Job Description:

Primary Purpose of the Role

Lead, develop and oversee the Procedures & Process Management function for Financial Crime Investigations, Operational Excellence, providing strategic leadership and subject matter expertise for the development, governance, implementation and ongoing maintenance of FCI procedures portfolio, processes documentation, job aids, user guides and related governance documents. The role is responsible for ensuring FCI procedures' inventory adheres to TDBG policies and standards designed to meet its commitments, in addition to managing the annual Risk Assessment and Risk and Control Self-Assessment (RCSA) reviews for FCI teams.

The role establishes and oversees a comprehensive document and process governance framework to ensure FCI requirements are clear, current, consistently applied and aligned with applicable FCRM policies and standards, enterprise requirements, operational risk expectations and regulatory obligations. Provide credible challenges and practical guidance to senior leaders, operational teams and cross-functional partners on the interpretation and implementation of requirements.

Provide strategic and day-to-day direction for procedure governance, process management, document lifecycle controls and continuous improvement. Serve as the primary escalation point for significant procedural, process, control or implementation matters and partner with senior leaders to establish priorities, resolve ambiguity, strengthen governance and support sustainable change across FCI.

Key Accountabilities

Customer

  • Lead the governance, development, maintenance and continuous improvement of FCI procedures, methodologies, job aids, user guides and governance documentation.
  • Establish and oversee enterprise-grade document governance and lifecycle management processes, including approvals, version control, review cycles and record retention.
  • Partner with FCI, FCRM, Risk, Compliance, Legal, Technology and Training stakeholders to translate regulatory and business requirements into practical operational procedures.
  • Provide expert guidance on procedure governance, process design and regulatory implementation, identifying and escalating material risks, gaps and ambiguities.
  • Lead the implementation of regulatory, policy, technology and operational changes, ensuring effective controls, stakeholder readiness and sustainable adoption.
  • Oversee procedure and process change portfolios, balancing regulatory priorities, operational needs and continuous improvement initiatives.
  • Establish quality standards, governance routines, performance metrics and control frameworks that promote consistency, compliance and operational excellence.
  • Act as a trusted advisor to senior leadership, driving process simplification, cross-functional collaboration and the resolution of complex operational and governance challenges.

Shareholder

  • Lead governance and oversight of FCI procedures, ensuring documentation standards, controls, ownership and lifecycle management support regulatory and business requirements.
  • Monitor adherence to procedures and governance requirements, identifying risks, gaps and opportunities for continuous improvement.
  • Identify, assess and manage procedural, operational and regulatory risks, ensuring timely escalation, mitigation and sustainable resolution.
  • Oversee risk and control assessments, providing credible challenge on process design, control effectiveness and implementation activities.
  • Serve as a key contact for audits, regulatory examinations, testing engagements and independent reviews, coordinating responses and supporting evidence.
  • Lead remediation activities arising from audits, regulatory reviews, quality findings and operational issues, driving sustainable process and control enhancements.
  • Partner with Risk, Internal Audit, Testing and business stakeholders to maintain clear, accurate and auditable governance documentation and controls.
  • Provide executive reporting, governance insights and strategic recommendations while advancing process standardization, operational efficiency and control effectiveness.

  • Set clear operating direction, service expectations, decision rights and accountabilities across managers, analysts and partner teams.
  • Build technical, analytical, business and FCRM capability through development plans, cross-training, knowledge transfer, and sustainable backup coverage for critical processes.
  • Promote a culture in which colleagues raise concerns early, challenge constructively, share lessons, and maintain disciplined risk and control practices.
  • Foster collaboration across Reporting Operations, Governance, Capacity Planning and Insights so that production discipline and controls enable stronger analytical value.
  • Model professional judgement, respectful leadership, confidentiality and accountability, and manage employees in accordance with applicable Human Resources policies and standards.

Breadth & Depth

  • Provides people-management leadership and oversees a complex, enterprise-facing procedures and process management function in an area of significant operational, regulatory, reputational and compliance risk.
  • Acts as a strategic advisor to FCI leadership on procedure governance, process design, document lifecycle management, regulatory implementation, risk assessment and RCSA requirements.
  • Collaborates across FCI, FCRM, Risk, Compliance, Legal, Technology, Training and operational teams to translate policy, regulatory and business requirements into clear, practical and sustainable procedures and processes.
  • Exercises significant judgement when interpreting requirements, assessing process and control design, resolving ambiguity, providing credible challenge and determining when procedural or implementation risks require escalation.
  • Balances ongoing procedure maintenance and governance commitments with regulatory change, remediation, process simplification, control enhancement and longer-term capability development, generally looking 12 months or more ahead.
  • Accountable for the quality, accuracy, timeliness, adoption and sustainability of FCI procedures, process documentation and governance controls, including appropriate escalation and reporting to senior leadership.

Experience & Education

  • Undergraduate degree in business, risk management, compliance, public policy, law, communications, operations or a related discipline.
  • Advanced degree or relevant professional accreditation preferred, with 10+ years of progressive experience in procedure governance, process management, operational excellence, regulatory change, compliance, risk management or a related field.
  • Demonstrated experience leading people and delivering through managers, specialists or cross-functional teams in a complex, highly regulated environment.
  • Advanced knowledge of procedure and policy governance, process mapping and design, document lifecycle controls, change implementation, risk and control assessments, audit evidence practices and regulatory remediation.
  • Strong ability to interpret complex regulatory, policy and business requirements; convert them into clear operational procedures and controls; exercise judgement in ambiguity; challenge constructively; and influence senior stakeholders.
  • Experience managing multiple concurrent procedure, process, regulatory and remediation deliverables with fixed deadlines, complex dependencies and broad stakeholder impacts.
  • Financial services and FCRM/AML, compliance or operations experience is required. Demonstrated proficiency with Microsoft Word, Excel, PowerPoint, Visio or comparable process-mapping tools, and document-management or workflow platforms is required.

Work activities include a blend of highly collaborative activities and individual deliverables. Individuals are expected to be onsite 4 days a week. Colleagues may spend more or less days in office as required by the business line.
