Job Description:
Parsons is looking for an amazingly talented Construction Manager – Commercial Zone to join our team! The Construction Manager (Commercial) will oversee planning, coordination, and execution of commercial works (office, retail, F&B, leisure, podiums, etc.) within a large mixed‑use development project. Operating in a PMC capacity, this role is responsible for managing multiple contractors, ensuring compliance with design intent, codes, contracts, safety, quality, time, and cost objectives on behalf of the client.
What You'll Be Doing:
- Review and provide input on master construction schedules, phasing plans, and milestones for commercial components.
- Coordinate with design consultants (architectural, structural, MEP, façade, interiors) to ensure construction feasibility and completeness of drawings/specifications.
- Assist in constructability reviews, value engineering options, and buildability assessments.
- Identify construction risks and develop mitigation plans for commercial zones (e.g., retail mall, offices, podium areas).
- Lead day‑to‑day site management of commercial blocks, coordinating with main contractor, specialized subcontractors, and suppliers.
- Monitor construction progress against approved baseline programme and report variances.
- Chair and document regular site coordination meetings:
- Ensure construction is in line with approved drawings, specifications, and client standards.
- Coordinate logistics for commercial areas (access, material delivery, storage, vertical transportation, hoisting).
- Implement and oversee QA/QC procedures for all commercial works.
- Review and approve method statements, ITPs (Inspection & Test Plans), and shop drawings.
- Coordinate inspections with third‑party testing agencies and statutory authorities, as required.
- Manage snagging, de‑snagging, and punch list closure for commercial areas.
- Support the client and QS team in monitoring budgets and cost control for commercial packages.
- Review and recommend contractor interim payment applications, Variation orders, Claims related to time and cost.
- Verify quantities on site and changes arising from design modifications or site conditions.
- Assist in negotiation of commercial terms, settlement of claims, and final account closure.
- Ensure adherence to contract conditions, deliverables, and performance obligations.
- Enforce strict compliance with HSE policies, statutory safety regulations, and project-specific safety plans.
- Conduct and/or participate in safety audits, toolbox talks, and incident investigations.
- Promote a safety culture on site, especially in high‑risk commercial activities (façade works, high‑rise, heavy MEP equipment, public areas).
- Act as the primary PMC interface between client, consultants, and contractors for commercial works.
- Coordinate and Manage interfaces between project parties.
- Manage relationships with tenants’ representative teams during pre‑fit‑out and fit‑out phases.
- Prepare and present progress reports, dashboards, and risk updates to client leadership.
- Oversee testing and commissioning of building systems serving commercial areas.
- Coordinate integrated testing of systems across mixed‑use zones (commercial, retail, podium, parking).
- Ensure documentation completeness: As‑built drawings, Operation & Maintenance manuals, Test certificates, warranties, and statutory approvals.
- Lead snagging, pre‑handover inspections, and progressive handover of commercial spaces to client/tenants.
- Protect client interests by acting as an independent advisor and monitor of contractor performance.
- Ensure that decisions are aligned with client’s project objectives on quality, cost, schedule, and risk.
- Provide recommendations on contractor compliance, performance ratings, and corrective actions.
- Support the development of project execution plans and management procedures.
What Required Skills You'll Bring:
- Bachelor’s degree in Civil Engineering, Construction Management, or related field; Master’s degree is an advantage.
- Typically 18 years of experience in construction management, with at least years on large mixed‑use/commercial real estate projects.
- Proven experience working in a PMC environment or with leading project management firms.
- Strong knowledge of:
- Building construction techniques (RC, steel, façade).
- Commercial interiors and retail fit‑out coordination.
- MEP systems relevant to commercial developments.
- Familiarity with local building regulations, fire codes, and authority approval processes.
- Strong leadership and team management skills on multidisciplinary, multi‑contractor sites.
- Excellent communication, negotiation, and stakeholder management capabilities.
- High level of technical problem‑solving and decision‑making.
- Ability to manage multiple work fronts and prioritize under time and cost constraints.
- Strong reporting and documentation skills with attention to detail.
