We are pleased to be able to offer an exciting opportunity to join the Test & Experimental Engineering business unit as the Planning & Control Manager – Resource & Capacity.

Test & Experimental Engineering (Group ET&S) specialises in providing world-class verification and validation services for Rolls-Royce. Our facilities and advanced testing techniques enable us to assemble, disassemble and test at both a subscale and engine level, proving the integrity and performance of our next generation of products.

The Planning & Control Manager – Resource & Capacity leads the Experimental Programme Management Office (EPMO), which plans the assembly and testing of development engines through our facilities, setting the critical path for our engine development programmes.

You will also be responsible for the deployment and development of Planning & Control capability within the EPMO team and for interfacing with the wider organisation regarding load and capacity planning.

Your broader stakeholder collaboration will include Engine Projects (Chief Development Engineer, Development Programme Manager and Engine Owners), Development Engineering, Logistics, Manufacturing Facilities and Test Facilities.

This role is cross-functional, with strong elements of both Planning & Control (Facilities) and Programme Management (NPI), and would suit someone with a mix of Operations, Planning & Control, Programme Management and New Product Introduction experience.

What you will be doing:

• Managing the EPMO to ensure all planning needs are met to the required standard. Developing people to ensure the team maintains the highest possible level of professionalism and has a strong succession plan in place.
• Defining, implementing and supporting the development of policies, processes, procedures, standards, tools and infrastructure to ensure excellence in planning capability now and in the future.
• Enabling the EPMO team to lead operational planning reviews.
• Managing adherence to the EGPS readiness process, ensuring it is maintained and updated where required.
• Ensuring all customer and project demand is captured in the executive planning systems.
• Developing and supporting customer Engine Development Plans (EDP), including cost, timeline and headcount estimates.
• Defining business L4 milestones with operational and customer buy-in. Once defined, regularly reporting against L4 milestones, committed dates and recovery plans where necessary.
• Helping to define and implement agreed functional strategies and plans which drive headcount utilisation and associated plans as appropriate.
• Supporting Engineering Operations to ensure deliverables are met and adjusted where necessary to accommodate changes in scope.
• Leading Engineering Operations in developing recovery plans, where necessary, to ensure on-time delivery of key milestones.
• Providing leadership and management of key Planning & Control disciplines in line with RRMS Core Principles.

Position Qualifications:

• Demonstrable experience within Planning & Control, Operations, Programme/Project Management, Engineering, Manufacturing, Purchasing or a related environment.
• Experience of people leadership, including developing team capability and performance.
• Experience managing complex programmes, projects, operational plans or organisational/technical change.
• Strong stakeholder management skills, with the ability to work across functions, manage conflicting priorities and influence stakeholders at a mid-to-senior level.
• Strong analytical and problem-solving skills, with the ability to use data and planning information to support effective decision-making.
• Experience operating effectively in complex and challenging environments and managing changing priorities.

Preferred Requirements:

• Experience within New Product Introduction (NPI), engineering operations, resource/capacity planning or a similar environment.
• Experience with Oracle Primavera P6 and Master Scheduling.
• Experience owning, maintaining and developing gated processes, with a continuous improvement approach.
• Knowledge and application of Planning & Control principles and practices.
• BA degree or equivalent, or significant industry experience, in Supply Chain, Engineering, Operations Management, Business or a related discipline.
• APICS/ASCM, CPIM, CSCP, APM, PRINCE2 or equivalent professional qualification.
• Lean, Six Sigma or other continuous improvement qualification.
