The Sr. Manager, Environmental Health & Safety (EHS) will lead the EHS team for ASM's new state-of-the-art facility in Scottsdale, Arizona, serving as a key member of the site leadership team and helping establish the foundation for safe, sustainable, and compliant growth for years to come.

This role is responsible for building, implementing, and continuously improving the site EHS management system as the facility moves from start-up and commissioning into full operations. The Sr. EHS Manager will partner closely with site leadership, facilities, engineering, operations, product safety, contractors, and global EHS teams to create a safe, compliant, and high-performing workplace.

This is a strategically important leadership position and a key investment for ASM as the Scottsdale facility grows into a major operational hub. The successful candidate will have a rare opportunity to shape the site's EHS culture, management systems, environmental programs, and operational strategy from the ground up. This leader will be accountable for practical EHS execution across occupational safety, industrial hygiene, emergency preparedness, environmental compliance, hazardous materials, air, water, wastewater, stormwater, and waste management. The role requires a hands-on leader who can develop the team, influence across functions, simplify complex requirements, and impact the site positively to make strong decisions during a fast-moving facility launch.

Leadership Responsibilities

  • Serve as the primary EHS leader for the Scottsdale facility and advise site management on regulatory compliance, risk reduction, emergency readiness, and EHS performance.
  • Lead and develop the Scottsdale EHS team by setting clear priorities, coaching team members, building capability, and creating a collaborative, service-oriented EHS culture.
  • Establish EHS programs for a new facility including procedures, inspections, training plans, reporting routines, management reviews, and corrective action processes.
  • Help define the future EHS strategy for the Scottsdale site by establishing scalable programs, building organizational capability, and preparing the facility to support future business growth, technology development, operational expansion, and workforce growth.
  • Partner early with design, construction, facilities, and engineering teams so EHS requirements are built into equipment layouts, chemical and gas systems, utilities, maintenance plans, and operating procedures.
  • Influence a broad group of stakeholders including executives, employees, customers, contractors, vendors, emergency response partners, and regulatory agencies.
  • Use data and field observations to identify trends, prioritize risk reduction, and drive improvement actions to closure.

Core EHS Program Responsibilities

Safety and Industrial Hygiene

  • Maintain strong safety programs for hazardous energy control, electrical safety, contractor safety, ergonomics, machine and equipment safety, chemical safety, working at heights, confined spaces where applicable, and emergency response.
  • Support semiconductor operations including cleanrooms, laboratories, tools, process modules, chemical delivery systems, hazardous gas systems, abatement systems, and supporting utilities.
  • Lead risk assessments and field reviews for start-up activities, commissioning, tool installation, maintenance, non-routine work, and management of change.
  • Manage industrial hygiene programs including exposure assessment planning, sampling coordination, ventilation review, chemical control guidance, and follow-up actions.
  • Oversee incident reporting and investigations to ensure events are reported, reviewed, and corrected in line with regulatory and company requirements.

Environmental Compliance: Air, Water, and Waste

  • Air compliance: manage air permit requirements, emissions tracking, control device and abatement system records, regulatory applicability reviews, reporting, and change reviews for new tools, processes, and facility systems.
  • Water and wastewater: manage wastewater discharge and pretreatment requirements, sampling coordination, pH or treatment system controls, water-related records, permit conditions, and compliance reporting.
  • Stormwater: maintain stormwater pollution prevention controls, inspections, training, corrective actions, and documentation for outdoor activities, chemical storage, waste storage, loading areas, and contractor work.
  • Hazardous and universal waste: manage waste profiles, accumulation areas, container labeling, inspections, manifests, vendor coordination, disposal records, and employee training.
  • Hazardous materials and chemical management: oversee chemical inventory, Safety Data Sheets, labeling, storage compatibility, permit conditions, emergency planning information, and chemical approval processes.
  • Sustainability and resource efficiency: partner with site teams to reduce emissions, waste, water use, and compliance risk while supporting reliable operations.

Management Systems, Training, and Emergency Preparedness

  • Implement and maintain EHS management systems aligned with ASM requirements, ISO 14001, ISO 45001, and applicable local, state, and federal regulations.
  • Develop and deliver EHS training for employees, leaders, contractors, and emergency response team members; verify that training is effective in the workplace.
  • Lead audits and inspections to verify program health, identify gaps, and ensure corrective actions are completed on time.
  • Implement emergency response and business continuity programs to protect employees, visitors, equipment, and the facility during emergencies or business disruptions.
  • Coordinate ionizing/non-ionizing radiation safety responsibilities where applicable, including Radiation Safety Officer / Laser Safety Officer duties or oversight of qualified support resources.
  • Collaborate globally with other EHS leaders to align procedures, share lessons learned, and improve EHS practices across ASM.

Education, Experience, and Qualifications

  • BS or MS in health and safety engineering, industrial engineering, chemical engineering, chemistry, environmental science, occupational safety, or a related technical discipline.
  • 10+ years of progressive EHS experience in manufacturing, semiconductor, high-tech, research and development, equipment design, or similar technical operations.
  • Experience leading, supervising, or developing EHS professionals or cross-functional EHS teams is strongly preferred.
  • Working knowledge of ISO 14001, ISO 45001, EHS management systems, regulatory compliance, incident management, audit programs, and corrective action tracking.
  • Experience with environmental programs, including air permitting and emissions tracking, wastewater, stormwater, hazardous materials, hazardous waste, universal waste, and required plans, inspections, records, and reports.
  • Knowledge of semiconductor equipment or similar high-tech operations, including chemical and gas systems, cleanrooms, facilities utilities, emissions controls, and equipment installation or commissioning activities.
  • Experience with industrial hygiene methods and standards applicable to semiconductor or chemical-intensive operations.
  • Strong written and verbal communication skills, with the ability to explain requirements clearly to employees, leaders, contractors, customers, and external stakeholders.
  • Strong analytical, problem-solving, and critical thinking skills; able to make sound decisions in a fast-paced start-up and ramp environment.
  • Strong ability to influence without authority and build trust across functions.
  • Professional certification preferred, such as Certified Safety Professional, Certified Industrial Hygienist, Certified Hazardous Materials Manager, or similar credential.
  • Ability to respond to emergencies during off-hours as needed.
