The Role

The Import Compliance Manager is part of the Border Operations organization within Clarios, responsible for leading and ensuring full compliance with Export-Import regulatory requirements related to the movement and handling of hazardous materials / dangerous goods and hazardous waste across North America.

You evaluate compliance with applicable Export-Import regulations — including the submission of SEMARNAT Import Request files as required — and play a critical role in maintaining proactive, effective communication with the regulatory authorities involved in the importation process.

Partnering with EHS, Trade Compliance, Logistics, the Transportation Regulatory Manager, and Supply Chain, you ensure the effective administration of import permit use reports, hazardous waste permits, and transportation-related regulatory requirements — supporting Clarios’ commitment to a world-class closed-loop recycling network.

What You’ll Do (Impact Areas)

  • Regulatory compliance & permitting: evaluate compliance with all applicable international, federal, state, and local Export-Import regulations for hazardous waste and hazardous materials / dangerous goods; lead the preparation, submission, and follow-up of regulatory filings such as SEMARNAT Import Permit Requests; and ensure timely monthly, quarterly, and annual regulatory reporting.
  • Permit administration: own and manage the administration of Import Permit Use Reports, Hazardous Waste permits, and Hazardous Materials / Dangerous Goods Transportation Permits, monitoring utilization and identifying risks, gaps, or non-compliance issues.
  • Authority & stakeholder engagement: maintain strong, proactive relationships with key regulatory agencies (e.g., SEMARNAT, PROFEPA) and customs authorities; act as the primary liaison with federal, state, and local authorities during inspections, audits, and compliance reviews; and strengthen engagement with border associations and industry groups to anticipate regulatory trends and improve operational alignment.
  • Health, safety & environmental leadership: provide technical leadership in health and safety policies related to hazardous waste and hazardous material / dangerous goods management, ensuring alignment with internal EHS standards and external regulatory obligations across all operations and partners.
  • Advisory & regulatory strategy: advise the organization on regulatory changes and emerging requirements, proactively drive the implementation of best practices and proper execution of compliance standards, and conduct regulatory risk assessments with recommended mitigation actions.
  • Audits & continuous improvement: lead compliance audits and follow-ups for third-party providers at the border, Mexico-based operations, and recycling centers; identify gaps and drive corrective actions to closure; and conduct training and gap analysis on hazardous materials / dangerous goods handling, transportation, and compliance.
  • Cross-functional collaboration: work closely with Logistics, the Transportation Regulatory Manager, Distribution, Trade Compliance, and Supply Chain to ensure compliant import / export execution, and support operational teams in implementing hazardous materials / dangerous goods and hazardous waste strategies.

  • Full, demonstrable compliance with Export-Import regulations for hazardous materials and hazardous waste across North America.
  • SEMARNAT filings and monthly, quarterly, and annual reports submitted accurately and on time.
  • Permits well administered, with risks and gaps identified and closed before they become compliance issues.
  • Strong, trusted relationships with SEMARNAT, PROFEPA, and customs — inspections and audits handled smoothly.
  • Audit findings across border providers, Mexico operations, and recycling centers driven to closure.
  • A compliant, resilient import / export flow that keeps the closed-loop recycling network running.

Core Competencies

  • Export-Import and environmental / trade compliance for hazardous materials and hazardous waste.
  • Deep regulatory knowledge across US and Mexican frameworks (EPA RCRA / WIETS, DOT 49 CFR, the “La Paz” Agreement, SEMARNAT / SCT / PROFEPA, ICAO/IATA, IMDG).
  • Permit administration and regulatory filing / reporting.
  • Regulatory agency engagement, inspections, and audit management.
  • EHS / health and safety leadership for hazardous materials and dangerous goods.
  • Stakeholder influence across multiple levels and strong cross-functional collaboration.

What You Bring (Qualifications)

Required

  • Bachelor’s degree in Environmental Science, Engineering, Supply Chain, or a related field.
  • Minimum of 4–6 years of experience in environmental compliance, hazardous materials management, or international trade compliance.
  • Strong knowledge of US EPA (RCRA) and WIETS; the “La Paz” Agreement (Annex III); US DOT 49 CFR; Mexican regulations (SEMARNAT, SCT, PROFEPA); and ICAO/IATA (air) and IMDG (vessel).
  • Proven experience managing hazardous waste import / export processes.
  • Strong understanding of health and safety policies related to hazardous materials.
  • Experience interacting with regulatory agencies and managing inspections or audits.
  • Excellent communication skills, with the ability to influence stakeholders across multiple levels.
  • Ability to travel (up to ~20%) domestically and internationally.

Preferred

  • Bilingual (English / Spanish).
