Job Description:

JOB SUMMARY

  • This is a full-time position in the Intellectual and Developmental Disabilities (IDD) Administrative Entity (AE) Unit of Lancaster County Behavioral Health/Developmental Services.

  • This employee must possess programmatic, quality management, and fiscal skills.

  • This employee will conduct activities outlined in the AE Operating Agreement.

  • These activities include but not limited to: Quality Management, Health and Welfare Assurances, HCQU, Provider Qualification, IM4Q, QA&I activities, programatic activities, and fiscal approval activities.

  • This employee will use the Home and Community Services Information System (HCSIS) and other databases to collect and analyze data.

  • These activities involve coordinating, monitoring, authorizing, and reporting information related to all funding streams.

  • This individual will be working with the Lancaster County IDD Support Coordination Organization (SCO) as well the Office of Developmental Programs (ODP), the Department of Human Services (DHS), Providers of IDD, IDD consumers and family members. This employee will also complete back-up responsibilities for other Program Planner/Evaluators within the unit.

REPORTING RELATIONSHIPS

  • This position reports to the IDD Program Planner II.

ESSENTIAL JOB FUNCTIONS

  • Develop and analyze data, and develop reports related to activities outlined in the AE Operating Agreement. Maintain data and documentation for these activities.

  • Provide consultation, technical assistance and training to IDA providers, SCO and Community Entities as needed. Develop content for these activities.

  • Participate in committees and internal and external meetings and facilitate as needed related to AE operating agreement responsibilities.

  • Act as a Certified Investigator (CI) and perform all associated functions.

  • Routinely provides own transportation to and from consumers’ homes, meetings, outreach visits, and other job-related appointments in a timely manner and be able to access those locations with reasonable accommodations.

  • Monitor and coordinate all Consolidated, Person/Family Directed (PFDS), and Community Living waiver activities to include: review and approve all  budgets in HCSIS, Individual Support Plans (ISPs), complete appropriate and required forms and approve and authorize services and requests for funding.

  • Coordinate base/block grant funded services and maintain related database. Write and monitor related contracts and budgets within fiscal constraints as assigned.

  • Act as a backup for Incident Management and perform all related duties

  • Development and analysis of monthly and quarterly HCSIS reports

  • Complete duties related to Level of Care (LOC) and IDD eligibility and enrollment as assigned

  • Complete OBRA requests and related activities as assigned

  • Provide back-up to the other AE Program Planners within the Unit in all processes related to the AE Operating Agreement with ODP

  • Act as back-up to the Administrative Entity Admin and Quality Management Directors for all activities related to IDD Waivers and Quality Management

  • Hold on call duties as required

OTHER SPECIFIC TASKS OR DUTIES

  • Provide consultation and education as needed to IDD providers, SCO, community agencies and the public regarding the IDD system

  • Provide backup to other program planner evaluators as assigned

  • All other duties as assigned to support the AE

  • Routinely provides own transportation to and from consumers’ homes, meetings, outreach visits, and other job-related appointments in a timely manner and be able to access those locations with reasonable accommodations.

MINIMUM QUALIFICATIONS 

  • Two (2) years of professional level experience in the field of mental health, intellectual disabilities, or developmental disabilities; and a bachelor's degree; or

  • Any equivalent combination of experience and training.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the principles and practices of intellectual and developmental disabilities program planning and development as it relates to the implementation of direct services and operational procedures.

  • Knowledge of modern basic management principles and practices.

  • Knowledge of current social, economic, and health problems and resources as it relates to the field of intellectual and developmental disabilities

  • Knowledge of the basic principles and methods involved in working with socially maladjusted or physically or mentally disabled adults and/or children.

  • Knowledge of the structure, organization, and methods of public and private intellectual and developmental disabilities agencies and institutions.

  • Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data. *Knowledge of federal, state and county legislation, policies and procedures related to the intellectual and developmental disabilities delivery system.

  • Ability to analyze and evaluate program plans and operations and make recommendations leading toward policy and method determination.

  • Ability to aid in the development and coordination of intellectual and developmental disabilities program plans.

  • Ability to establish and maintain effective working relationships with departmental staff and other agencies.

  • Ability to make clear and pertinent statements, orally and in writing.

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

  • Must pass pre-employment drug screening test.

  • Must have acceptable background check that includes FBI Clearance, PA State Police criminal history and ChildLine clearances. Clearances are required prior to the start of employment and may not be more than one year old at time of employment.

  • A valid driver’s license and acceptable driving history in accordance with County policy.

  • This position has been identified as having the potential for exposure to Hepatitis B.  Access to training and a voluntary vaccination against Hepatitis B are provided.
