Essential Duties:
· Facilitate CBI Life Skills and/or Family Relations classes using evidence based and standardized curriculum to the participants.

This position is responsible for entry of all data into the Automated Reentry Management System (ARMS) within the program area by reporting and exporting data, and the designated point of contact to address data quality and systems issues. This position is responsible for the operational aspects of tracking, entering, reconciling and billing data and the policies and procedures associated with these activities.

• Understanding of causes, symptoms, and effects of substance abuse; appreciation for the behavioral, psychological, physical and social effects of drug abuse.
• Knowledge of contractual requirements of STOP Data Management functions are essential.
• Understand an array of treatment models available to participants, and maintain a current awareness of availability for placement within each treatment paradigm
• Operational knowledge of MS-Word, Excel, and Access.

The Clinical Consultant ensures clinical integrity, compliance, and quality of ECM services by reviewing and approving assessments and care plans, offering clinical guidance to staff, and supporting treatment-related decision-making.
The ECM Clinical Consultant plays a key role in ensuring services align with CalAIM/ECM requirements, evidence-based practices, and trauma-informed care principles, particularly for high-acuity populations, including justice-involved individuals.

This role delivers in-person assessments, pre-release planning, and clinical coordination inside the three Orange County jail facilities, while maintaining continuity of care through post-release case management, clinical touchpoints, and linkage to services in the community.
The Clinical Case Manager operates as part of a multidisciplinary Orange County care team, supporting individuals with complex medical, behavioral health, substance use, and social needs. The goal is to improve health outcomes, reduce recidivism, and support successful transitions to stable housing, treatment, and long-term community integration.
This position requires the ability to work effectively in secure custodial environments and field-based settings across Orange County, while adhering to all facility regulations and maintaining a high level of clinical and professional standards

This position specifically serves students across Orange County, including both in-custody services within county jail settings and post-release services in the community. The ECM Advocate must be comfortable working in secure correctional environments and in the field, ensuring continuity of care from incarceration through successful community reintegration. This role requires strict adherence to county jail access protocols, safety procedures, and visiting regulations, while also maintaining flexibility to meet students in community-based settings throughout the county.
Education and Experience:
Required:
• Bachelor’s degree in social work, psychology, public health, or related field; or Associate’s degree
• A minimum of two years’ experience in a client-related field, providing case management and community outreach.
OR
• The equivalent of a high school diploma and three cumulative (3) years of experience of administrative responsibility in providing outreach, substance abuse counseling, reentry services, and case management within a culturally diverse population.
• Must be able to pass a comprehensive background check and obtain clearance to enter and work within Orange County jail facilities.
• Experience working with justice-involved or formerly incarcerated populations strongly preferred.
• Comfortable working in both secure custodial environments and community-based field settings.
• Strong communication and interpersonal skills, capable of building relationships with students, families, team members, and community partners.
• Understand various ethnic and socioeconomic backgrounds within a multicultural environment.
• Knowledge of how to administer assessments, substance abuse counseling, reentry services, and case management within a culturally diverse population, preferably with both men and women.
• This position requires local travel and the ability to navigate public transportation with students.
• Required to use company vehicle as well as personal vehicle to visit county jails and transport clients to and from appointments and other locations as needed.

· Facilitate CBI Life Skills and/or Family Relations classes using evidence based and standardized curriculum to the participants.
· Conduct class and facilitate individual sessions to develop action plans and/or provide make-up work; this does not include developing relapse prevention plans.
· Evaluate and document progress of participants assigned to their classes.
· Engage participants daily, reinforce group norms and expectations for participation and completion
· Document delivery of CBI programming services in ARMS.
· Work collaboratively with the CDCR/CCHCS headquarters, local institution, and CDCR contracted staff.
· Performs other related duties as assigned.
Required:
MUST be a Cal MHSA Certified Peer Navigator to be hired. Candidates who include their Certification number on their resume will be prioritized. Or write the scheduled date of your Cal MHSA Test on your resume.
**If you do not have your Cal MHSA certification it is best you wait until you have your Cal MHSA Certification to apply or at least have a scheduled date for Cal MHSA Test. You will automatically be disqualified in system if you do not have your Cal MHSA Certification.
