GRDA is seeking highly qualified candidates for the position of Generation - Project Manager Senior at its Administration Center, located just thirty (30) miles east of Tulsa, Oklahoma. The Generation - Project Manager Senior is responsible for initiating, planning, directing, monitoring, controlling, and closing activities for designated projects to ensure that project goals and objectives are accomplished using best practice methodologies within prescribed business requirements, time frames, and funding parameters. Projects managed will include equipment/systems related to: power generation, combustion turbines, steam turbines, hydro turbines, boilers, HRSGs, electrical and non-electrical equipment/assets.

Key objectives include:

Project Management Skills: Determine "project sponsor" requirements, Identify scope and develop a work plan,  Break the work down into deliverables and activities, Determine the sequence of activities and identify risks, Use basic scheduling tools and set realistic schedules, Establish milestones and deliverables, Determine resources required and assign owners, Control assignments and report progress, Obtain customer acceptance and complete project documents.

Reports directly to the Technical Services Manager

SUPERVISED PERSONNEL:

Project Manager(s), Project coordinator(s), Contractor(s)

ESSENTIAL JOB FUNCTIONS:

  • Assist in the design review of generation operations system projects. 
  • Provide technical expertise and representation at review meetings.
  • Verify quality status of designs, via engineering firms if necessary, prior to issuance for construction bid.
  • Coordinates and oversees the work of project managers (by title or temporary assignment), outside consultants and contractors on generation projects; monitors work orders, project progress, change orders, and contractor pay estimates and payments.
  • Manage internal and external stakeholders.  Ensure buy-in and support for project plans and schedules. 
  • Provide stakeholders with regular, frequent project status reports.
  • Present and implement recommendations supported by sound engineering and operational efficiency that supports reliability targets and reduces risks inherent in the project.
  • Hold project team members and contractors accountable for producing results. 
  • Keep the project team and key stakeholders informed of the projects status (i.e. schedule, cost, safety, etc) and scope changes that occur during the life of the project.
  • Creates specifications; prepares bid documents; evaluates bids received; prepares and presents reports and recommendations as required for the purchase of materials, equipment, services, and miscellaneous items associated with thermal and/or hydroelectric generation facilities and other assigned projects.
  • May assist in the training of thermal and hydroelectric generation maintenance technicians for installation, testing, troubleshooting, and maintenance procedures involving new equipment.
  • Coordinates or verifies work of outside contractors and/or engineering firms concerning thermal and hydroelectric generation design activities; monitors work orders, project progress, change orders, and contractor payments of assigned areas.
  • Odd shifts and after-hours work may be required under system emergency.
  • Assists O&M staff in troubleshooting complex issues and may supervise repair activities as assigned.
  • May represent GRDA in regional organizations concerning thermal and hydroelectric generation facilities related topics.
  • Creates, organizes, and maintains records for assigned oversight areas of the department(s).
  • Other duties as assigned

EDUCATION, TRAINING, AND EXPERIENCE:

  • Bachelor of Science in Construction Management, Engineering, a degree in related field or a suitable combination of relevant work experience and education is required. 
  • Minimum five (5) years of project management experience is required.
    • Large Utility (Power Generation) Project Management Experience is preferred.

  • SPECIAL CERTIFICATES, REGISTRATIONS, LICENSES REQUIRED:
  • Must have a PMP certification, or ability to obtain the certification with 6 months.
  • Valid Oklahoma driver’s license, or the ability to convert within 30 days for those with an out of state driver’s license that are an Oklahoma resident.
  • PE registration in Oklahoma preferred, not required.

SKILLS, KNOWLEDGE, & ABILITIES REQUIRED:

  • Must have excellent knowledge and understanding of power generation processes and industry specific codes.
  • Must have strong commitment to safety, a high level of personal integrity, and dedication to conducting business in an ethical way.
  • Functional competency with personal computers; prefer experience with CMMS (Maximo), Excel, Access, and Word. 
  • Must be capable of methodical analysis of complex technical problems.
  • Must possess and demonstrate excellent writing and composition skills.
  • Must be comfortable giving verbal presentations before groups.
  • Must be comfortable dealing with customers and contractors in a one-on-one atmosphere and have demonstrated good communications skills. 
  • Ability to learn and follow GRDA/State of OK purchasing rules.

PHYSICAL/MENTAL REQUIREMENTS:

  • Must be able to walk, climb stairs, crawl, work from ladders and elevated platforms.  Must not have a fear of heights, confined spaces, or working around high voltage equipment.
  • Ability to lift, move, and carry weights of up to 50 lb. on an irregular basis.
  • Must possess mental, visual, and auditory acuity for attention to visual and auditory detail.  Manual dexterity is required for operation of test equipment, small tools, and the installation, adjustment, and repair of control devices.

ENVIRONMENTAL CONDITIONS & SAFETY CONCERNS:          

  • Work locations ranges from an office environment to outdoors and/or indoors in a high noise/high temperature environment with possible work in confined spaces.
  • Emergency repair work may be required during system upsets.

JOB LOCATION:

  • Office area located at the Administration Center in Chouteau. OK. Specific work sites will any of the hydroelectric facilities or the thermal generation facility as assigned, primarily in northeastern Oklahoma, and/or other locations as assigned.
