Job Description:

JOB SUMMARY

  • This person is responsible to lead and direct a crew managing trails, performing tree care and removal in the County Park system and maintenance and minor repairs on County owned bridges. This person and the crew they lead is responsible for tree and bridge related work as part of Facilities Management operations and support services for other County agencies, as required, while providing a clean and safe environment for visitors, tenants, and employees.

  • The employee in this position is classified as an essential employee and may be required to work when the County offices are officially closed due to inclement weather, natural disaster, other emergency situations, etc. Weekend/Holiday work, as required.

  • *Salary negotiable based on experience*

REPORTING RELATIONSHIPS

  • This person reports to the Grounds Superintendent, position #00500293, at the Park location.

  • This person will work directly with other Facility Management supervisors at the Park and other locations.

  • This position currently has three full time staff positions reporting to it.

ESSENTIAL JOB FUNCTIONS

  • Leads and directs tree care and removal on all County owned and leased properties; includes operation of a bucket truck and tree climbing when necessary, pruning and removal in accordance with current A.N.S.I. standards

  • Leads and directs trail maintenance on all County Park trails

  • Leads and directs maintenance and minor repairs to County owned bridges

  • Maintains bridge signs per NBIS inspections

  • Monitors stream debris which accumulates at bridge piers, removes minor debris, and coordinates large debris removal with contractors

  • Installs and maintains access gates to rail trails and outlying parks

  • Works with Grounds crew to maintain plantings in the Dr. John Moss Native Tree Nursery

  • Works with Grounds crew to prune and maintain memorial trees

  • Operates equipment including bucket truck, chipper, stump grinder, backhoe, skid loader, Mini Excavator, Tool Cat, small dump trucks, and snowplow

  • Operates hand, power and rotary tools (i.e., chainsaw, power pruner, weedwhacker, handsaw, pruner, leaf blower, jack hammer etc.)

  • Controls the spread of invasives with herbicide applications

  • Use insecticides to control Emerald Ash Borer and Spotted Lantern Fly

  • Assists with budget input, develops material lists and recommends purchases of materials and services 

  • Works with providers of contracted services to ensure that work standards are maintained

  • Ability to competently operate a computer to navigate the internet and use Windows platform (Outlook, Excel, Word)

  • Creates, sends, receives, reads, and responds to email

  • Works with a computer-based work order system to request, approve, assign, complete and track staff activities

  • Completes annual employee appraisals for supervised staff and works with Grounds Superintendent on corrective counsel, if needed

  • Document daily Park and Bridge activities into a work order system and keep record of mileage on liquid fuels truck

  • Safely operate a pickup truck (with or without trailer) / equipment

  • Ability to follow County and Departmental Policies and Procedures

  • Regularly provides field progress to Grounds Superintendent

OTHER SPECIFIC TASKS OR DUTIES

  • Provides job safety orientation, instruction, and monitoring

  • Works cooperatively with Facility Management staff on major projects

  • Responds to maintenance emergencies such as downed trees, flooding, bridge and snow events

  • Oversees and performs basic equipment and vehicle maintenance and repairs

  • Assists with grounds maintenance and sanitation, as needed, including special events, loading, and hauling trash and recyclables, and janitorial duties

  • Performs other duties as required

MINIMUM QUALIFICATIONS 

  • High school diploma or GED required

  • B.S. in Forest Science, Urban Forestry, or related field preferred

  • One year experience or internship with a commercial arboricultural or Park-related industry

  • Applicant must have computer skills that include using email; Microsoft Office products such as Outlook, Excel, and Word; and navigating the internet

  • Previous supervisory experience is a plus

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to understand and follow oral and written directions

  • Ability to work well with minimum supervision, self-motivated

  • Ability to work well alone and with others

  • Ability to assist Superintendent in his/her absence

  • PA Dept of Agriculture Core Applicator Certification and PA Dept of Ag Category 23 Applicator Certification is preferred or ability to achieve both within six months of employment. Continued employment is contingent upon meeting this requirement

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

  • PA Dept of Agriculture Core Applicator Certification and PA Dept of Ag Category 23 Applicator Certification is preferred or ability to achieve both within six months of employment. Continued employment is contingent upon meeting this requirement

  • Must possess International Society of Arboriculture Arborist Certification or ability to achieve one within one year

  • Must have and maintain a valid PA Driver's License with an acceptable driving record in accordance with County policy and submit to driving record background check

  • Must pass a pre-employment fingerprint-based background check

  • Must pass a pre-employment ChildLine Safety Check

  • Must pass a pre-employment drug screening

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • Ability to lift 75 pounds to waist height, 50 pounds to shoulder height and 40 pounds above the head

  • Ability to climb a ladder to a working height of 30 feet

  • Must be able to transverse uneven terrain for long distances

  • Must be able to stoop, bend over from the waist and reach overhead frequently and for extended periods of time

  • Must be willing to work in extreme weather conditions

  • Must be able to sit for extended periods of time while operating equipment

  • This position is exposed to the potential of bodily fluids including, but not limited to: blood, urine, feces, vomit, and saliva

  • This position requires wearing long pants and department-supplied long and/or short-sleeve shirts

  • This position requires the use of closed toe and closed back shoes that support the ankle
