Key Responsibilities:


Position Purpose:


Generate high-quality internal and external MEAL reports and evidence-based briefs to support project implementation and donor requirements. Maintain and update the MEAL Action Plan Tracker and Field Visit Tracker to address monitoring gaps and ensure timely follow-up actions. Oversee the Accountability Tracker and supervise the Accountability Officer to ensure community feedback is resolved in accordance with the BRCR Handbook. Coordinate with the MIS team to develop and maintain digital information management systems and mobile data collection tools. Provide daily guidance and task assignments to project staff, fostering effective coordination and team performance. Regularly update the MEAL Manager and provide technical support to enhance project quality, accountability, and compliance.

 

Technical Tool Development & Evaluation:

  • Donor-Specific Tools: Design and adapt quantitative and qualitative data collection tools (surveys, FGD guides, KIIs) specifically for protection indicators (e.g., GBV) to meet donor requirements.
  • Evaluation Management: Lead the technical design for baseline, midline, and endline assessments for protection projects.
  • Quality Benchmarks: Develop and monitor quality benchmarks to ensure protection services meet international minimum standards.

Sectoral Reporting & Information Management:

 Accountability to Affected Populations (AAP):

  • Oversee the Accountability Officer to ensure the CFRM is fully functional at all field sites.
  • Maintain the Accountability Tracker, ensuring all community feedback is registered and responded to within the 7-day window
  • Organize Community Consultation Meetings to ensure participation and inclusion of marginalized groups in project design.
  • Ensure that suggestion boxes, hotlines, and help desks are managed according to the BRCR Accountability Handbook.

Project Oversight & Planning:

  • Work Plan Review: Review project work plans and M&E plans to ensure monitoring activities are integrated into the project lifecycle.
  • Field Monitoring: Conduct regular field visits to verify activity quality and identify gaps, maintaining a comprehensive Field Visit Tracker.

Project Team Coordination:

  • Facilitate weekly coordination with Component Implementation Leads (Program & Project Managers) to share field findings and ensure data is used for real-time program adjustments.
  • Provide the project implementation team with the necessary evidence and data-driven insights to improve service delivery.
  • Act as the primary MEAL focal point during project review meetings to discuss "Target vs. Achievement" and upcoming urgencies.

  • Robust protection monitoring systems and quality benchmarks are established, enabling reliable data collection, evidence-based decision-making, donor-compliant reporting, and continuous improvement of protection services in line with international standards.
  • High-quality and donor-compliant protection monitoring and evaluation systems are established, ensuring reliable data collection, effective assessments, adherence to international quality standards, and evidence-based decision-making to improve protection program outcomes.
  • An effective and accessible accountability system is maintained, ensuring community feedback and complaints are managed in a timely manner, participation of marginalized groups is strengthened, and community concerns are systematically incorporated into project implementation, improving transparency, accountability, and service quality.
  • Effective project monitoring systems are integrated into project implementation, enabling timely tracking of progress, quality assurance through regular field visits, identification of implementation gaps, and evidence-based decision-making to improve project performance and achieve intended results
  • Regular coordination and evidence sharing support adaptive project management, enabling implementation teams to make timely program adjustments, improve service quality, effectively track targets against achievements, and ensure informed decision-making throughout the project lifecycle.
  • A staff member who consistently demonstrates World Vision’s Core Values through respectful work practices and positive relationships, actively collaborates with key working groups, and participates in exposure visits to strengthen learning

Knowledge, Skill & Experience:

Required Education, training, license, registration, and/or Certification:

  • Master’s in social science, Gender Studies, Development Studies, or a related field.

  • 3–5 years of professional experience in MEAL, with significant experience in humanitarian protection programs
  • Must be open, communicative, and approachable with mindset
  • Proven experience as a team player
  • Effective Conceptual skills & Analytical skills
  • Strong organizational skills
  • Excellent English and Bengali skills; Rohingya language is highly preferable
  • Demonstrated collaboration & team building skills
  • Proficiency in digital data collection (Kobo/Ona) and IM system development support with MS excel & MS office. work under stressful condition and adaptive to local culture and situation

Salary: Negotiable
