BOLI, Civil Rights Division is hiring an Intake Investigator (CRDI) for a full‑time Limited Duration hybrid role with regular onsite requirements. In this position, you will review discrimination and retaliation allegations, interview complainants, evaluate jurisdiction under state and federal civil rights laws, and draft legally sufficient complaints that initiate formal investigations. Your work directly supports BOLI’s mission to protect workers and members of the public from unlawful discrimination, retaliation, and barriers to equal opportunity statewide.

Note: Bilingual skills not required but preferred, to assist community members who may require support in Spanish.

Here’s what you will do:   

Below is a sample of job duties. It is not meant to encompass all duties. 

  • Review intake questionnaires and evaluate whether allegations qualify for a formal civil rights complaint.

  • Contact complainants to gather key details, conduct interviews, and clarify facts related to discrimination or retaliation.

  • Apply more than three dozen civil rights protections, including race, national origin, disability, sex, age, religion, retaliation, OFLA, Paid Leave Oregon, whistleblower laws, veterans’ rights, domestic violence protections, and other statutory provisions.

  • Determine whether a complaint should be drafted and prepare legally sufficient complaint documents for further investigation.

  • Track statutes of limitations to ensure timely filing and protect complainants’ rights.

  • Assist with sending complaint forms, processing documentation, and responding to complex public inquiries.

  • Support outreach and public presentations about BOLI’s services as needed.

This Is What You Need to Qualify: (Minimum Qualifications)

Two years of experience (or equivalent combination of education and experience) related to the class concept that includes the collection and analysis of facts and making recommendations based on such. 

Special Qualification: (Required)

  • Experience interpreting and applying protected‑leave laws to evaluate whether allegations meet legal jurisdiction and filing criteria.

  • Demonstrated ability to interview complainants in sensitive, emotional, or high‑stress situations while maintaining professionalism, neutrality, and accuracy.

  • Experience reviewing evidence, or questionnaires and drafting clearly, legally sufficient complaints and documentation with exceptional precision and writing quality.

The ideal candidate will possess the following desired skills and attributes:

  • Ability to analyze complex civil rights allegations and determine jurisdiction under state and federal law.

  • Skill in interviewing complainants to gather facts, clarify allegations, and assess whether a formal complaint should be drafted.

  • Experience drafting clear, legally sufficient civil rights complaints, summaries, and related documentation.

  • Ability to review questionnaires, evidence, and timelines to ensure statutory deadlines and rights are protected.

  • Strong communication skills, including delivering accurate guidance to the public about discrimination, retaliation, and BOLI’s processes.

Working Conditions:

This position works in both an office and remote environment, requiring long periods of sitting at a computer while reviewing questionnaires, documentation, and legal materials. The role involves frequent contact with members of the public by phone, email, video, and in person, including individuals who may be distressed, upset, or angry. The investigator may occasionally travel to job sites across the state, exercising appropriate personal safety. Daily communication with coworkers and supervisors occurs through chat, video calls, conference calls, and telephone to ensure coordinated intake operations.

Additional Information  

  • Pay equity Law passed in 2017, as required by Oregon law, will determine the salary step based on your documented experience, education, training, and certifications the application materials. 

  • This is a PERS‑qualifying position. New PERS members receive a 6.95% salary increase and contribute 6% to PERS after a six‑month waiting period. Current PERS members already have the 6.95% contribution added to base salary.
