The Role
The Operations Team Leader acts as the operational lead and strategic owner for Managed Services delivery within a defined team (e.g., EMEA, APAC, USCA) or a client segment (e.g., Enterprise Tier).
They are responsible for overseeing L1, L2, and L3 team members, ensuring SLA compliance, efficient ticket resolution, service delivery standards, team health and workload, change governance, operational costs and commercial tracking, and collaboration with Implementation, Engineering, and Product – aligning IT service delivery with business goals, and implementing ITIL best practices for continuous service improvement. This role will act as a bridge between stakeholder and clients and ensure consistent delivery excellence across all clients served by their team.

Key Responsibilities:

Team Leadership & Operational Oversight

1. Lead a team of Senior Consultants, Consultants, and Associates, ensuring alignment to delivery expectations, team priorities, and SLAs.
2. Monitor daily team operations (ticket queues, change request status, incident handling) and proactively address backlogs or risks.
3. Conduct regular team stand-ups, retrospectives, and resource planning sessions to ensure balanced workloads and service continuity.
4. Own hiring input, onboarding, and performance coaching across your team.
5. Lead team to provide infrastructure support for Matrix Application which includes helping team to support pipeline issues, infrastructure issues, application issues, driving stability, efficiency, and effectiveness improvements to help us and the business succeed.
6. Encourage team to improve and maintain internal and customer DevOps pipelines.

Client Portfolio Oversight

1. Oversee the health of client relationships within your team’s book of business, supporting account-level planning and service reviews.
2. Provide senior-level support during client escalations or complex delivery discussions.
3. Guide prioritization of issues or CRs across clients, balancing commercial commitments and resource constraints.
4. Lead in governance and setting strategy for the Managed Services team

Change Delivery & Commercial Governance

1. Own the approval and oversight of all change work delivered by the team (both billable and non-billable).
2. Ensure each change request is properly scoped, documented, tested, and delivered within commercial parameters (e.g., timebanks, bundled change units).
3. Maintain team-level dashboards of change consumption, time allocations, and delivery metrics, feeding into regional or global reporting.
4. Maintain and define scope and objectives for complex infrastructure enhancements and problem resolution.

Standards, Tools & Process Improvement

1. Drive adoption of consistent processes for incident resolution, CR tracking, UAT, and release sign-off.
2. Identify and lead initiatives to improve team efficiency, reduce manual work, and enhance client outcomes.
3. Work with Engineering and Product to influence tooling or platform changes based on operational feedback.
4. Led application releases, from development, testing and deployment into production.

Cross-Team & Stakeholder Collaboration

1. Partner with Implementation Leads to manage team allocation on client change projects and ensure handovers are clean and supportable.
2. Represent your team in global Managed Services meetings, change governance forums, and process alignment sessions.
3. Provide input into platform-wide service planning, tooling requirements, and product readiness activities.
4. Assist team to assess risk and impact of infrastructure issues and escalate to business and technology management in a timely manner. Ex: Azure cloud changes, Azure CLI or PowerShell tooling changes.

Team Development & Mentorship

1. Mentor Senior Consultants on leadership skills, client strategy, and commercial ownership.
2. Support Consultants and Associates in technical development, financial services domain knowledge, and career growth paths.
3. Define skill frameworks, training plans, and rotation opportunities for your team members.
4. Monitor the team KPI and ensure all team members’ compliance to standards
5. Management of team workload, escalations, and conduct of Performance Reviews and team / 1 on 1 check ins.
6. Work closely with Managed Services Management to set governance standards and framework.
7. Providing architecture and technical leadership for the complete DevOps infrastructure.

So, what’s the role all about?

The Site Reliability Engineer (SRE) is responsible for NiCE CXone’s observability tools.  This position collaborates with different teams within the company to create and support observability solutions using open-source and enterprise monitoring tools.  SREs will work with various monitoring tools located in NiCE CXone’s private cloud environments, AWS and other cloud providers. SREs also provide education to other teams on use of different monitoring tools.  They may help define best practices and procedures for using observability tools and ensure that other engineers follow these standards.  This position may develop detailed implementation/project plans for deployment of observability solutions. The SRE team leverages automation tools to deploy and manage observability tools. The SRE team actively seeks to learn and evaluate emerging technologies, collaborating with other business units within the company to implement changes that will improve our monitoring and alerting capabilities. This position requires a lot of curiosity, a proven ability to learn quickly and an aptitude for tackling unique problems that need creative solutions.

LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

A robust and agile supply chain is a cornerstone of the America First Global Health Strategy, ensuring the availability, quality, and rapid deployment of essential health commodities such as diagnostics, vaccines, and treatments. These capabilities are critical for preventing avoidable epidemics, detecting emerging threats early, and responding swiftly to outbreaks. To achieve these objectives, the strategy prioritizes integrated and resilient supply chains, strengthened by private sector logistics, pooled procurement, and data-driven inventory systems.

At the heart of this vision is the Electronic Logistics Management Information System (eLMIS), which provides real-time visibility and coordination across health commodity flows. By delivering accurate, up-to-date data on stock levels, consumption patterns, and distribution, eLMIS enables informed decision-making and proactive supply chain management.

Keeping eLMIS updated and fully functional is essential. Timely system updates allow decision-makers to act quickly to prevent stockouts or overstocking—especially during outbreaks or emergencies. Reliable data supports national health planning, donor reporting, and compliance with global health standards, while also enabling the rapid deployment of critical commodities during health crises.

Moreover, eLMIS serves as an early warning mechanism, detecting unusual demand patterns or consumption spikes that may signal emerging health threats. This capability strengthens preparedness and response systems, ensuring that both the U.S. and partner countries can effectively manage endemic and emerging infectious diseases.

The objective of this scope of work is to hire two (2) Computer Programmers who will support the Department of Health (DOH) in the Philippines fortify and optimize the Electronic Logistics Management Information System (eLMIS) as a critical enabler of global health security under the America First Global Health Strategy in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.. The programmers will conduct a comprehensive gap analysis, resolve technical issues, enhance the system performance, and ensure data integrity to maintain operational reliability in alignment with DOH technical standards. By strengthening eLMIS, the DOH will ensure real-time visibility and rapid decision-making for health commodity management, enabling timely deployment of diagnostics, vaccines, and treatments—essential for preventing epidemics, detecting emerging threats, and responding swiftly to public health emergencies.

Responsibilities

Capacity building of the DOH staff responsible for the eLMIS

• Strengthen system management and troubleshooting skills by training staff to manage system updates, configuration changes, and diagnose common system and data issues.
• Build structured technical support capacity through development of troubleshooting competencies and clear escalation pathways for complex technical problems.
• Enhance data use for decision-making by training staff to routinely integrate eLMIS data into meetings, reviews, and performance monitoring processes.

System Stabilization and Maintenance

• Identify, troubleshoot, and fix all known bugs and system errors in eLMIS.
• Address data correction issues, including discrepancies in reports, transaction errors, and data inconsistencies.
• Implement approved change requests in compliance with project requirements.

System Enhancement and Optimization

• Refactor legacy eLMIS modules to improve system performance and maintainability.
• Optimize backend processes to support real-time data processing.

Development and Technical Support

• Develop, enhance, and maintain system functionalities using Microsoft C#, ASP.NET / ASPX.Net, and JavaScript (Vanilla or AngularJS).

Reporting and Coordination

Communications:

• Regular meetings or conference calls with U.S. Embassy Department of States’ Regional Foreign Assistance (DOS-RFA) Section, together with the implementing partners and other technical advisors working on supply chain.
• The Computer Programmer should provide information and avail him/herself for calls/meetings with the U.S. Department of States as requested.

REPORTING:

The Computer Programmer will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. • Work with the project team to deploy Azure-based solutions that meet client value and success. 
• Implement solutions in Microsoft Azure that meet the client’s needs for security, scalability, reliability and performance. 
• Translate requirements into a technical design leveraging existing tools, services and frameworks.  
• Keep up with emerging technology trends and their impact on cloud solutions. 

Skills and Qualifications:

• 5+ years of experience with Power Apps
• Understanding of Power Platform licensing and how capacity is assigned and consumed
• Understanding of Standard vs Premium connectors
• Office 365 security and security of Power Apps users
• Dataverse security role definition
• Determination of Model driven vs. canvas apps based on business requirements
• Multiple environment best practices
• Dynamics 365 experience and knowledge of its relationship to Power platform
• Data modeling within Dataverse
• Understanding of difference between transactional and reporting data repositories
• Ability to provide guidance and recommendations with reporting best practices regarding Dataverse vs. reporting data repository
• Understanding of performance optimization with on-premises data vs Dataverse
• Ability to design Intuitive user interface (graphic design not necessary)
• Development of Power Automate workflows for backend processing
• Some experience/exposure to Power BI reporting
• Experience configuring on-premises data gateway
• Creation of power platform custom connectors
• Software development expertise outside of the Power Platform
• C#/.Net development
• Web/client-side library development
