Application and Special Instructions

The Substance Recovery Program Manager positions are grant-funded. In accordance with the City’s Civil Service Rules (Section 5 – Employment in Grant-Funded Positions), individuals appointed to a position funded in whole or in part by a public or private grant will be notified in writing at the time of appointment and must acknowledge in writing that they understand the following:
- Employment in a grant-funded position will end upon termination of the grant, regardless of employee status or length of service.
- Employees separated due to the end of grant funding are not entitled to appeal rights under the Civil Service Rules.
- A grant-funded employee may, subject to applicable rules and qualification - requirements, be transferred, promoted, or demoted into a non–grant-funded position, at which time the employee becomes subject to the Civil Service Rules and Regulations governing other City employment.
- Permanent classified employees who have previously completed a probationary period in a non–grant-funded position and are serving in a grant-funded position are exempt from the requirements of this section.
- Employees paid through an annually recurring funding source (as defined in Rule I, Section 3) are covered by the layoff provisions in Rule VIII, Section 2.

The recruitment process will include an application/resume review, and a screening panel interview (tentatively scheduled for the week of October 12th, 2026). A hiring interview may also be conducted (late October). You will be advised via email of your status in the process after each stage.

Preferred: Experience leading or coordinating community-based programs focused on public health, behavioral health, or social services, including supervisory or lead experience. Familiarity with grant-funded program operations, community partner coordination, and data tracking. Demonstrated ability to build trust with individuals facing complex challenges and connect them to supportive resources, gained through professional work, volunteer service, and/or lived/personal experience.

Position Summary

The Substance Recovery Program Manager position at the City of Tucson’s Police Department oversees non-enforcement response efforts supporting individuals impacted by substance use and overdose risk. This role supports implementation of the Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP) grant, including coordination of field-based outreach, harm reduction, and post-overdose engagement in collaboration with peer navigators and partner agencies.

Work is performed under the supervision of the Analysis Administrator. This position exercises supervision over the Community Safety Navigators.   

Duties and Responsibilities

  • Oversees the coordination and implementation of overdose prevention and substance use response activities funded through the COSSUP grant, including collaboration with peer support staff and community partners.

  • Provides leadership and supervisory support to Community Safety Navigators engaged In outreach and service connection for individuals at high risk of overdose or justice involvement.

  • Collaborates with public safety, public health, and behavioral health entities to improve referral systems, reduce access barriers, and support recovery-oriented care.

  • Coordinates data tracking and reporting efforts in alignment with program goals, including documentation of outreach, engagement, follow-up, and service linkage activities.

  • Supports the distribution of overdose prevention and harm reduction supplies and ensures individuals are connected to appropriate housing, treatment, and recovery resources.

  • Facilitates meetings and training sessions with internal and external stakeholders to support alignment on overdose prevention, deflection strategies, and resource coordination.

  • Represents the City of Tucson in regional working groups and partner forums to share program insights, align service delivery strategies, and support long-term sustainability planning.

  • Performs all other duties and tasks as assigned.

Working Conditions

  • Must be available to work nights, weekends, and holidays.

  • May be subject to call out.

  • Indoor and outdoor work with heavy exposure to extreme physical, ergonomic, or emotional hazardous environment.

Any combination of relevant education and experience may be substituted on a year-for-year basis.

License/Certifications

Valid and unrestricted Arizona Class D Driver License - Arizona Department of Transportation - Motor Vehicle Division
