Mandatory Reference Checking Scheme (“MRC”) for Hong Kong

The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

Job Responsibilities:

• Responsible for daily computer room facilities, equipment status checking and monitoring. • Ensure application system batch execution and system backup are in order under Outsourcing arrangement and perform backup • System resource and disk capacity management. • Perform problem management and incident management. • Perform helpdesk support service. • Maintenance of application system parameters according to approved request. • Liaise with hardware and software vendors for service / support. • Perform maintenance and control on system and IT related software & hardware inventory management. • Application software production rollout in accordance with the guideline. • Proper maintenance of the Disaster Recovery Site in accordance with Regulator’s requirement and arranging annual drill test and ensure the quarterly health check to meet regulatory requirement. • Review and update the Operations Manual on a regular basis. • Develop and conduct regular review on the operation guide of IT related activities. • Responsible for both internal and external audit and follow up the recommendations to meet target completion date. • Conduct security and configuration (server and network) check on a regular basis. • Maintain high degree of IT security awareness and keep the Bank staff informed regularly. • Assist in carrying out the Fixed Assets checking with FMD on annual basis. • Follow the guidelines from Head Office on the security control over all hardware and software, e.g. customer data protection, anti-virus policy and signature update, regular patch management…etc. • Manage all the tasks as stipulated in the IT Daily Report to ensure all are in compliance with Bank’s requirement. • Ensure all policies (e.g. Password Change) from Head Office are properly implemented and communicated with all Macau users. • Participate project-wide activity with Head Office. • Support frontline and adhere to anti-money laundering / counter terrorist financing requirement and sanction risks controls in accordance with regulatory standards and CNCBI policies. • Perform other duties and assignments as delegated by superior.

Requirements:

1. Education Qualification:
• University degree holder in Computer Science or related disciplines.

2. Working Experiences:
• At least 5 years in supervisory level in system technical support and operation in the IT environment.

3. Professional Qualification / HKMA Enhanced Competency Framework Qualification / Professional Examination / License:
• Possess the qualification of CISA / CISSP / related cybersecurity certificate(s) preferred.

4. Business Knowledge
• Solid experience and knowledge in Oracle database, Cisco (Router), Microsoft, Windows administration.
• Experience on programming skill (Microsoft Visual Basic programming preferable).
