Since 1984, Larkin Street Youth Services has helped more than 75,000 young adults in San Francisco with outreach, shelter, housing, education, employment, healthcare, and other services.

Today, Larkin Street Youth Services is the largest provider of housing and services to homeless youth in the Bay Area. We serve 1,500 youth annually, operating or partnering to provide more than 500 emergency shelter, transitional, supportive, and subsidy-based housing beds at several unique sites across San Francisco.

WHAT YOU'LL DO:

Reporting to the Senior Managing Director of People, the Senior HR Manager provides leadership and day-to-day oversight for key Human Resources functions that support the agency’s people strategy, compliance obligations, employee relations practices, and employee engagement initiatives. This role partners with staff and leaders across the organization to promote consistent HR practices, timely service delivery, and a respectful, inclusive workplace.

This is a full-time position, eligible for full benefits.

This is a hybrid position, working in the San Francisco office at least three (3) days per week. 

ESSENTIAL DUTIES:

  • Respond to and help resolve employee relations matters in a timely, consistent, and appropriate manner, escalating complex concerns as needed.
  • Conduct or support voluntary separation processes and exit interviews, documenting feedback to inform retention, engagement, and workplace improvement strategies.
  • Coordinate workers’ compensation claims by ensuring accurate documentation, timely follow-up, and appropriate communication with employees, insurance providers, and applicable agencies.
  • Triage HR service tickets and ensure matters are assigned to the appropriate owner within one business day of receipt.
  • Administer the Clipper Bay Pass program and respond to related employee questions.
  • Administer employee leave processes, including medical, sabbatical, administrative, and other leaves, while maintaining appropriate communication regarding status, documentation, and anticipated return-to-work timelines.
  • Support compliance with applicable leave, accommodation, and workplace injury requirements, including FMLA, ADA, workers’ compensation, OSHA reporting, and related agency policies.
  • Administer the Learning Management System and support self-paced learning course administration.
  • Process vacation payout requests, tuition reimbursement requests, and education hours in accordance with agency policy.
  • Serve as a backup facilitator for onboarding and new hire orientation as needed.
  • Support the Chief People Officer and People Team leadership with HR projects, process improvements, reporting, and other initiatives as assigned.
  • Maintain positive, professional working relationships with staff, managers, and external partners.
  • Participate in HR office hours and provide responsive support to employee inquiries.
  • Perform other HR-related duties as assigned.

  • Other duties as required.

WORKING CONDITIONS:

  • Work is primarily performed in an office environment, with hybrid work expectations that include regular on-site presence.
  • May require occasional travel between agency sites for meetings, trainings, onboarding, employee support, or related HR activities.
  • May require occasional evening, weekend, or after-hours availability to support urgent HR, employee relations, or compliance matters.
  • Regular use of a computer, phone, video conferencing tools, and HR systems is required.

  • Ability to remain in a stationary position and operate a computer and other office equipment for extended periods.
  • Ability to move about office and agency locations as needed to attend meetings, trainings, and employee support activities.

  • Ability to lift, carry, or move light office materials, generally up to 15 pounds, as needed.

LANGUAGE REQUIREMENTS:

  • Proficiency in English, including the ability to read, write, and communicate effectively, is required only to the extent necessary to perform the essential function of the job.
  • Employees must be able to communicate clearly and professionally with coworkers, supervisors, clients, and external partners as required by job duties.
  • Bilingual or multilingual skills are a plus
  • Any language requirements for this position are job-related, consistent with business necessity, and compliant with California’s Fair Employment and Housing Act (FEHA).

WHO YOU ARE:

  • You are passionate about the Larkin Street Youth Services mission to end youth homelessness.
  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field preferred; equivalent relevant experience may be considered.
  • Three to five years of progressively responsible Human Resources experience, including experience with employee relations, leave administration, workers’ compensation, compliance, and HR operations.
  • Working knowledge of federal, state, and local employment laws and HR best practices, including FMLA, ADA, workers’ compensation, OSHA reporting, and California employment requirements.
  • Strong written and verbal communication skills, with the ability to communicate clearly, professionally, and confidentially with employees, managers, and external partners.
  • Proficiency with Microsoft Office applications, HR information systems, ticketing systems, and learning management systems; ability to learn new systems quickly.
  • Strong customer service orientation, sound judgment, attention to detail, and ability to manage multiple priorities in a fast-paced environment.
  • Ability to handle sensitive and confidential information with discretion and professionalism.
  • Ability to work independently and collaboratively with diverse teams in a multicultural environment.
  • You have a strong customer service mindset. 
  • You lead with integrity. 
  • You are skilled at balancing multiple priorities and deadlines simultaneously.
