JOIN OUR TEAM as a Social Services Recovery Coordinator (Human Services Case Manager)! The Office of Resilience and Emergency Management is hiring two limited‑duration positions to support Oregon’s disaster recovery efforts.

As a Social Services Recovery Coordinator, you will play a critical role in strengthening community resilience and ensuring individuals and families receive the support they need after emergencies and disasters. In this position, you will coordinate emergency preparedness activities, build partnerships across social service networks, and help develop a robust system of support for disaster‑affected communities. You will work closely with coordinating and supporting agencies, local governments, tribes, and community‑based organizations to assess disaster‑related impacts to social service programs and facilities. You will also help create strategies and priorities for long‑term recovery. During disaster activations, you will assist individuals and families by assessing complex recovery needs, verifying eligibility for services, and coordinating the resources necessary to help them establish stability and normalcy.

About the Resilience and Emergency Management Program

The Office of Resilience and Emergency Management's (OREM) purpose is to prevent, protect, mitigate, respond to, and recover from natural, technical, and human-caused threats and hazards. The unit works closely with federal, state, local, and tribal governments; a wide array of private partners; ODHS programs and disaster survivors. OREM and the Office of Health, Safety and Emergency Services work together to help ODHS programs in their work to keep people from all backgrounds and communities across Oregon safe during disasters. OREM is also responsible for mass care (primarily shelter and meals) following a disaster and for emergency social services during the recovery period.

Summary of Duties

As a Social Services Recovery Coordinator, you will:

Partnership Development & Resource Coordination

• Collaborate with community‑based organizations, government partners, tribal governments, and Long‑Term Recovery Groups to support disaster‑impacted individuals and families.

• Coordinate recovery planning efforts, address service capacity gaps, and ensure access to social services for the whole community.

• Assess disaster impacts to social service programs and facilities; develop strategies and priorities for recovery.

• Support partners in business continuity planning and provide prioritized resources for individuals with disabilities and functional needs.

• Engage community groups to increase awareness of disaster social service resources and ensure agencies have required authorities and resources for recovery plan implementation.

Program Service Delivery

• Provide disaster recovery services including assessments, advocacy, referrals, financial assistance, and development of long‑term recovery plans.

• Interview survivors, evaluate psychosocial, cultural, financial, and medical conditions, and prepare comprehensive assessments.

• Coordinate services across agencies and community partners; serve as primary point of contact for survivors throughout recovery.

• Maintain case files, collect program data, and ensure confidentiality while conducting ongoing needs assessments.

• Support individuals and families in accessing state programs, community resources, and workforce opportunities using a strength‑based, whole‑family service model.

• Identify barriers, negotiate alternative resources, issue support payments, and screen for mental health concerns while collaborating with providers.

Emergency Preparedness Training

• Facilitate preparedness activities for human services leadership and staff.

• Develop trainings and resources for community partners and support hazard‑vulnerability assessments.

• Create and deliver workshops and provide technical guidance to strengthen emergency management readiness.

Emergency Response

• Lead disaster assessments to evaluate survivor needs such as housing, food assistance, unemployment support, legal services, crisis counseling, and case management.

• Assess impacts to individuals and social service providers, identify service gaps, and coordinate recovery resources.

• Develop and administer care plans, maintain communication with impacted individuals, and collaborate with ODHS, local governments, and community partners.

• During activation, prioritize emergency response duties and ensure timely delivery of mass care and human services.

Minimum Qualifications

• A bachelor's degree in a Behavioral Science, Social Science, or a closely related field; OR

• A bachelor's degree in any field AND one year of human services related experience (i.e., work providing assistance to individuals and groups with issues such as economically disadvantaged, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, inadequate housing); OR

• An associate degree in a Behavioral Science, Social Science or a closely related field AND two years of human services related experience (i.e., work providing assistance to individuals and groups with issues such as economically disadvantaged, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, inadequate housing); OR

• Three years of human services related experience (i.e., work providing assistance to individuals and groups with issues such as economically disadvantaged, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, inadequate housing).

• Problem‑Solving & Resource Navigation – Skilled at identifying barriers, connecting individuals to community resources, and developing tailored recovery or self‑sufficiency plans.

• Emergency Response Readiness – Comfortable activating in disaster situations, conducting assessments, coordinating mass‑care services, and shifting priorities quickly.

• Community Engagement – Proactively builds awareness of disaster social services and strengthens community resilience before and after disasters.

• Strong Analytical Judgment – Ability to evaluate complex information, assess needs, identify service gaps, and make sound decisions during disaster recovery.

Working Conditions

• Remote/Hybrid Work: The essential functions of this position will be performed primarily in a remote environment. However, you may be required to work from a central office within the Office of Resilience and Emergency Management, an approved alternate work location, or in the field throughout Oregon as business needs arise.

• This position includes an initial training period of up to six weeks, conducted in a hybrid format.

• During disaster activation, must work a variable schedule and participate in 24/7 on‑call coverage on a rotating basis with ODHS staff.

• Frequently working outside a standard 5‑day work week; early mornings, evenings, and weekends may be required.

• Routine travel, in state and out‑of‑state, for disaster activations, meetings, conferences, and presentations.

• Must maintain a valid driver’s license and acceptable driving record.

• Travel to local health departments, hospitals, and tribal locations may be necessary.

• May be required to stand for extended periods and lift up to 50 pounds.

• Works outdoors as needed and may encounter inclement weather conditions.

• Uses computers, video display terminals, and other office equipment regularly.

• During emergencies, may use radio, satellite phones, and other communications equipment.
