2.1 A professional with higher education in the relevant specialty, at least 5 years of work experience in the specialty, is appointed to the position of HSE Officer.

2.2 HSE Officer must know and be able to apply in practice:
- rules and best practices for occupational health and safety, industrial sanitation, fire safety and industrial safety requirements;
- legislative and regulatory legal acts, the basics of labor legislation of the Republic of Kazakhstan;
- methods for conducting risk assessment at the workplace, including recommendations for corrective actions;
- methods for investigating incidents and developing corrective measures;
- methods for developing rules, instructions and other documents necessary for compliance with legal requirements;
- methods for developing internal documents for compliance with corporate standards
-, methods for developing training materials;
- methods for conducting trainings and monitoring the training process;
- methods for conducting audits and inspections of workplaces;
- procedure and terms for preparing and presenting reports on HSE;
- equipment, principles of its operation and rules for its operation;
- methods of training, retraining and advanced training of employees in HSE.
- Knowledge of languages: Kazakh and Russian – fluent, English – intermediate level.
- NEBOSH, ISO 14001 and ISO 45001 certifications are an advantage.
- Skills in Microsoft Office.
- Ability to work without constant supervision.
- Ability to work in a team, analyze situations and information, communicate with personnel at various levels, and speak in public.

3. Responsibilities:

The HSE Officer is obliged to:

3.1 interact with internal departments and, if necessary, with corporate HSE Officers;

3.2 provide training for internal employees on HSE issues;

3.3 provide high-quality introductory training for all new employees;

3.4 implement, maintain and improve the HSE management system, identify cases of non-conformities and recommend compliance measures;

3.5 develop and/or participate in the development of HSE documents in testing laboratories, monitor their compliance;

3.6 monitor the current state of HSE regulatory documentation;

3.7 participate in preparation for certification for compliance with the requirements of ISO 45001 and subsequent periodic inspection;

3.8 organize, control and participate in internal inspections and audits;

3.9 organize, control and participate in the collection and systematization of information necessary to maintain and control HSE;

3.10 organize, control and participate in the analysis of information and preparation of draft reports on the functioning of processes and the performance in general on HSE;

3.11 organize, control and participate in the consideration of claims to the quality of tests performed within the region;

3.12 study the best domestic and foreign experience in the development and implementation of HSE management systems;

3.13 organize, control and participate in consulting and methodological work with personnel on HSE processes;

3.14 organize, control and participate in the organization of training and professional development of personnel within the framework of HSE;

3.15 comply with state standards and internal regulatory documents in the field of HSE;

3.16 Conduct risk assessments at the workplace, including the development of recommendations for corrective actions;

3.17 Investigate incidents and develop corrective measures;

3.18 Develop rules, instructions and other documents necessary for compliance with legal requirements;

3.19 Develop internal documents to comply with corporate standards

3.20 Develop training materials;

3.21 Monitor compliance with legislative, corporate and internal requirements in the field of HSE and ISO 45001 and 14001.
