About you and this role

Dow has an exciting opportunity for a Government Affairs Leader located in Washington, D.C.! In this role, you will support Dow’s federal government affairs and advocacy strategy, helping protect and advance the company’s business and policy priorities. As a registered lobbyist, you will engage directly with Members of Congress, congressional staff, Administration officials, and other key stakeholders on legislative, regulatory, and political issues.

You will build strong relationships with policymakers and stakeholders, translate Dow’s business priorities into effective advocacy strategies, and collaborate across Government Affairs, Dow businesses and functions, and external organizations. You will also monitor the federal political and legislative environment, identify opportunities and risks, and help execute advocacy strategies that advance Dow’s objectives.

Success in this role requires strong political judgment, relationship-building and communication skills, knowledge of the federal legislative and regulatory process, and the ability to persuasively represent Dow’s positions. You will manage multiple priorities in a fast-paced environment and collaborate across the organization to deliver results.

Responsibilities

• Advocate for Dow’s business and policy priorities with Members of Congress, congressional staff, Administration officials, federal agencies, and other key stakeholders.
• Serve as a registered federal lobbyist representing Dow on legislative, regulatory, and political issues.
• Develop and maintain strong bipartisan relationships with policymakers and staff.
• Execute advocacy strategies and engagement plans in coordination with Government Affairs leadership, Dow businesses, and functional partners.
• Monitor federal legislative, regulatory, and political developments and identifies opportunities, risks, and implications for Dow.
• Provide timely political and legislative intelligence to internal stakeholders and helps translate developments into actionable advocacy.
• Develop advocacy messages, talking points, briefing materials, and other communications for engagement with policymakers.
• Work with trade associations, coalitions, and external partners to advance shared advocacy priorities.
• Support Dow senior leader engagement with Members of Congress and Administration officials, including briefing materials and follow-up.
• Build relationships with business and functional leaders to understand Dow’s priorities and effectively represent them externally.
• Identify opportunities to proactively shape legislative and regulatory outcomes.
• Support employee political engagement and grassroots advocacy, as appropriate.
• Where permitted by law, supports employee engagement and participation in DowPAC.
• Ensures lobbying activities comply with applicable laws, regulations, and Dow policies.

Required Qualifications

• A minimum of a bachelor's degree or relevant military experience at or above a U.S. E5 or Canadian Petty Officer 2nd Class or Sergeant ranking.
• A minimum of 6 years of relevant experience in government affairs, congressional affairs, public policy, government service, or a related field.
• A minimum requirement for this U.S. based position is the ability to work legally in the United States.  No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process

Preferred Qualifications

• Prior public sector experience strongly preferred.

• Communication: Excellent written and verbal communication skills, including the ability to communicate complex business and policy issues clearly and persuasively.
• Government Relations: Strong political judgment and ability to operate effectively in a bipartisan environment.
• Prioritization: Ability to manage multiple priorities and tight deadlines in a fast-paced environment.

• For positions based in Washington, D.C., Dow is required by law to include the pay scale that is reasonably expected to represent the salary range for the position. This salary range is specific to Washington, D.C. and accounts for both new and experienced employees with consideration to factors including but not limited to skillset, experience, and sustained job performance (or similar jobs). A reasonable salary range for this position is: $155,000 - $180,000.
