Program Manager, Government Relations

The Government Relations Program Manager supports the development, coordination, and execution of the health system's government relations and advocacy strategy. This role serves as a key liaison between the health system and local, state, and federal government stakeholders, monitoring legislative and regulatory developments, coordinating advocacy initiatives, and supporting organizational leaders in advancing public policy priorities that improve patient care, community health, and the long-term sustainability of the healthcare system.  The Program Manager works to strengthen relationships with policymakers and promote legislative and regulatory solutions aligned with the organization's mission, vision, goals and strategic objectives.

The Program Manager serves as a strategic individual contributor within the health system's Government Relations function, playing a critical role in advancing the organization's advocacy priorities and public policy agenda. As a key member of a highly collaborative and nimble team, this position has significant visibility and works collaboratively with executive team members, operational leaders, and governing bodies, while serving as a trusted partner in the development and execution of advocacy strategies. The Program Manager is expected to independently manage complex initiatives, provide policy analysis and strategic recommendations, and represent the organization in high-profile external engagements.

What you will do:

Government Relations & Advocacy

• Supports the development and implementation of advocacy strategies related to healthcare policy priorities.
• Coordinates organizational responses to legislative and regulatory proposals.
• Assists in the preparation of testimony, briefing materials, presentations, and advocacy communications.
• Plans, prepares and participates in legislative meeting and advocacy activities.

Program Management

• Manages government relations projects and initiatives from planning through execution.
• Develops and maintains legislative tracking systems, advocacy calendars, and stakeholder databases.
• Coordinates internal workflows to ensure timely completion of advocacy deliverables and policy responses.
• Supports planning and execution of advocacy days, legislative receptions, and government affairs events.
• Maintains records of legislative activity, stakeholder engagement, and advocacy outcomes.

Stakeholder Engagement

• Builds and maintains productive relationships with elected officials, government agencies, healthcare associations, and community partners.
• Coordinates meetings, site visits, and engagement opportunities between organizational executives and/or leaders, and policymakers.
• Represents the health system at legislative hearings, advocacy events, coalition meetings, and community forums as appropriate.
• Supports grassroots and grasstops advocacy efforts across the organization.

Strategic Communications

• Develops communication materials that translate complex policy issues into actionable information for leadership and staff.
• Prepares executive briefings, board reports, and policy updates.
• Partners with communications and marketing teams on public policy messaging and advocacy campaigns.
• Supports development of advocacy toolkits and educational materials for internal stakeholders.

Collaboration & Leadership Support

• Serves as a trusted resource to executives and leaders regarding healthcare policy and legislative developments.
• Collaborates with clinical, operational, legal, finance, and strategy teams to assess policy impacts.
• Supports participation in state and national healthcare association advocacy activities.
• Contributes to the advancement of system strategic priorities through policy engagement and advocacy.

Policy Monitoring & Analysis

• Monitors legislative and regulatory initiatives that may impact Endeavor that could impact Endeavor’s business and reputation and develops and executes strategies to manage them.
• Develops and contributes to a wide range of impactful, concise and timely written deliverables including position statement and/or papers with the highest standards of assessment and professionalism.
• Identifies emerging healthcare policy trends

What you will need:

• Education: Bachelor's degree in Public Policy, Political Science, Healthcare Administration, Public Administration, Communications, Business Administration, or related field required.
• Certification: n/a
• Experience:
  • 5+ years of experience in government relations, public affairs, healthcare policy, advocacy, legislative affairs, or related field.
  • Experience working within healthcare, hospital systems, healthcare associations, government agencies, or legislative offices preferred.
  • Demonstrated experience managing stakeholder relationships
• Unique or Preferred Skills:
  • Strong understanding of healthcare policy, legislative processes, and regulatory environments.
  • Knowledge of federal, state, and local government structures and policymaking processes.
  • Exceptional written, verbal, and presentation communication skills.
  • Strong analytical and critical thinking capabilities.
  • Ability to interpret and summarize complex legislative and regulatory information.
  • Proven ability to build relationships with diverse internal and external stakeholders.
  • Strong organizational and project management skills with attention to detail.
  • Ability to manage multiple priorities and deadlines in a dynamic environment.
  • Proficiency with legislative tracking systems, Microsoft Office Suite, and presentation software.
