PATH seeks a Regional Data Quality Officers for the United States Government (USG)-funded Reaching every at-risk community and household with malaria services (REACH Malaria) global project. REACH aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of life-saving facility and community-based malaria services including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), maternal and child health services including immunization and nutrition, data collection and use for service delivery, and other malaria prevention interventions.

Reporting to the regional program manager, the Regional Data Quality Officer is responsible for supporting improvement of malaria data quality across REACH Malaria Project supported health facilities in the respective region. S/he is responsible for providing comprehensive technical support to health facilities, health care workers and communities to improve the quality of malaria data capturing, recording, reporting and use for local decision making.

S/he will be responsible for providing technical support including regular mentorship and supportive supervision and training to health facilities including health posts to improve the quality of malaria data in close collaboration with the regional, zonal and district malaria officers. The improved quality of malaria data will increase the quality of malaria case management services through informed decision making at various levels.

Responsibilities:

  • Support the development and revision of the Monitoring, Evaluation, and Learning (MEL) plan
  • Provide regular mentorship to health facilities, regional and woreda malaria programs identify key gaps and provide tailored support on malaria data quality assurance activities
  • Provide comprehensive support to health facility and health posts including the distribution of essential data capturing and reporting tools
  • Provide training/orientation to health care workers including health extension workers on malaria quality assurance, analysis and use for decision making
  • Assist design of malaria data quality assurance activities and facilitate its implementation at the supported health facilities
  • Assist in the revision/development of support tools such mentorship checklist, job aids, SOPs to be provided to each health facility
  • Jointly with RHBs, conduct routine data quality assurance activities to improve accurate reporting of malaria data to the concerned bodies
  • Collect necessary information from reginal team, collate, analyze and prepare reports to the immediate supervisor and central team for improvement and ensure quality report is prepared
  • Ensure systematic tracking of project milestones, deliverables, and key performance indicators across respective regional levels.
  • Follow and give support for the timely implementation of the planned activities
  • Give feedback to the health offices and facilities, technical officers and all REACH Malaria staff on the strong sides and areas that need improvement or follow-up
  • Follow the implementation of the previous quarter’s feedback at health facilities
  • Provide support to knowledge management activities - document, share and archive data to build institutional memory as well as to inform programmatic direction
  • Actively participate in documenting implementation experiences, best practices, innovations, and lessons learned
  • Build and maintain strong strategic relationships with key stakeholders—including Regional Health Bureaus (RHBs), Zonal Health Departments (ZHDs), Woreda Health Offices, and implementing partners—focusing on malaria case management, surveillance, MEL, and data quality.
  • Participate in the regular regional technical working group meetings
  • Prepare weekly, monthly, quarterly and annual plans and ad hoc activity reports
  • Perform other duties and responsibilities as assigned by supervisor

Required skills and experience:

  • Minimum of bachelor’s degree in health sciences or a related field; a master’s degree in Epidemiology, Biostatistics, Public Health, or a related discipline is preferred or an equivalent combination of education and relevant experience
  • At least five years of experience in the design, implementation, and management of health monitoring, evaluation, and learning (MEL) systems. Experience in malaria program data quality assurance and mentorship activities is an added advantage.
  • Demonstrated experience in conducting malaria data quality assessments, mentorship, training, and supportive supervision.
  • Strong data management and analytical skills, including experience with primary clinical data collection, the design of data collection tools and instruments, and data analysis.
  • Proficient in digital data collection tools, including ODK, Kobo-Collect, and DHIS2 Android Capture app.
  • Proven track record in effectively utilizing the District Health Information Software (DHIS2) platform
  • Proficiency in Microsoft Excel is required, along with experience using one or more statistical software packages such as SAS, SPSS, or Stata.
  • Excellent written and spoken English skills, with the ability to prepare high-quality reports, correspondence, and technical documents.
  • Strong interpersonal, communication, and stakeholder engagement skills, with demonstrated ability to work effectively in multidisciplinary teams.
  • Ability to establish and maintain effective working relationships with colleagues, government counterparts, partners, and other stakeholders.
  • Proven ability to work collaboratively in a team environment with a positive and professional attitude.
  • Ability to manage multiple tasks and competing priorities effectively while meeting deadlines.
  • Knowledge of the local language(s) in the duty area is an added advantage.
  • Willingness and ability to travel extensively (up to 80% of the time) to supported health facilities and program sites.
