Program Summary
The U.S. Army Tank-automotive and Armaments Command (TACOM) sustains the Army’s mission to develop, acquire, field, and sustain ground combat, tactical, and support systems throughout their lifecycle. The program focuses on ensuring operational readiness, reliability, and safety of automotive and ground support equipment critical to Army operations.
Under this contract, personnel provide maintenance, repair, overhaul, and sustainment support in accordance with Army technical manuals, safety standards, and performance requirements.

Job Summary
The Civil Engineer is responsible for planning, designing, managing, and overseeing infrastructure, facility, and construction projects that support mission requirements at a military installation. This position provides professional engineering expertise for the design, construction, maintenance, repair, and modernization of facilities, utilities, transportation networks, and site development projects. Responsibilities include conducting engineering studies and assessments, preparing plans, specifications, and cost estimates, managing project execution, ensuring compliance with applicable codes and regulations, and coordinating with internal stakeholders, contractors, and regulatory agencies. The Civil Engineer supports long-range infrastructure planning and delivers engineering solutions that promote safety, reliability, sustainability, and mission readiness.

Roles and Responsibilities 
•    Plan, design, and manage civil engineering projects involving facilities, infrastructure, utilities, transportation systems, drainage, and site development in support of installation and mission requirements.
•    Prepare and review engineering studies, designs, plans, specifications, drawings, cost estimates, and technical reports to ensure project objectives and regulatory requirements are met.
•    Serve as project manager for assigned projects, coordinating scope, budget, schedule, and resources from project development through construction and closeout.
•    Conduct site assessments, inspections, and evaluations to identify infrastructure deficiencies, develop corrective actions, and recommend engineering solutions.
•    Provide technical oversight of construction activities, ensuring contractor performance, quality standards, safety requirements, and compliance with applicable codes, regulations, and design specifications.
•    Coordinate with engineers, architects, environmental personnel, contractors, military organizations, and regulatory agencies to support project planning and execution.
•    Review and approve submittals, design modifications, and technical documentation, ensuring accuracy, constructability, and adherence to engineering standards.
•    Support long-range facility and infrastructure planning efforts by assessing current and future requirements, evaluating project priorities, and developing recommendations for capital improvements.
•    Investigate and resolve complex engineering issues related to facility operations, maintenance, utilities, and infrastructure systems.
•    Provide technical guidance and mentorship to engineering technicians and junior engineering staff while supporting continuous process improvement initiatives.

Basic Qualifications 
•    Bachelor's degree in Civil Engineering from an accredited institution.
•    Knowledge of civil engineering principles, practices, methods, and techniques related to the planning, design, construction, maintenance, and rehabilitation of facilities and infrastructure systems.
•    Ability to prepare, review, and interpret engineering plans, specifications, cost estimates, technical reports, and construction documents.
•    Knowledge of applicable engineering codes, standards, regulations, and industry best practices, including construction, environmental, and safety requirements.
•    Experience managing or supporting civil engineering and construction projects, including scope development, scheduling, budgeting, and quality assurance activities.
•    Ability to conduct engineering studies, site assessments, inspections, and evaluations, and develop practical solutions to complex technical problems.
•    Skill in using engineering software applications, including AutoCAD, Civil 3D, GIS, Microsoft Office Suite, and other engineering analysis and project management tools.
•    Ability to communicate effectively, both orally and in writing, with engineers, contractors, military personnel, regulatory agencies, and other stakeholders.
•    Ability to manage multiple priorities, work independently, and collaborate effectively within multidisciplinary teams.
•    Professional Engineer (PE) license preferred or ability to obtain licensure within a specified timeframe, if required.
•    Ability to obtain or maintain a U.S. Government security clearance (as required)
•    U.S. citizenship required

The salary range for this position is $96,600 - $144,900. Compensation offered will depend on qualifications, experience, work location, and business considerations. This range reflects the minimum and maximum target compensation for the position at the time of posting and may be modified in the future. Additional compensation and benefits may be available based on role eligibility.
