Serves as the City’s technical expert for downtown planning, architectural design and historic preservation including Downtown development review processes; acts as staff liaison to the Historic and Architectural Review Commission (HARC); manages all other development related applications (public and private) in the Downtown and Old Town Overlay districts; supports the implementation of the Downtown Master Plan.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Preservation & Redevelopment Program Manager is responsible for coordinating, promoting, and implementing the City’s Historic Preservation Program.

  • Serves as Downtown Redevelopment Planning project lead

  • Duties include developing and administering City policies and procedures for the protection of cultural and historical resources; ensuring that City activities comply with historic preservation regulations; and providing technical, architectural, design, historical, and policy guidance to City staff, City Council, governmental officials, boards and committees, regional, and state agencies.

  • Provides information and technical assistance to property owners, private development interests, and the general public.

  • Meets with property owners and private developers to review and discuss historic preservation policies and procedures, code guidelines, and City policy for requested uses and modifications to historic resources.

  • Conducts community-wide training and awareness activities on historic preservation issues.

  • Plans, coordinates and supervises the work of staff involved in historic preservation functions.

  • Conducts zoning, subdivision, and site plan reviews and makes recommendations and/or decisions on proposed changes for historic properties.

  • Assists neighborhoods and/or property owners through the Certificate of Appropriateness process.

  • Serves as the designated city official to the Texas Historical Commission Certified Local Government program.

  • Serves as the City of Georgetown's Historic Preservation Officer (City Historic Preservation Officer/CHPO) for the purpose of administering the local preservation ordinance.

  • Provides direct technical support to the Historic and Architectural Review Commission (HARC)

  • Researches and evaluates design and preservation related matters such as exterior changes to both residential and commercial additions and alterations, demolition/relocation proposals, new business signage, and design compliance in accordance with adopted design guidelines.

  • Assists in the development of long-range studies in conformance with the Unified Development Code, Downtown Master Plan, Downtown and Old Town Overlay Design Guidelines, and other development codes / standards.

  • Assists in the implementation of the Downtown Master Plan through interdepartmental coordination and input of the City’s Capital Improvement Planning process.

  •  Assists with special projects related to development code revisions, manual updates, process review, etc.

  • May involve the direct or indirect supervision of permanent and part time staff including consultant and internship support.

  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, training and Experience Guidelines

Bachelor’s Degree from an accredited college or university with major course work in Planning, Urban Design, Architecture, Historic Preservation/Historic Architecture, History/Architectural History, Archeology or a planning related field.  Four (4) years of full-time progressively responsible professional work experience in planning or promoting historic preservation goals and urban design;  OR any combination of experience, education and /or training that provides the required knowledge, skills and abilities. 

A Master’s degree in a planning related field may be substituted for one (1) year of the required experience.

Experience in design review in historic districts is preferred.

  • Federal, State, and local laws and standards pertaining to historic preservation
  • Research techniques and report writing
  • Funding sources for historic preservation
  • Advanced planning principles
  • State laws regarding planning activities, local codes and ordinances

  • Applying statistical tools to data
  • Preparing reports
  • Collecting and analyzing demographics and statistics
  • Evaluating planning material
  • Conducting research including property deeds and other historic databases
  • Communicating effectively, both orally and in writing
  • Negotiating effectively with developers, citizens, appointed officials, Core Team, and the public
  • Persuading through consensus building
  • Establishing and maintaining effective relationships
  • Strong emotional intelligence and interpersonal skills
  • Training others
  • Reading reports, plans, legal documents, and memos
  • Writing reports, plans, newsletter articles, resolutions, and ordinances
  • Performing mathematical measurements and calculations
  • Interpreting of zoning ordinances and site plans
  • Analyzing complex problems and developing positive courses of action
  • Managing multiple complex projects

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class C Texas driver’s license

American Institute of Certified Planners (AICP) certification or must obtain within agreed upon timeframe.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, vision, hearing, talking, use of foot controls.

Occasional exposure to weather extremes, and insects when performing fieldwork.

Climb stairs, maneuver around/within deteriorating structures during site visits and inspections, long distance walking (during tours), standing for long periods of time.

Hiring Range: $75,600.72 - $94,702.40, annually. Salary negotiable commensurate with experience.
