Job Summary
As the System Administrator (ICT) you will provide Information and Communications Technology (ICT) technical, administrative, and advisory services through individual task orders issued under this IDIQ arrangement to support the planning, implementation, maintenance, enhancement, integration, and lifecycle management of current and future technology systems utilized by the Organizational Resilience and Security Division (CSRS).Job Description
We are looking for a System Administrator (ICT) to focus on the administration, optimization, integration, and ongoing enhancement of the Genetec Security Center platform, enterprise security management system supporting electronic access control, video surveillance, and related security operations. This position will be full-time and hybrid in Mandaluyong City.
What You'll Do
Initially provide these services for the Genetec Security Center platform, with subsequent task orders supporting additional ICT systems deployed within CSRS
Perform periodic health assessments of ICT infrastructure, including servers, databases, storage, applications, services, licenses, network connectivity, and connected field devices supporting CSRS operational systems
Conduct preventive maintenance activities, backup verification, capacity planning, configuration reviews, and system performance assessments
Monitor system availability, operational status, license utilization, vendor support agreements, maintenance contracts, and technology lifecycle milestones
Develop recommendations for system optimization, software and firmware updates, infrastructure refresh, lifecycle replacement, and operational improvements
Provide incident investigation, troubleshooting, problem resolution, and technical support for ICT systems supporting CSRS operations
Diagnose hardware, software, infrastructure, database, application, network, and integration issues affecting supported systems
Coordinate with vendors, implementation partners, and internal stakeholders to restore services, perform root cause analysis, and recommend corrective actions
Maintain incident records, status reporting, technical documentation, and knowledge management artifacts for all assigned task orders
Initial support shall focus on Genetec Security Center, including Security Desk, Omnicast, Synergis, Federation, Global Cardholder Management, and associated components
Plan, coordinate, and support implementation, upgrades, migrations, enhancements, and expansion of ICT platforms throughout their lifecycle
Prepare implementation plans, testing procedures, rollback strategies, validation activities, commissioning documentation, and post-implementation reports. Coordinate software, firmware, operating system, database, middleware, and infrastructure upgrades supporting approved ITD solutions
Support deployment of new capabilities, expansion of existing systems, and onboarding of additional sites, facilities, users, and connected devices
Initial activities will focus on the Genetec Security Center platform, with future task orders supporting other CSRS technologies
Provide technical advisory services for ICT architecture, solution design, interoperability, systems integration, and technology planning
Support integration of ICT systems with enterprise platforms, identity management services, visitor management systems, emergency communications platforms, reporting solutions, and other approved business applications
Prepare technical specifications, architecture diagrams, configuration documentation, as-built documentation, operational procedures, administrator guides, and knowledge transfer materials
Participate in technical workshops, design reviews, proof-of-concept activities, procurement support, and implementation planning for current and future ICT initiatives
Review ICT system configurations and provide recommendations to improve cybersecurity, resilience, and operational reliability
Support security hardening, vulnerability remediation, patch validation, privileged access management, audit logging, backup validation, and disaster recovery preparedness
Coordinate with ADB cybersecurity, infrastructure, and governance teams to address security findings, monitor compliance requirements, and support technology risk management activities
Assist with ICT governance activities, technical standards, lifecycle planning, technology assessments, and documentation necessary to support secure and sustainable operation of CSRS technology platforms
The personnel shall deliver work products as specified in individual Task Orders issued under the IDIQ contract. Depending on the scope of each assignment, deliverables may include, but are not limited to, the following: Technical Assessments and Recommendation, ICT health assessments, Technology maturity assessments, Infrastructure and architecture reviews
What You'll Need
Bachelor's degree in Information Technology, Computer Science, Computer Engineering, Information Systems, Electronics and Communications Engineering, or a related discipline
Minimum 5 years of progressively responsible experience in the planning, implementation, administration, maintenance, integration, and lifecycle management of enterprise ICT systems and infrastructure
Demonstrated experience supporting enterprise platforms including physical security systems, emergency communications, business-critical applications, or other operational technology solutions
Experience managing system implementations, upgrades, migrations, proof-of-concept activities, technology evaluations, and operational transition for enterprise ICT systems
Experience coordinating with cross-functional teams, vendors, systems integrators, and business stakeholders throughout the system lifecycle
Minimum of 5 years of hands-on experience with Genetec Security Center administration, implementation, or support is highly desirable, as it represents the initial technology platform under this engagement
Enterprise ICT architecture, systems administration, application lifecycle management, systems integration, infrastructure operations, and technology governance
Microsoft Windows Server, Microsoft SQL Server, Active Directory, virtualization, storage, backup and recovery, system monitoring, an enterprise networking
