Summary
VillageReach is seeking a Procurement Manager to lead the Procurement function in the Democratic Republic of Congo (DRC). This strategic role will ensure procurement activities are transparent, efficient, and compliant with VillageReach policies, donor requirements, and national legislation.
The Procurement Manager will lead and develop the procurement team, set the country procurement strategy, strengthen team capacity, and advise programs and operations on procurement matters. The role will also ensure the timely availability of quality goods and services needed for project implementation, while achieving the best value for money.
Essential Duties and Responsibilities include the following.

Responsibilities:
A. Leadership and Function Management Supplies
- Provide operational leadership for the function at the national scale.
- Supervise, mentor, and evaluate the performance of the procurement team.
- Define team priorities, distribute tasks, and efficiently manage the workload.
- Promote a culture of integrity, accountability, continuous improvement, and service excellence.
B. Purchasing Strategy
- Develop and implement the national supply chain strategy, aligned with VillageReach objectives.
- Develop annual purchasing plans in collaboration with the Programs, Finance, and Operations teams.
- Optimize processes to reduce delays and improve operational efficiency.
- Identify opportunities for savings, pooling of purchases, and improvement of the supply chain.
C. Purchasing Management
- Supervise the entire purchasing cycle, from planning to final delivery.
- Review and approve purchase files in accordance with the delegation thresholds.
- Guarantee compliance with the principles of competition, transparency, fairness, and best value for money.
- Ensure compliance with internal policies, donor requirements, and national regulations.
D. Supplier Management
- Develop and maintain a portfolio of qualified suppliers.
- Oversee the selection, evaluation, and performance management of suppliers.
- Negotiate framework contracts and trade agreements in order to obtain the best conditions in terms of price, quality, and delivery times.
- Manage strategic relationships with suppliers and resolve contractual disputes.
E. Governance, Compliance and Risk Management
- Ensure compliance with procurement policies, internal controls, and audit requirements.
- Identify and mitigate risks related to purchasing and the supply chain.
- Prepare for internal and external audits and ensure the implementation of recommendations resulting from these audits.
- Ensure complete and compliant documentation for all purchase files.
F. Budget Management and Analysis
- Track procurement expenses and produce cost optimization analyses.
- Contribute to budget and financial forecasting exercises.
- Develop dashboards and key performance indicators (KPIs) related to purchasing.
- Produce regular reports for management.
G. Cross-functional Collaboration
- Advise program teams on supply strategies.
- Collaborate closely with the Finance, IT, HR, and Logistics teams, as well as the provincial offices.
- Participate in operational planning meetings and support projects aligned with VillageReach’s strategic priorities.
H. Capacity Building
- Train staff on supply policies and procedures.
- Strengthen the skills of the team and internal users.
- Develop tools, guides, and procedures that promote good practices.

Supervisory Responsibilities:

Education & Experience
- Bachelor’s degree or master’s degree in Purchasing Management, Logistics, Business Administration, Commerce, Supply Chain Management, or a related field.
- Minimum seven (7) years of progressive experience in supply chain management, including at least three (3) years in a supervisory or management position.
- Demonstrated experience working within an international NGO, United Nations agency, or an environment funded by international donors.
- Experience in contract management, calls for offers, and supplier relationship management.
- Experience supervising multidisciplinary teams.
- Professional certification such as CIPS, CPSM, PMP, or equivalent is an asset.

Environment and Physical Demands:
VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our USA office and our Country Offices and location of other global staff, we have established core collaboration hours between 6am Pacific Time and 18:00 South Africa Time (GMT+1) Monday through Thursday. All staff, regardless of location are expected to be available between these hours. During Daylight Savings Time, this allows for 12 hours per week (3 hours/day) of collaboration time and during Standard Time, 8 hours (2 hours/day). We do not hold cross-office meetings on Friday.
