AOA Xinetics (AOX), a wholly owned Northrop Grumman Space Systems, Intelligence Solutions Division, Mission Enabling Products business units, is a leading supplier of complex electro-optic and photonic systems and subsystems that control and manipulate light waves for a variety of applications. We are seeking a dynamic Program Manager for our Special Programs Business Area located in East Hartford, CT.

 

Overview

Reporting to the Special Programs Execution Manager, the Program Manager will lead AOX’s partnership with customers in commercial ventures, the U.S. Government, and U.S. defense prime and second-tier contractors. Our ideal candidate will possess exceptional technical expertise and collaborative people skills with the proven ability experience to work within a technically dynamic, high-growth, fast-paced and strategically important business unit for NG Space Systems.

 

Role and Responsibilities:

• Directs all phases of programs from inception through completion
• Responsible for the cost, schedule, and technical performance of company programs or subsystems of major programs
• Coordinates the preparation of proposals, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
• Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance
• Communicates program metrics, needs, and issues through multiple levels of corporate management utilizing company tools and processes
• Establishes design concepts, criteria and engineering efforts for product research, development, integration and test
• Establishes milestones, identifies program problems, and monitors adherence to master plans and schedules
• Works with other PMs to coordinate staffing across programs based on program priorities set by the Execution Manager 
• Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas 
• Controls expenditures within limitation of project budget

 

 Basic Qualifications:

• Bachelor’s Degree in a STEM discipline and eight years of experience in project/task management  Experience with Defense/Government contracts
• Demonstrated experience serving in a formal program or project leadership role, such as Project Lead, Integrated Product Team (IPT) Lead, Cost Account Manager (CAM), or equivalent, with responsibility for delivering against defined technical, contractual, cost, schedule, and/or performance requirements.
• Familiarity with an enterprise resource planning (ERP) system, e.g. Costpoint or SAP.  Has the ability to efficiently navigate the system, enter program data, and obtain metrics needed to manage the program.
• Excellent interpersonal, communication, and organizational skills
• Strong critical thinking and logical reasoning skills with the ability to solve issues and predict potential programmatic and technical risks
• Adept at handling conflict resolution within a program
• Impeccable ethics in business conduct; ability to lead by example and foster ethical behavior at all times
• Ability to multi-task and prioritize tasks
• Operate independently with limited supervision and feedback, and the ability to establish a solid working relationship with technical staff, peers, and customers in the business area
• Ability to travel up to 10% domestically
• Ability to obtain a Top Secret security clearance

 

Preferred Qualifications:

• Master’s degree and/or PhD in a STEM discipline
• Experience with Agile Project Management and/or Earned Value Management Systems (EVMS)

• Experience in optical systems integration

• PMP certification

• Active Top Secret security clearance

Primary Level Salary Range: $161,100.00 - $241,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
