DESCRIPTION 

Under the supervision of the School Administration along with the support from Temporary Services, the HCPSS Retired Substitute Teacher instructs students during the absence of a regular teacher. HCPSS Retired Substitute Teacher are expected to maintain a professional attitude toward their work and support the mission and goals of the school system. 

HCPSS Retired Substitute Teachers are temporary at-will employees and are assigned on an as needed basis due to teacher absences or position vacancies.

MINIMUM QUALIFICATIONS 

Applicants must meet all qualifications below to be considered for the vacancy. 

• Must be a Howard County Public School System retiree

• 45-Day Rule: Due to MSRA regulations, there is a mandatory 45-day waiting period after your retirement date before you can be rehired.

• No education or reference surveys will need to be provided due to being a HCPSS Retiree

ESSENTIAL POSITION RESPONSIBILITIES

• Must be flexible to support other classes as needed.

• Must follow all HCPSS polices and procedures.

• Follows the lesson plan(s) left by the teacher and ensure students complete assigned tasks 

• Maintains a safe environment.

• Uses materials provided by the teacher or other school personnel. 

• Avoids engaging in or encouraging discussions of inappropriate or non-school related topics.

• Becomes familiar with emergency procedures.

• Notifies school administration of any unusual incidents which have occurred during the school day. 

• Leaves information for the teacher concerning the day’s activities. 

• Reports suspected child abuse/neglect per Howard County Public School System policy.

• Other duties as assigned.

ADDITIONAL REQUIREMENTS  

Working Hours 

• Full Day (7.5 hours with a 30 minutes unpaid duty free lunch break): Follow School’s Schedule in Frontline.

• Half Day: (3 hours and 59 minutes/No Lunch Break)

• Submit a streamlined application as a HCPSS Retiree. As a HCPSS retiree, you do not need to submit proof of education. 

• The MD 486 Background check, I-9 process and Fingerprinting will need to be conducted to finalize rehire.

EMPLOYMENT INFORMATION  

Compensation 

Payment for a HCPSS Retired Substitute Teachers is based on a half day (3 hours and 59 minutes or less) or full day assignment (7 hours) and may be daily, or extended assignment. All Substitute Teachers are hired at a base rate of pay.

All Substitute Teachers are hired at a base rate of pay. A substitute’s base rate will always be reflected on the compensation tab in Workday, regardless of the type of job to which they are assigned at a given time. 

• Daily Base Rate of Pay: $157

• Long-Term Daily Rate: $169 (Must commit to 10 or more consecutive days for a particular absence or vacancy with a consistent schedule). Long-term substitutes must be assigned by Temporary Services and the pay will be reflected on the paychecks coded as “substitute level 2”.

Benefits

Temporary employees are also eligible to participate in the Supplemental Retirement Savings Plans: 403(b). 

Pre-Employment Requirements 

All employees, regular and temporary, must be fingerprinted, have a criminal background investigation completed, and successfully complete the Maryland Employment History Review, pursuant to Section 6-113.2 of the Education Article, Annotated Code of Maryland. In addition, some positions will require completion of a physical examination and/or drug testing.
