Who we are supporting

Allied Command Transformation (ACT) is NATO’s leading agent for change: driving, facilitating, and advocating the continuous improvement of Alliance capabilities to maintain and enhance the military relevance and effectiveness of the Alliance. The main objectives of ACT are: providing appropriate support to NATO missions and operations; leading NATO military transformation; and improving relationships, interaction and practical cooperation with partners, nations and international organisations. ACT therefore leads Alliance concept development, capability development, training and lessons-learned initiatives and provides unfettered military support to policy development within NATO.


The program 

Capability Development & Management Support (CDMS)

 DCOS Capability Development (CAPDEV) acts as the Supreme Allied Commander Transformation's Director for guidance, direction and coordination of the activities and resources of the Capability Development Directorate.

The Requirements Division will execute all tasks and activities needed to support requirements management for NATO capabilities

The Capability Requirements (CR) Branch will develop the Capability Requirements Brief and recommended courses of action to resolve issues through the life cycle management of requirements using matrixed, cross-functional project-specific Requirements Management teams.

The Requirements Forward Branch (Mons) is responsible for conducting requirements development and management representation and engagement-related functions in Europe.

The Capability Division coordinates the development of capabilities from capability planning through acceptance and then disposal with management entities, NATO Headquarters staff and the NATO Governance Structure

The Capability Forward Branch (Mons) coordinates with ACO, NCIA, NSPA, NATO HQ, territorial Host Nations, and NATO Centres of Excellence (COEs) to support the development of capabilities.

Strategic Plans and Policy (SPP) supports Allied Command Transformation in formalizing military advice to shape future military strategy, political guidance, and other policy documents supporting NATO’s strategic objectives.

Background and Scope of Work 

Nuclear Consultation, Command and Control (NC3) Modernisation programme is the largest programme in the Common Funded Capability Development portfolio. NC3 modernization has been identified by the Military Committee as a Key Requirement Area (KRA) for NATO 2030 with tens of billions of Euros of planned investment. It is also one of the most complex programmes, that requires a sound orchestration across the Host Nations and the variety of Implementing entities involved to coordinate delivery, life-cycle management, and in-service operations of NC3 services and equipment. 

Due to the program complexity, scope and number of Host Nations, NC3 requires technical assistance and coordination support on site in NATO HQ to orchestrate and derisk the work strands with all relevant stakeholders in terms of security, CIS, Infrastructure and policies. This position is located in Brussels. 

Tasking: 

  • Support the NC3iCMOby working with NATO HQ, agencies, stakeholders and end users to develop security plans and monitor the implementation of Projects 1.1.4 and Project Groups 1.2. and 1.3. 
  • Support the NC3iCMOby working with agencies, stakeholders and end users to develop security plans, ensuring compliance and understanding.  
  • Travel frequently to HNs/THNs sites to coordinate CIS and infrastructure implementation progress, conducting site surveys and technical inspections and advice as required. Will be required to travel within NATO’s boundaries for an excess of 80 days per year.  
  • Support the Programme Director and NC3 Capability Monitor on-site at NATO HQ by assisting in stakeholder engagement and communications with stakeholders and users at the political, operational and tactical layers, including Allied Command Operations (ACO), Nations, and NATO HQ, helping to identify requirements, policy developments and engineering publication reviews relevant to the programme.  
  • Work with the ACT Office of Security, NATO Office of Security, J2X Security Branch at SHAPE, NATO HQ Workspace Management & Business Continuity, Council Secretariate, Nuclear Policy Directorate, Nuclear Operations Branch at SHAPE and the International Military Staff to ensure the NC3 programme is aligned with NATO best practices and processes  
  • Support the NC3iCMOin continually reviewing and updating security policy, documentation and classification guides for the NC3 capability, as well as in the authoring of relevant sections of Capability Programme Plans.  
  • Support the NC3iCMOin management of classified materials.  
  • Develop and deliver presentations and training on relevant security procedures. 
  • Ensure all work strands are linked to other elements of the iCMO’s work and with other capability teams. 

 

Essential Qualifications: 

  • Bachelor’s degree or higher. 
  • Experience in programme/project Management, ideally working with the NATO Common Funded Capability Delivery Governance Model for capability development, implementation and service management, or national equivalent.  
  • Experience in technical CIS and/or physical infrastructure projects of Sensitive Compartmented Information Facilities and implementation in secure environments.  
  • Demonstratea minimum of 3 years in the last 10 in stakeholder management and coordination, and ability to align interests and perspectives from different organizations to achieve consensus and progress on strategic goals 

 

Language Proficiency 

Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333 - Listening, Speaking, Reading, and Writing) or equivalent.
