Overview

Black Canyon Consulting (BCC) is searching for a Senior Program Manager – Strategic Planning & Analytics. The Senior Program Manager will provide strategic, analytical, and program leadership to support-wide strategic planning, program evaluation, performance measurement, business intelligence, enterprise reporting, and executive decision-making.

This is a highly visible role requiring an experienced professional who can independently take an ambiguous leadership or organizational question, determine what evidence is needed, establish an analytical approach, assemble and validate information from multiple sources, identify gaps and limitations, and translate findings into clear, defensible recommendations for senior leadership. The position will work across administrative, scientific, financial, workforce, operational, programmatic, and evaluation information to identify trends, risks, opportunities, duplication, performance gaps, and implications for organizational decision-making.

A primary focus will be helping determine how to best identify, assess, and leverage evidence to develop a comprehensive 10-year strategic report covering the 2017–2027 Strategic Plan.

The Senior Program Manager will serve as the day-to-day analytic project lead for this effort, coordinating evidence collection across various organizations, reconciling information from multiple sources, assessing the quality and strength of available evidence, conducting quantitative and qualitative analyses, and developing leadership-ready findings and recommendations. The role will also help strengthen longer-term performance measurement and analytical capabilities by improving data governance, standardizing metrics, developing reusable analytical processes, and establishing sustainable approaches to enterprise reporting and strategic monitoring.

Just as importantly, this person will help prepare for the next strategic plan by developing the systems, metrics, processes, and governance mechanisms needed to continuously measure progress and capture evidence throughout the life of the plan.

This is a full-time opportunity supporting NLM in Bethesda, MD.

Duties & Responsibilities

  • Lead strategic planning, program evaluation, performance measurement, and analytical initiatives supporting OSI and NLM leadership.
  • Serve as the day-to-day analytic project lead for development of the NLM 2017–2027 Strategic Plan Summary.
  • Develop an evidence-based approach for assessing progress, accomplishments, outcomes, and lessons learned across the 10-year strategic-plan period.
  • Coordinate evidence collection across NLM Divisions, Offices, and Centers and reconcile information from multiple organizational and data sources.
  • Assess data quality, completeness, comparability, and limitations and identify evidence gaps, conflicting information, or unsupported conclusions.
  • Conduct quantitative, qualitative, and mixed-method analyses, including trend analysis, benchmarking, forecasting, portfolio analysis, and other organizational assessments.
  • Develop executive-ready reports, dashboards, visualizations, briefing materials, and recommendations.
  • Develop performance measures, indicators, baselines, evaluation approaches, and monitoring frameworks aligned with strategic goals.
  • Translate lessons from the 2017–2027 assessment into recommendations for NLM's next strategic planning cycle.
  • Proactively establish systems and processes for ongoing evidence collection, performance monitoring, data ownership, reporting, and strategic-plan progress reviews.
  • Manage multiple workstreams, schedules, milestones, risks, stakeholders, reviews, and deliverables.
  • Improve the organization, documentation, governance, and reuse of data supporting strategic planning and reporting.
  • Develop repeatable and, where practical, automated processes for analysis, dashboarding, and recurring reporting.
  • Collaborate with technical, scientific, analytical, operational, and executive stakeholders across NLM.
  • Document processes and develop reusable tools, templates, dashboards, and materials that strengthen OSI's long-term capabilities.

Requirements

  • Bachelor's degree in data analytics, data science, statistics, public health, health informatics, evaluation, economics, public policy, business analytics, information science, management, or a related field.
  • 7+ years of progressively responsible experience in strategic planning, program management, program evaluation, performance measurement, business intelligence, data analytics, organizational analysis, or a related area.
  • Demonstrated experience leading complex strategic or analytical initiatives across multiple organizational units or stakeholder groups.
  • Ability to independently translate ambiguous leadership questions into analytical approaches, evidence requirements, findings, and executive-level recommendations.
  • Experience collecting, validating, integrating, and interpreting complex quantitative and qualitative information from multiple sources.
  • Experience developing performance measures, KPIs, evaluation frameworks, baselines, or monitoring approaches.
  • Experience with several analytical methods such as trend analysis, forecasting, benchmarking, portfolio analysis, scenario analysis, or ROI/value analysis.
  • Strong program and project management skills with experience managing multiple workstreams, schedules, risks, and deliverables.
  • Advanced proficiency with Microsoft Excel.
  • Experience with Power BI, Tableau, or comparable business intelligence and data visualization tools.
  • Practical experience with SQL, Python, R, or comparable analytical tools.
  • Excellent analytical writing, presentation, and executive communication skills.
  • Ability to work independently and deliver high-quality work with limited day-to-day direction.

Bonus Skills

  • Master's degree in a relevant analytical, quantitative, public health, policy, informatics, business, or management discipline.
  • Experience supporting NIH, HHS, another federal agency, or a complex scientific or public-health organization.
  • Experience supporting enterprise strategic planning or multi-year strategic-plan assessments.
  • Experience designing systems for ongoing performance measurement, evidence collection, or enterprise reporting.
  • Knowledge of data governance, metadata standards, or FAIR data principles.
  • Experience with NIH reporting or portfolio tools such as RCDC, SPIRES, or RePORT.
