Parsons is looking for an amazingly talented Senior Project Manager, Transportation Infrastructure – Project Delivery to join our team!

 

Parsons seeks a Senior Project Manager, Transportation Infrastructure – Project Delivery to play a key role in growing our transportation and infrastructure project management services in British Columbia. Parsons is now hiring an experienced Senior Project Manager with a desire to create innovative, practical solutions for projects that enhance the fabric of our communities.

In this role, you will be responsible for the development and management of project scope, schedule, budget, quality, and overall performance to meet project goals and client objectives. You will also serve as a functional manager for assigned direct reports, with accountability for coaching, performance and development, workload planning, staff deployment, and achievement of utilization targets. In support of business growth, you will act as Capture Manager for selected strategic pursuits, leading capture strategy, client positioning, teaming, resource planning, gate reviews, proposal transition, and follow-through from opportunity qualification through award and handover to delivery. You will strengthen client relationships, identify opportunities, and help position Parsons for future transportation work across BC and Western Canada.

Parsons’ extensive experience in this field, combined with your experience coordinating complex projects through all phases of project inception, planning, design, procurement, construction support, and closeout, will propel your career and leadership opportunities forward. We need our Senior Project Managers to be versatile, enthusiastic, and comfortable working in a highly flexible, team-oriented environment, with exceptional communication, analytical, organizational, and relationship management skills.

 

Responsibilities include

 

Project Delivery & Leadership

• Lead transportation infrastructure projects through planning, design, procurement, construction support, and closeout.
• Manage project scope, schedule, cost, quality, risk, and commercial performance to meet project objectives and client expectations.
• Prepare and maintain project management documentation, including execution plans, QA/QC plans, schedules, and risk registers.
• Coordinate with project engineers, discipline leads, managers, and subconsultants to develop budgets, staffing plans, and work plans.
• Review design deliverables, support report writing, and monitor overall project performance.
• Prepare project status reports and implement corrective actions to address cost, schedule, scope, and delivery risks.
• Oversee contractors and field activities related to due diligence, construction support, and contract administration, where applicable.
• Lead multidisciplinary teams, manage competing priorities, resolve issues effectively, and mentor staff in a collaborative team environment.

 

Business Development, Client Relations & Growth

• Build and maintain strong relationships with clients, stakeholders, partners, and the public to support project success and long-term growth.
• Respond to client needs and support stakeholder and public engagement activities.
• Support new work development through client engagement, opportunity identification, teaming, proposal input, and interview preparation.
• Maintain awareness of the transportation project pipeline and market opportunities in British Columbia and Western Canada.
• Represent Parsons in client meetings, industry events, and professional settings to strengthen our market presence.
• Help convert strong project delivery and client relationships into repeat business and new opportunities.
• Communicate effectively with clients, partners, contractors, regulatory agencies, and project stakeholders.

Capture Management & Strategic Pursuits

• Act as Capture Manager for selected strategic transportation opportunities, with clear accountability for leading the pursuit and positioning Parsons to win.
• Lead the capture process from qualification through award, including client and competitor assessment, opportunity strategy, win strategy, value proposition, win themes, discriminators, teaming strategy, and capture planning.
• Lead and coordinate the capture team across business development, technical, commercial, pricing, legal, risk, proposal, and delivery functions, establishing responsibilities, actions, decision points, and follow-through.
• Drive alignment with Parsons’ Business Acquisition Process, including gate reviews, approvals, opportunity records, capture deliverables, risk management, and management of pursuit resources, schedules, and business development budgets.
• Translate client priorities and market intelligence into a differentiated technical, management, staffing, commercial, and pricing approach.
• Guide the transition from capture to proposal development, ensuring the proposal strategy, content, interviews, and final submission remain aligned with the approved win strategy and solicitation requirements.
• Support client questions, clarifications, negotiations, and debriefs, and lead an effective sales-to-execution handover following award.

Functional Management, People Leadership & Utilization

• Serve as the functional manager for assigned direct reports, providing clear expectations, regular coaching, career development, recognition, and support for individual performance and growth.
• Manage direct-report performance and development processes, including goal setting, ongoing feedback, development planning, succession planning, and coordination of required performance documentation in accordance with company practices.
• Own resource planning and workload management for direct reports, matching skills and experience to project and pursuit needs while balancing delivery commitments, development opportunities, and sustainable workloads.
• Establish, communicate, monitor, and actively manage individual utilization targets for direct reports, taking timely action to address forecast gaps, over-allocation, bench time, or competing priorities.
• Maintain forward-looking visibility of staff availability, project assignments, pursuit commitments, and forecast demand, and coordinate with project managers and other functional leaders to optimize deployment across the business.
• Support recruiting, onboarding, retention, and progression of project delivery professionals and help build a strong, diverse, and sustainable talent pipeline.
• Promote accountability, collaboration, knowledge sharing, and consistent application of project management practices across the team.

 

 

 

Required Qualifications & Experience

• Bachelor’s degree or college diploma in Engineering, Geography, Urban Planning, Project Management, Construction Technology, Business, or a related field, with 10+ years of relevant project management experience, preferably in the transportation sector.
• Demonstrated experience managing major transportation infrastructure projects and leading large, multidisciplinary teams through complex delivery environments.
• Strong knowledge of project management principles and PMI-based methodologies, with the ability to manage multiple large and complex projects effectively.
• Thorough understanding of industry practices, regulations, project delivery methods, and the infrastructure design process.
• Proven strategic decision-making, problem-solving, conflict resolution, and change management skills.
• Strong leadership capability, including mentoring staff, fostering collaborative teams, and influencing outcomes without direct authority.
• Excellent written and verbal communication skills, with experience preparing correspondence, reports, presentations, and proposals, and engaging effectively with clients, partners, contractors, regulatory agencies, and stakeholders.
• Strong time and workload management skills, with the ability to balance competing priorities in a dynamic environment.
• Experience supporting business development, client development, pursuits, and proposal efforts, with strong client relationship skills and the ability to help position for future work.
• Demonstrated experience serving as a Capture Manager for complex pursuits, including leading cross-functional capture teams, developing win strategies, managing gate reviews and pursuit budgets, and transitioning from capture through proposal and award.
• Experience as a functional or people manager with direct accountability for employee coaching, performance and development, resource planning, workload balancing, and utilization management.
• Commercial and financial acumen, including the ability to monitor utilization, forecast staffing demand, allocate resources effectively, and balance project delivery, pursuit, and people-management priorities.
• PMP designation is required, or eligibility and commitment to obtain it within 6 months of joining.
• Experience in Indigenous consultation and engagement with Indigenous communities is an asset.

Salary Range: $118,500 - $220,000
