Northrop Grumman Defense Systems (NGDS) is seeking a Sr. Principal International Trade Compliance Analyst (Level 4) to join the Global Trade (GT) organization. The position has responsibility to provide support for the Weapons Integration & Mission Solutions (WIMS) Business Unit and can be based out of the NGDS offices in McLean, VA; Linthicum, MD; or Warner Robins, GA.

What You Will Get To Do:

The qualified applicant will become part of Northrop Grumman's Global Trade Compliance organization, supporting the Weapons Integration & Mission Solutions (WIMS) Business Unit working to ensure compliance with export laws and internal processes that support foreign policy and protect national security.

Responsibilities Include:

  • Manage comprehensive internal export and import controls to ensure compliance with regulatory agencies in the conduct of international marketing, sales, supply chain and other business activities.
  • Submit to and obtain from the US government all necessary export and import licenses, permits, certifications, and technology release determinations.
  • Execute operational processes to ensure regulatory trade compliance through gate reviews of technical data, foreign travel, foreign visits and export and import shipments.
  • Maintain applicable trade compliance records in accordance with regulatory requirements.
  • Support performance metrics for export processes.
  • Collaborate with various functional areas to develop and implement appropriate authorization strategies to meet business requirements and ensure compliance with all regulatory agencies.
  • Determine and validate appropriate commodity jurisdiction and classification when conducting the order of review to include applicability of formal Commodity Jurisdiction or CCATS submission.
  • Independently assess complex transactions and determine applicability of internal gate reviews, licenses, exceptions, and exemptions.
  • Assist in the review of export/import clauses in Statements of Work and Non-Disclosure Agreements and provide recommendations regarding potential impact to business activity.
  • Review and disposition public release requests.
  • In coordination with the Law Department, investigates and supports disclosure of potential non-compliance, and development and implementation of effective corrective actions
  • Assist in the development, revision, and implementation of trade compliance policies and procedures as necessary to support portfolio.
  • Represent the organization as a prime contact on complex contracts or projects, internal working groups, and capture activities. Interact with senior internal and external personnel on high visibility matters often requiring coordination between organizations.
  • Exercise good judgment of when to seek management support and guidance as needed, including collaborating on decisions which have the potential to be high visibility or impactful.
  • Mentor junior level Analysts and Technical Advisors on export regulations and internal processes and procedures.
  • Develop and deliver presentations, including Export General Awareness training, program/function specific export training, lessons learned, and program/capture export licensing strategy updates to Division leadership.

Qualifications:

Basic Qualifications:

  • Bachelor’s degree plus 8 + years of relevant experience, or Master’s degree plus 6 + years of relevant experience. Four additional years of experience can be considered in lieu of degree.
  • Experience utilizing and applying the ITAR and EAR, including making jurisdiction and classification determinations
  • Ability to obtain and maintain a U.S. Secret Clearance
  • Skilled at adapting to rapidly evolving priorities, with the ability to manage multiple projects while meeting schedule and quality requirements, and exercise judgment about when to escalate potential conflicts to leadership
  • Experience in effectively applying U.S. Government regulatory requirements in complex scenarios, analyzing and solving complex problems
  • Must be able to travel (domestic and international) as needed (up to 10% of the time)

Preferred Qualifications:

  • Experience in Direct Commercial Sale and Foreign Military Sales export requirements
  • Demonstrated performance in working in a fast-paced environment while delivering a quality work product
  • Demonstrated highly collaborative work style, success in resolving difficult situations and effective communication with all levels of stakeholders
  • Experience with OCR's EASE software
  • Excellent interpersonal and communication (written and verbal) skills
  • Proficient in Microsoft Office suite of products
  • Experience in and comfortable with providing training in person or via virtual methods
  • Experience in mentoring junior employees
  • Experience in reading and interpreting regulations and applying changes to current procedures and practices
  • Active U.S. Secret clearance

Primary Level Salary Range: $101,400.00 - $176,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
