyse variances and burn rates, and work with partners and programme colleagues to agree and follow up corrective action.

·   Conduct partner financial monitoring visits, including verification of supporting documentation, cost eligibility, internal controls, segregation of duties and statutory payroll compliance.

·   Coordinate timely disbursements to partners in accordance with the partnership agreement, and track advances, liquidation status, outstanding balances and reporting deadlines.

·   Design and deliver finance capacity building, training and mentoring for partner finance staff, tailored to identified gaps and documented in partner support or improvement plans, with follow-up to confirm that improvements are sustained.

·   Participate in Partnership Project Opening, Review and Closure Meetings, documenting successes, challenges and lessons learned with each partner.

·   Support financial close-out of partnership agreements, including final financial verification, reconciliation of advances and asset confirmation.

Financial risk management and escalation:

·   Maintain consolidated visibility of material fiduciary and compliance risks and ensure risks are assigned, monitored and escalated through the appropriate consortium and IRC channels.

·   Coordinate follow-up on financial/compliance observations and agreed management actions through to closure.

·   Immediately escalate suspected fraud, corruption, sanctions concerns or other reportable matters through applicable confidential organizational procedures; routine consortium processes must not delay required reporting.

·   Provide practical financial and compliance guidance to consortium colleagues while maintaining clear accountability boundaries.


KEY WORKING RELATIONSHIPS

Position reports to: Finance Coordinator Budget to Report.

Technical line management: Consortium Coordinator

Supervises/Direct reporting: TBC, subject to final CMU staffing structure

Other internal contacts: IRC Finance team; Grants; Partnerships; Supply Chain; MEAL; Program and relevant assurance/compliance functions

Key external contacts: UHF/OCHA on financial/compliance matters, as coordinated through the Consortium Coordinator and relevant IRC leadership


Requirements

·   University degree in finance, accounting, business administration, economics or a related discipline; a relevant professional accounting qualification is an advantage.

·   Typically 5+ years of progressively responsible finance, grants, compliance or award-management experience in humanitarian or international development settings.

·   Demonstrated experience with large, complex, multi-partner grants, consortium financing, sub-awards or comparable fund-flow structures.

·   Strong experience in budgeting, forecasting, variance analysis, financial reporting, internal controls, compliance monitoring and audit readiness.

·   Strong understanding of donor-funded award management; experience with pooled funds, UN/OCHA funding or comparable humanitarian donor requirements is highly desirable.

·   Ability to translate complex financial/compliance requirements into practical systems and clear guidance for diverse partners.

·   Advanced spreadsheet/data-analysis skills and strong attention to detail.

·   Excellent written and spoken English required; Ukrainian language skills are highly desirable.

·   Demonstrated knowledge of Ukrainian tax and fiscal legislation, including payroll-related statutory obligations (personal income tax, military levy and unified social contribution), and experience ensuring statutory compliance within donor-funded programmes.

·   Demonstrated experience implementing UHF/OCHA-funded programmes and applying OCHA/CBPF donor conditions, operational modalities, budget guidance and financial reporting requirements.

·   Demonstrated experience in partner or sub-award financial management, including partner budget review, financial report review, financial monitoring visits and capacity building of local partner finance teams.

·   Familiarity with IRC's Partnership Excellence for Equality and Results (PEERS) system, or a comparable partnership management framework, is an advantage.
