As Insurance Product Manager at Oxford Risk Management Group, you will serve as the home-office technical authority for Oxford's Commercial Casualty products, with primary responsibility for Commercial Auto, Commercial General Liability, and Excess Liability. This role provides leadership across the product lifecycle, including product design, regulatory compliance, implementation, governance, and ongoing maintenance.

The ideal candidate brings extensive commercial insurance product management experience, including coverage forms, rating methodologies, state filings, regulatory requirements, and product governance. This individual will act as a trusted resource to Underwriting, Claims, Compliance, Actuarial, Operations, Technology, and senior leadership while driving product strategy, regulatory compliance, and operational effectiveness.

Primary Responsibilities

  • Own and manage Commercial Auto, Commercial General Liability, and Excess Liability products, including forms, endorsements, rating plans, underwriting rules, state requirements, and product documentation.
  • Serve as the primary technical resource for coverage interpretation, policy construction, rating methodology, regulatory requirements, and product best practices.
  • Develop and maintain ISO, proprietary, non-ISO, and manuscript forms, endorsements, rules, and supporting product materials.
  • Evaluate policy language and product structure to identify coverage gaps, conflicting provisions, unintended coverage grants, and excess-to-primary policy inconsistencies.
  • Monitor ISO, legislative, regulatory, judicial, and market developments and coordinate required product changes.
  • Lead implementation of ISO revisions and determine appropriate adoption, modification, or supplementation strategies.
  • Oversee admitted product form, rate, and rule filings, including regulator correspondence, objection management, and approval processes.
  • Maintain state-specific product requirements, including approved forms, rates, rules, notices, and compliance obligations.
  • Provide expertise regarding admitted, non-admitted, surplus lines, transportation, captive, and alternative-risk insurance programs.
  • Evaluate the interaction of deductibles, self-insured retentions, captive participation, reinsurance, attachment points, and excess coverage structures.
  • Establish product governance standards, approval processes, and controls for product changes, exceptions, and manuscript endorsements.
  • Translate product requirements into business and system specifications and support testing and implementation efforts.
  • Partner with Claims, Actuarial, Legal, Compliance, Underwriting, Operations, and Technology to ensure product accuracy, compliance, and operational effectiveness.
  • Provide functional leadership to internal stakeholders, external vendors, consultants, and filing resources.
  • Advise leadership on product risks, regulatory developments, market trends, and strategic product opportunities.
  • Maintain accurate records of product decisions, approvals, filings, and implementation activities.
  • Manage multiple product initiatives while ensuring technical accuracy, regulatory compliance, and timely execution.
  • Develop product guidance, reference materials, and training to support underwriting and operational consistency.

Required Qualifications

  • Bachelor's degree and 10+ years of Commercial Property & Casualty insurance experience or an equivalent combination of education and relevant experience.
  • Significant commercial casualty product management experience involving Commercial Auto, Commercial General Liability, and Excess Liability.
  • Deep knowledge of ISO products, forms, endorsements, classifications, loss costs, filings, and implementation requirements.
  • Experience developing, reviewing, or implementing proprietary, non-ISO, and manuscript forms and endorsements.
  • Experience managing form, rate, and rule filings and interacting with state insurance regulators.
  • Strong knowledge of admitted, non-admitted, and surplus lines markets.
  • Demonstrated ability to analyze complex coverage, rating, regulatory, and product issues and develop effective solutions.
  • Experience leading cross-functional initiatives across Underwriting, Claims, Compliance, Legal, Actuarial, Operations, and Technology.
  • Strong leadership, communication, analytical, organizational, and project management skills.
  • Proficiency with Microsoft Office and insurance product, policy administration, rating, or filing systems.

Preferred Qualifications

  • Commercial Auto experience involving trucking, transportation, or motor carrier risks.
  • Experience with captive, fronting, alternative-risk, or multilayer casualty programs.
  • Experience using SERFF and other regulatory filing platforms.
  • Experience implementing products within policy administration systems and translating business requirements into system specifications.
  • Property & Casualty license and/or professional designations such as CPCU, ARM, AU, CIC, or ARe.
  • Experience providing functional leadership to product analysts, filing professionals, or external product resources.

Pay Range

$200,000 - $240,000 Annual

The pay range provided above is made in good faith and based on our lowest and highest annual salary or hourly rate paid for the role and takes into account years of experience required, geography, and/or budget for the role.
