The Data, Technology and Innovation (DTI) division enables the FCA to be a digital-first, data-led smart regulator by delivering a secure, agile, and cost-effective technology and data ecosystem that drives better decisions, transparency, and operational efficiency.

Sitting within DTI, the Digital Intelligence Solutions team deliver a Digital Unified Intelligence Environment (DUIE) to surface insights for action through tools, dashboards and bespoke analysis.

Role responsibilities:

  • You will lead the vision, strategy and performance of a complex graph analytics product spanning connected data, analytical services, application programming interfaces and user-facing tools with minimal supervision

  • Own and communicate the product vision, strategy and outcome-based roadmap, balancing user needs, regulatory outcomes, technical opportunities, risk, cost and the FCA’s strategic objectives 

  • Lead the full product lifecycle, from discovery and validation through development, operation, continuous improvement and retirement, using evidence to decide when to invest, continue, change direction, pause or stop

  • Apply solid technical understanding of graph analytics to shape product choices, review architecture and analytical proposals, and identify where graph approaches will and will not add value, while working with technical leads who retain detailed engineering and architecture accountability

  • Lead prioritisation and planning across a core multidisciplinary team and dependent platform and engineering teams, managing scope, uncertainty, dependencies and delivery risk

  • Use research, data and direct engagement to understand user problems, test assumptions and turn needs into prioritised outcomes. Build consensus with regulatory users, technical specialists and senior stakeholders

  • Own product performance, adoption, benefits, budget, operating cost, risk and lifecycle decisions. Define success measures, report transparently and use qualitative and quantitative evidence to enable continuous improvement

Skills required:

Minimum:

  • Demonstrated experience leading a complex digital, data, or technology product across multiple lifecycle stages, including setting strategy, prioritizing an outcomes-focused roadmap, and delivering through multidisciplinary teams

  • Prior experience managing technically complex data or analytical products

  • Demonstrable experience using graph analytics and graph technologies, including graph data models, databases and query languages

Essential:

  • Solid product management practice, including strategic ownership, user-centred discovery, outcome-based roadmapping, prioritisation under uncertainty and evidence-based lifecycle decisions

  • Experience leading a multidisciplinary product team and coordinating delivery through dependent platform and engineering teams, while maintaining clear accountability for product outcomes rather than acting primarily as a delivery manager

  • Ability to engage credibly with engineers, data scientists and architects on data models, architecture, scalability, performance, data quality, explainability, technical debt and operational resilience

  • Experience applying user-centred, Agile and Lean approaches pragmatically, using research, service data and feedback to validate priorities, measure outcomes and improve the product 

  • Commercial and value-for-money judgement, including ownership of product budgets and operating costs, and balancing investment, user value, organisational benefit and risk 

  • Experience owning the ongoing performance of a live data or analytical product, including adoption, service performance, risk, governance, security, privacy, auditability and human oversight
