We are looking for an experienced and commercially driven Purchase Manager to manage procurement activities for civil construction and infrastructure projects. The role will be responsible for ensuring the timely availability of construction materials, equipment, and services while maintaining appropriate quality, cost, and delivery standards.
The ideal candidate will have strong expertise in Vendor Negotiation, Procurement, Civil Projects, and Material Planning. You will work closely with project, engineering, site, finance, and operations teams to understand requirements, identify reliable suppliers, negotiate commercial terms, and ensure materials reach project sites within planned timelines.

Key Responsibilities
- Manage end-to-end procurement activities for civil construction and infrastructure projects.
- Prepare and execute procurement plans based on project schedules, drawings, BOQs, specifications, and site requirements.
- Coordinate with project managers, engineers, site teams, and other stakeholders to understand material requirements.
- Develop and maintain a reliable network of vendors, suppliers, contractors, and manufacturers.
- Identify suitable suppliers based on quality, pricing, capacity, delivery timelines, and reliability.
- Conduct vendor negotiations for pricing, payment terms, credit periods, delivery schedules, warranties, and other commercial conditions.
- Obtain and evaluate quotations and prepare comparative statements for procurement decisions.
- Issue purchase orders and ensure accuracy of specifications, quantities, rates, and delivery requirements.
- Plan and monitor material availability to support uninterrupted project execution.
- Track purchase orders, supplier commitments, dispatches, deliveries, and pending requirements.
- Coordinate with logistics and site teams to ensure timely delivery of materials to project locations.
- Monitor material quality and coordinate with project or quality teams to address discrepancies.
- Manage supplier performance and resolve delays, shortages, quality concerns, and commercial issues.
- Maintain procurement records, vendor documentation, purchase orders, quotations, and related reports.
- Monitor procurement costs and identify opportunities for cost optimisation without compromising quality or timelines.
- Coordinate with Finance and Accounts teams for invoice verification, payment processing, and vendor reconciliation.
- Support inventory planning and maintain appropriate stock levels for critical project materials.
- Ensure procurement activities follow approved processes, budgets, project specifications, and commercial controls.
What Makes You a Great Fit
- 4+ years of experience in procurement, purchasing, or materials management, preferably within civil construction or infrastructure projects.
- Strong hands-on experience in procurement and vendor management.
- Proven expertise in Vendor Negotiation, commercial evaluation, and supplier relationship management.
- Strong understanding of civil project procurement, including construction materials, equipment, and project-related services.
- Experience with Material Planning, procurement scheduling, inventory coordination, and project requirements.
- Ability to interpret BOQs, material specifications, project schedules, and procurement requirements.
- Strong skills in quotation analysis, comparative statements, purchase orders, and commercial documentation.
- Good understanding of supplier evaluation, quality requirements, lead times, and delivery management.
- Strong negotiation, communication, follow-up, and problem-solving skills.
- Ability to manage multiple vendors, projects, purchase orders, and deadlines simultaneously.
- Good proficiency in MS Excel and procurement/ERP systems.
- Strong commercial awareness and cost-control mindset.
- Ability to collaborate effectively with project, engineering, site, finance, and operations teams.
- Proactive, organised, detail-oriented, and comfortable working in a fast-paced project environment.
- Willingness to coordinate with vendors and project sites as required.
