Position : Senior Specialist, Workforce Planning & Optimization(Hub Operations)

As the Workforce Planning & Optimization Specialist (HUB Operations), you will serve as the strategic labor and capacity planning backbone for Coupang’s HUB sortation facilities co-located within our Fulfillment Centers (FCs). You will own end-to-end capacity planning to ensure seamless downstream last-mile operations.

In this role, you will balance operational excellence with cost efficiency—modeling temp worker incentive structures, managing senior/perm labor ratios, optimizing Cost Per Hour (CPH) through precision rostering, and building analytics dashboards to drive quality and execution. You will act as the key liaison between HUB Operations, FC Manpower teams, in-house hiring, and external staffing agencies.

What you will do?

• Capacity & Labor Modeling: Build, maintain, and refine comprehensive capacity plans across all Taiwan HUBs. Model demand forecasts against show-up rates, attrition, and optimal senior/tenured temp labor ratios.

• Cost & Incentive Optimization: Design and implement competitive, cost-effective temp worker incentive structures. Drive intelligent rostering strategies to achieve low, optimized Cost Per Hour (CPH).

• Talent Pool Development: Strategy-build and maintain a reliable pool of tenured/senior temporary workers to ensure shift stability, high quality, and fast operational ramp-ups.

• Stakeholder & Agency Management: Serve as the trusted partner to HUB Operations leaders. Collaborate daily with FC Manpower teams (given shared facility roofs), in-house talent acquisition, and external vendors/agencies.

• Operations Analytics & Dashboarding: Build scalable dashboards, data models, and tracking tables to showcase critical input metrics, labor show-up trends, and quality guardrails for leadership decision-making.

Essential Qualifications:

• Experience: 4+ years of hands-on experience in workforce planning, labor modeling, or capacity planning within high-volume logistics, fulfillment centers or similar HVH operations
• Analytical & Data Skills: Advanced proficiency in quantitative data analysis and visualization (e.g., SQL, Excel, Tableau, or Power BI) with a track record of building labor tracking models and operational dashboards.
• Cost & Capacity Optimization: Proven capability in labor cost management, Cost Per Hour (CPH) optimization, shift rostering, and modeling temporary labor incentive/wage structures.
• Vendor & Stakeholder Management: Experience managing temporary staffing agency relationships, vendor SLAs, and collaborating with cross-functional operational teams and HR/Talent Acquisition.
• Problem-Solving & Adaptability: Strong numerical acuity to model variance in demand forecasts, show-up rates, and attrition in high-tempo operational environments.
• Language Proficiency: Basic English ( especially speaking)

• Industry Background: Direct experience in co-located fulfillment center environments within express delivery, parcel logistics, or e-commerce.
• Advanced Analytics: Working knowledge of Python or R for predictive forecasting, labor show-up probability modeling, or advanced data structures.
• Program Management: Track record of designing and executing temp worker engagement strategies, core/flex labor ratio frameworks, or shift stability programs from scratch.
• Cross-Border/Multinational Context: Experience working in a fast-paced, matrixed global technology or e-commerce enterprise; conversational proficiency in Korean is a plus.
