Background:

eu-LISA is the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA) manages large-scale IT systems to support the implementation of asylum, border management and migration policies in the European Union (EU). The Agency is also a front-runner for the digitalisation efforts of the EU's Justice and Home Affairs domain, building a new information architecture and contributing to the development of a new security ecosystem. Since the Agency's beginnings in 2012, eu-LISA has become the digital engine of the Schengen Area. With its activities and tasks, the Agency adds value to the EU Member States by supporting their efforts towards justice, security and freedom.

Task description:          

• Manage the implementation of IT projects to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality.
• Manage and deliver highly complex IT projects in accordance with Project Management Office (PMO) standards
• Understand project goals and objectives, and ensure that projects are setup to achieve these goals
• Define and manage the scope, schedule, budget and plan for projects throughout the lifecycle
• Define communications plans and maintain excellent overall communications throughout the project
• Proactively identify and manage all significant issues and risks and escalate as necessary
• Report and communicate project status to the PM Staff Manager, Portfolio Management team, executives and other project stakeholders
• Assure that the project management process effectiveness is consistently managed. This involves providing an advisory service to project teams throughout the delivery lifecycle to drive best practice and professionalism in approach.
• Support/Coach Project Teams, Business Analysts, Developers, and other project team members in implementing and improving applicable project management standards & Methods within the context of their environment, objectives and priorities.

Education:         

• Minimum 4 years of relevant education (master or equivalent) after the secondary school

Minimum Experience:  

• Minimum 9 years of IT professional experience, of which
• Minimum 6 years of experience with a project management methodology (e.g. Prince2)

Additional needed qualification, knowledge and skills:           

• Experience as a Project Manager, Programme Manager or Project Management Officer (PMO) within a structured project environment.
• IT project management and development lifecycle integration and implementation, (with good understanding of Prince 2 and/or PMI principles)
• Service management/Delivery Experience and Understanding.
• Experience of industry-standard IT Governance practices.
• Advanced Knowledge of Microsoft applications including MS Project, MS Excel and MS Visio.
• IT Performance management / Metrics expertise
• Knowledge of Organisational Change and process improvement methodologies e.g. Lean Six Sigma Black Belt
• Knowledge of Agile/Scrum e.g. Scrum Master Experience in process assessment using methodologies as CMMi, Cobit, P2MM, Project/Programme management and implementation of project tools

Your mission is to manage end-to-end data initiatives, coordinating resources to ensure that teams achieve their target Time-to-Value without execution risks. Beyond pure project management, you will also act as the methodological pillar of the team (Scrum Master mindset), ensuring agile delivery, team coherence, and smooth operational rituals.

• Lead the creation of a Data & AI CRM: Drive the implementation of a new centralized CRM dedicated to internal user profiling. 
• Standardize platform communications: Drive the standardization and synchronization of mailing lists across the entire platform to transform our communication from simple noise into true value.
• Structure documentation for AI and users: Coordinate the structuring of our central knowledge base (UserDoc), ensuring that the content is not only centralized for human users but also structured for agentic re-exposure (feeding our autonomous AI agents).
• Create and manage key platform events: Organize major Data Platform synchronization events, such as the unified QSR (Quarterly Strategic/Service Review), to align stakeholders and showcase platform value.
• Animate team rituals & methodology: Act with a "Scrum Master" hat to manage team rituals, uphold agile methodologies, and ensure the overall coherence, efficiency, and well-being of the team.

As an experienced Python Developer, you will join our AI & ML team responsible for developing and integrating AI‑based fraud detection algorithms into our micro‑services infrastructure. Your objective will be to design such services and bring our algorithms from the prototyping stage to production for continuous improvement of our fraud detection and prevention capabilities.

Key Responsibilities

• Design, integrate, and operate graph‑oriented databases for advanced relational analysis.
• Ensure code quality through thorough testing and participate in code reviews.
• Monitor micro‑service performance and provide timely improvements and bug fixes.
• Work closely with the product owner to understand customer needs and contribute to the product roadmap.
• Optimize algorithms and services to ensure high performance, scalability, and consistent reliability.

Preferred Experience

You are an expert in Python with strong skills in building complex services, ideally related to fraud detection. You master graph database architecture. You have basic knowledge of Machine Learning and Artificial Intelligence. Curious, rigorous, and impact‑oriented, you know how to transform raw, complex algorithms into reliable and operational services within a critical architecture.

• Bachelor's or master's degree in computer science, Software Engineering, or related field.
• Proven experience of at least 5 years as a Python Developer, with a strong focus on building scalable and high‑performance applications.
• Solid understanding of data structures, relational databases, graph‑oriented databases, algorithms, and object‑oriented design principles.
• Experience with containerization using Docker.
• Strong documentation skills.
• Strong knowledge of version control systems such as Git.
