What does Brice Pacific LLC do?

Brice Pacific specializes in construction projects primarily for federal clients in Alaska, the lower-48, and select international markets. Our work extends from remote Alaskan villages to Pacific islands and encompasses a wide range of services, including specialty structures, civil work, federal buildings, laboratories, and aircraft hangars. What can you expect?

As the Project Manager, you will work onsite in Vandenberg Space Force Base, CA and will assume profit, loss and growth responsibilities for projects currently being executed by Company federal clients including USACE, USAF, and others. You will be expected to directly execute all the costs, schedule, and technical aspects of the project.  Business development growth of current and future contracts will be expected with support from the Brice Pacific’ management team. 

How will you do it?

  • Coordinate all aspects of assigned projects including estimating, bidding, reporting, client interface, timeline, and day-to-day oversight.
  • Develop proposals, cost estimates, and bids.
  • Provide oversight of the submittal and approval process.
  • Prepare, monitor, and review plans, reports, permits, requests for information, and design change/variance requests.
  • Oversee the procurement and scheduling of materials, equipment, personnel, subcontractors, and other resources necessary to support project execution.
  • Determine project labor requirements based on scope, schedule, and operational needs.
  • Participate in the selection and hiring of subcontractors and oversee subcontractor performance.
  • Oversee the delivery and availability of materials, tools, and equipment required for project execution.
  • Ensure project labor, materials, equipment, and other resources are used efficiently and effectively.
  • Obtain and maintain required project licenses, permits, and other authorizations.
  • Supervise the planning of design and/or construction work; ensure accuracy of project team analysis of project drawings, specifications, project schedule, environmental requirements, and quality expectations.
  • Ensure project teams accurately review and interpret project drawings, specifications, schedules, environmental requirements, and quality expectations.
  • Analyze project profitability, revenue, margins, and overall financial performance.
  • Prepare project budgets and monitor project time, costs, and expenses against established budgets.
  • Serve as a primary point of contact for clients throughout project execution.
  • Review, code, and approve project-related invoices and timesheets.
  • Prepare periodic progress reports outlining materials used, costs, and work schedule adjustments. Oversee documentation and retention of information related to project start-up, commissioning, contracts, completion reports, as-built documentation, and project close out.
  • Oversee progress at work sites; it may require multi-day visits and/or overnight stay.
  • Monitor compliance with applicable municipal, state, and federal regulations.
  • Ensure project required reporting is accurate and includes, but not limited to; safety reports, daily updates, photographs, timecards, etc.
  • Ensure project milestones are completed on schedule.
  • Manager contract administration including change orders and modifications.
  • Ensure that projects are executed safely according to Company’s policy, contract and specifications
  • Direct the work of and oversee project staff including project engineer, superintendent, quality control manager, and safety manager.
  • Serve as an organizational resource for project questions, best practices, and industry standards.
  • Seek and participate in development and training opportunities.
  • Participate in staff hiring and recruiting and periodic management and project coordination meetings.
  • Perform other duties as directed.

Supervisory Functions:

Supervises the work of project staff, project foremen, and laborers assigned to their projects.

Knowledge, Skills & Abilities:

  • Strong knowledge of construction project management principles, including scheduling, budgeting, procurement, and compliance.
  • Familiarity with municipal, state, and federal construction regulations and permitting processes.
  • Technical knowledge of various field construction concepts, practices, and procedures.
  • Sound knowledge of construction, architectural, and building industry standard operating practices/procedures.
  • Knowledge of USACE, USAF, and Army as it relates to projects.
  • Advanced knowledge of Microsoft Project, Excel, Word, Outlook, and PowerPoint, and project management software. 
  • Knowledge of procurement rules and regulations.
  • Knowledge of basic revenue models, project ledger, and cost-to-completion projections.
  • Skill in organizing resources, establishing priorities, meeting deadlines and general time management.
  • Effective professional communication and interpersonal skills regarding presentations, negotiations, internal/external written, graphical, and verbal communications and working with other departments and personnel to accomplish Company objectives.
  • Excellent analytical and forecasting skills; ability to draw conclusions and justify decisions.
  • Strong self-motivation and work ethic; ability to work without direct supervision.
  • Ability to prepare accurate budgets and cost estimates; in-depth knowledge of fiscal management principles and procedures.
  • Ability to create, read, and understand complex contract documents.
  • Ability to read and interpret construction plans and specifications.
  • Ability to perform basic mathematical computations, detect unobvious facts and issues, and exercise resourcefulness in resolving problems.
  • Ability to gather data, compile information, and prepare reports.
  • Ability to use a laptop computer effectively.
  • Ability to build effective working relationships with customers and organizations; exceptional follow-up skills. 
  • Ability to work productively under pressure.
  • Ability to actively listen and provide high-quality customer service.
  • Ability to do business ethically with customers, vendors, and co-workers. 
  • Ability to collaborate, partner, and exercise change management skills.
  • Ability to comply with and enforce standard policies and procedures.
  • Ability to travel for work-related purposes (up to 20% of the time).

Who is Brice Pacific LLC looking for?

Minimum Qualifications:

  • Bachelor’s degree in Construction Management, Engineering or Architecture, or a Business-related discipline required.
  • Fifteen (15) or more years of related project management experience including budget preparation, cost estimating, and fiscal management principles and procedures required.
  • Prior USACE experience required.
  • PMP certification preferred.
  • Valid state driver’s license and must be qualified to operate a vehicle under the conditions of the Company’s Driving Policy.
  • Ability to pass a drug, driving, and background screening.

Working Environment:

The work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Brice Pacific LLC has a fast-paced multi-tasking office environment requiring a high degree of efficient and effective performance. Work is performed in both professional office settings and at active indoor and outdoor construction sites, including federal facilities and other project locations. Jobsite conditions may include exposure to varying weather and temperatures, uneven or rough terrain, dust, dirt, noise, fumes, moving equipment and machinery, construction activities, and other conditions or hazards typical of active construction environments. When visiting or working at project sites, the employee must comply with applicable site-specific safety requirements.

Work-related travel may include multi-day project visits and overnight stays. The position generally follows a regular Monday through Friday schedule; however, work hours may vary based on project needs, deadlines, bid requirements, client requirements, site activities, and other operational demands. Occasional extended hours, evenings, weekends, or overtime may be necessary to support project execution, resolve time-sensitive issues, meet deadlines, or provide immediate field support. The employee must be able to adapt to changing project conditions, schedules, and work locations.
