KBR is looking for Specialist Contract Planning with experience in MEGA EPC projects to be based in Abu Dhabi Site for PMC project.
JOB PURPOSE:
Direct and coordinate the logistics requirements related to project, production and drilling operations for materials procurement, handling, storage and transportation across the Asset, ensuring best utilisation of resources. Create, review and update the Logistics Operational Readiness Plan (LORP) and the Logistics Risk Register, and carry out studies and data analysis as required for the transportation of people and materials. Develop and prepare logistics interface processes, procedures and systems to manage logistics services and activities for all logistics teams, providing industry best practice support for all logistics interface activities.
4. KEY ACCOUNTABILITIES:
Job Specific:
Logistics Planning and Strategy
· Lead and direct strategic planning for the Logistics Operations Department in line with the Ghasha Asset and Company strategic mission and vision.
· Direct and coordinate the requirements related to project, production and drilling operations for materials procurement, handling, storage and transportation, ensuring the best utilisation of marine, air and land transport resources.
· Create, review and update the Logistics Operational Readiness Plan (LORP) and the Logistics Risk Register, and maintain them current against the asset development and operations schedule.
· Carry out studies and data analysis as required for the transportation of people and materials, and develop, manage and coordinate clients’ forecasting requirements with the relevant teams.
· Develop the statement of requirements and action plans, and coordinate the roll-out and implementation of logistics projects and initiatives.
Business Continuity and Risk Management
· Formulate and manage Business Continuity Plans (BCP) and business risk management for the logistics function.
· Identify critical issues and areas of concern together with the relevant mitigations to ensure timely achievement of the set goals and targets for the division.
· Develop and prepare Management of Change (MOC) submissions relating to the division to support project, production and drilling operations.
Logistics Operations Monitoring and Assurance
· Develop and manage logistics optimisation initiatives from a financial and operational perspective, and act as the focal point for internal and external audits.
· Establish the processes required to support effective implementation of business requirements and department objectives.
· Formulate and deploy Service Level Agreements (SLAs), business cases and high-impact strategies in line with short and long term objectives, and monitor service provider performance against them.
· Update and coordinate purchase requisitions, call-off orders, material requisitions and timely invoice clearances.
Interface and Stakeholder Management
· Provide continuous logistics and technical support to clients and develop the functional and physical interface architectures whereby Logistics can facilitate the required support and task deliverables.
· Develop action plans and act as the focal point for the various task forces and integrated projects related to operational and financial efficiencies, including support to consultancy services.
· Provide business support to all key stakeholders and represent the Company, business unit, division and departments by preparing and presenting management directives, including strategies, to internal and external stakeholders.
Generic:
Supervision & People Development
- Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Operational Plans
- Develop consistent and realistic long and short term operational plans for the Department in line with the Division objectives and manage the implementation of the approved long and short term plans and ensure they are effectively converted into its performance objectives to realise the Division Objectives and established service levels.
Budgets and Cost Control
- Develop and manage the Department annual budget in line with the Division’s business objectives and operational plans ensuring that adequate funding provision is made for all Department activities.
- Monitor expenditure against approved Department budget on a regular basis; investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.
Policies, Systems, Processes & Procedures
- Develop and implement appropriate Department policies, processes, systems, standards, procedures and internal controls, Company guidelines in order to support execution of the Division’s work programs in line with Company and International standards.
Performance Management
- Contribute to the development of the Division’s KPI’s and ensure proper cascade of the Performance objectives within the Department and establish monitoring mechanisms to ensure delivery of these objectives and promote a performance driven culture.
- Manage the implementation of the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines.
People Development
- Develop knowledge, competencies and innovative spirit in the Department and support the establishment of Succession Planning and Talent pipeline within the Department in coordination with the Human Capital to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
Organisation Structure and Development
- Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.
Risk Management
- Contribute and support establishment of a Corporate Integrated Risk Management System within the Department, while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the Department.
- Communicate corporate business ethics and Company’s Code of Conduct to employees within the Department and ensure compliance to the Corporate Policies and guidelines.
Innovation and Continuous Improvement
- Promote an organisation culture that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve the Department operations and services.
- Recommend improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards in order to define intelligent solutions for issues confronting the Department.
Health, Safety, Environment (HSE) and Sustainability
- Support the institution and implementation of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and Code of Practices.
- Ensure adequate HSE training and induction for all Department employees to meet HSE standards.
Management Reports
- Ensure that all Department MIS and progress reports are prepared to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.
5. COMMUNICATION & WORKING RELATIONSHIP:
Internal:
· Regular contacts with the Vice President, Drilling & Logistics Services, Logistics Managers and Team Leaders on logistics operations matters.
· Regular contacts with the Ghasha Asset site Managers as well as Drilling, HSE, Procurement, People Relations and Projects on related matters.
· Regular contacts with all departments within the Asset and employees at all levels on materials, transportation and marine / air movement matters.
· Regular contacts with HQ (Supply Chain, Operations Excellence, Projects, Engineering & Technical Services) on related matters.
External:
· Logistics service providers, contractors, vendors and third party service providers for assigned contracts and activities.
6. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
· Bachelor Degree in Engineering, Science, Commercial or Business Administration discipline.
Minimum Experience & Knowledge & Skills
· 17 years of experience in logistics, budgeting and planning. Knowledge of the oil and gas industry is preferred.
· Working knowledge of logistics operational readiness planning, risk registers and business continuity planning.
· Hands-on experience in budget control, cost-benefit analysis and service level agreement management.
· Proficient in English.
