Location: DC/MD/VA Remote

POSITION OVERVIEW:

Hitachi Federal is seeking an experienced Senior Program Manager Professional Services to lead the successful delivery, growth, and performance of a portfolio of complex federal technology engagements.

This role serves as a senior customer and delivery leader, with accountability for customer satisfaction, program performance, financial management, resource planning, team development, and organic growth across assigned engagements. The Senior Program Manager will partner across Professional Services, Sales, Finance, Contracts, Human Resources, and technical teams to ensure engagements are delivered successfully while identifying opportunities to expand our support of federal customers.

The ideal candidate is a PMP-certified leader with deep experience managing complex federal IT programs involving software development, cloud, data, and infrastructure technologies. This individual combines disciplined program management with strong business acumen, executive-level customer engagement, technical understanding, and a growth mindset.

This is a highly visible role for a leader who can manage the details of successful program execution while maintaining a broader view of customer needs, portfolio performance, and business growth.

KEY RESPONSIBILITIES:

Program & Portfolio Leadership

  • Own the overall health and performance of an assigned portfolio of professional services engagements, including delivery, schedule, financial performance, staffing, customer satisfaction, risk, and growth.
  • Serve as the primary Hitachi Federal program management point of contact with customers, prime contractors, partners, and other key stakeholders.
  • Build and maintain strong relationships with customer stakeholders and executive leadership.
  • Implement and coordinate service delivery across assigned programs to ensure execution against clearly defined scope, schedule, budget, and customer requirements.
  • Maintain accountability for all program requirements, including technical delivery, budget, schedule, staffing, growth, contractual commitments, and overall performance.
  • Establish and monitor appropriate program and portfolio KPIs, including schedule, budget, utilization, margin, customer satisfaction, and delivery performance.
  • Proactively identify, manage, mitigate, and communicate program issues, risks, dependencies, and potential impacts.
  • Manage resources across multiple projects and maintain visibility into staffing requirements, utilization, deliverables, schedules, and budgets.
  • Conduct readiness reviews to ensure appropriate technical resources and administrative support are in place prior to project start dates.
  • Participate in and lead monthly program management reviews, providing clear visibility into technical, financial, schedule, growth, risk, and performance metrics.
  • Establish and enforce appropriate work standards and delivery practices to drive consistency, quality, accountability, and customer satisfaction.

Customer & Stakeholder Leadership

  • Establish trusted relationships with federal customers, prime contractors, partners, and internal stakeholders.
  • Lead executive-level customer governance, including program reviews, escalations, performance discussions, and strategic planning.
  • Understand customer business and mission requirements and translate those needs into actionable technology and professional services solutions.
  • Apply knowledge of industry trends and technologies across areas such as infrastructure, cloud services, operations, data management and protection, data intelligence, data analytics, virtualization, and applications.
  • Ensure conformity with contractual obligations while maintaining appropriate technical and financial reporting to demonstrate program progress and performance.
  • Coordinate project-related activities across Hitachi Federal functions, including Professional Services, Sales, Solutions, Finance, Contracts, Staffing, and Human Resources.
  • Communicate proactively and effectively with business, technical, customer, and executive stakeholders at all levels.

Financial & Operational Management

  • Own the financial health of assigned engagements in partnership with Finance, including revenue forecasting, margin performance, labor utilization, invoicing, budget management, and variance analysis.
  • Reconcile actual labor hours and costs against project budgets and forecasts.
  • Work closely with Finance to ensure accurate time reporting, invoicing, revenue forecasting, and financial visibility.
  • Manage subcontractor performance and ensure alignment with contractual requirements, delivery expectations, and program objectives.
  • Develop and maintain comprehensive cost, schedule, performance, and risk reporting.
  • Identify opportunities to improve delivery processes, eliminate duplication, increase accuracy, and create greater efficiency and scalability across Professional Services.
  • Develop and maintain Statements of Work, Work Breakdown Structures, project plans, schedules, and other program documentation necessary for successful execution.

Growth & Business Development

  • Proactively identify opportunities for contract extensions, follow-on work, scope expansion, recompetes, and new professional services engagements within existing customer relationships.
  • Understand evolving customer challenges and identify opportunities that may be addressed through Hitachi technologies, solutions, or professional services.
  • Communicate identified growth opportunities to Sales, Capture, Contracts, Professional Services, and senior leadership and support their transition into the growth pipeline.
  • Partner with technical resources across Hitachi to define solution requirements, required skills, staffing approaches, and level-of-effort estimates.
  • Develop professional services pricing based on level of effort, delivery requirements, and established business and financial guidelines.
  • Support RFI, RFQ, and RFP responses by providing technical, management, staffing, pricing, and delivery inputs.
  • Participate in solution development and positioning of Hitachi Federal professional services for new and emerging customer opportunities.
  • Apply knowledge of the Shipley process and federal acquisition practices to support opportunity development and proposal activities.
  • Balance successful delivery of current engagements with a continuous focus on customer retention, organic growth, and expansion of the Professional Services business.

People & Team Leadership

  • Lead multidisciplinary technical and professional services teams across multiple concurrent engagements.
  • Provide clear expectations, direction, coaching, and performance feedback to assigned team members.
  • Support individual development through training plans, professional development plans, career goals, and ongoing coaching.
  • Partner with leadership and Human Resources to identify current and future talent and skill requirements.
  • Support workforce and resource planning to ensure appropriate capabilities are available to meet current delivery requirements and anticipated business growth.
  • Foster a culture of accountability, collaboration, continuous improvement, customer focus, and high performance.

QUALIFICATIONS:

  • Bachelor’s degree in computer science, Information Technology, Engineering, Business, Program Management, or a related field.
  • Active Top Secret / Sensitive Compartmented Information (TS/SCI) Security Clearance required
  • 10+ years of progressive project/program management experience delivering complex enterprise or federal IT solutions, including experience with software development, cloud, infrastructure, data engineering, and/or data transformation programs.
  • Demonstrated experience managing a portfolio of concurrent projects or programs, including delivery, financial, staffing, customer, and risk accountability.
  • Strong experience supporting federal government customers and working within federal contracting environments.
  • Senior-level understanding of complex IT requirements, architectures, systems, and technology delivery.
  • Demonstrated experience leading multidisciplinary technical teams in Agile/Scrum and/or hybrid delivery environments.
  • Experience with cloud technologies and platforms such as AWS, Microsoft Azure, and Google Cloud, including an understanding of applicable FedRAMP requirements.
  • Experience with enterprise infrastructure and storage technologies; Hitachi technology experience is a plus.
  • Experience developing and managing budgets, forecasts, level-of-effort estimates, pricing, and professional services financial performance.
  • Experience developing Statements of Work, Work Breakdown Structures, project plans, staffing models, and delivery estimates.
  • Understanding of the Shipley process and experience supporting RFIs, RFQs, and RFPs with technical, management, pricing, or delivery inputs.
  • Demonstrated ability to identify and support organic growth, follow-on, and new business opportunities within existing customer relationships.
  • Strong customer relationship management and executive communication skills.
  • Demonstrated ability to manage multiple priorities, resources, and stakeholders simultaneously.
  • Strong analytical, critical-thinking, problem-solving, and decision-making capabilities.
  • Self-starter with an entrepreneurial mindset and demonstrated commitment to continuous improvement and business growth.
  • Exceptional verbal, written, presentation, and leadership skills.
  • Proficiency with Microsoft Office 365, including Word, Outlook, PowerPoint, Excel, Project, Teams, and SharePoint.
  • Experience with Atlassian Jira or comparable project/program management tools.
  • PMP certification required.
  • Active Top Secret security clearance required.

Preferred Qualifications

  • Agile/Scrum Master certification.
  • Experience managing large or complex federal technology programs.
  • Experience managing program or portfolio revenue, margin, utilization, and profitability.
  • Experience leading subcontractors and partner organizations.
  • Experience with data engineering, data transformation, analytics, or AI-related programs.
  • Experience with Hitachi technologies, enterprise storage, or data infrastructure solutions.
  • Experience supporting federal business development, capture, recompetes, and proposal activities.

Compensation

Expected Hiring Range: $165,000-$215,000 annually

Hitachi Federal is committed to providing equitable, competitive, and market-based compensation. The expected hiring range listed above represents the anticipated salary range for a qualified candidate at the time of posting and has been established in good faith based on the requirements of the position.

Final compensation will be determined based on a variety of job-related factors, including, but not limited to:

  • Technical expertise and specialized qualifications
  • Education, certifications, and professional credentials
  • Scope and complexity of prior experience
  • Internal equity
  • Market data and geographic considerations (where applicable)
  • Business needs and budget considerations

This position may also be eligible to participate in Hitachi Federal's annual incentive (bonus) program, where applicable, in accordance with company policies and plan provisions.
