Mandatory Reference Checking Scheme (“MRC”) for Hong Kong

The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

Job Responsibilities:

• Act as the project lead to help Business Users to adopt latest project management methodology to run the flagship core banking project.

• Lead the Business Users to adopt 企业级业务架构建模方法，prepare future-proof user requirements,  adjust prototype to fit user & regulator requirement, design UAT and drive other project lifecycle activities.

• Preparing sound digital process flow and related system designs in alignment with the business objectives initiated by various PBG units for the core banking system, with due consideration for striking a balance among efficiency, flexibility, control and customer service.
• Design and implement adequate controls to ensure compliance with new or revised regulatory requirements.
• Ensure operational risks of new products / services are adequately addressed and proper internal controls are in place.
• Provide advice and guidance to branches, business units and processing units on issues related to workflow and system design.
• Provide guidance and coaching to subordinates to ensure that they are competent to perform the jobs.
• Establish controls, monitor and ensure the compliance with AML Policy and the relevant procedures and guidelines issued by Compliance Department.
• Develop procedures and manual for the department/group to get better implementation on AML Policy and the relevant procedures and guidelines when necessary.
• Identify possible weaknesses in operations controls process officially and effectiveness issue and notify related key stakeholders.
• Implement and compliance of anti-money laundering policy and relevant procedures.
• Support frontline and adhere to anti-money laundering and counter terrorist financing controls in accordance with regulatory standards and CNCBI policies
• Fosters an extensive and diverse internal network to exchange ideas focused on achieving long-term business objectives; and act as a facilitator to create win-win situation.

Requirements:

• Degree holder in Business, Information Technology or related disciplines is preferred.
• Minimum 10 years of experience in retail banking or branch operations design and development is preferred; considerable years of diverse experience and a variety of skills related to managing change, business or operations and people will be an advantage.
• Sound knowledge of retail banking systems, platform migration, data governance, banking practices, procedures, risk and control as well as regulatory requirements and competitors’ developments.
• Good analytical and problem-solving skills. A team player with good interpersonal and communication skills.
• Good command of both written and spoken English and Chinese (including Putonghua).
