As an Industrial Security Analyst – Level 3 located in Boulder, CO, you’ll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position is 100% onsite and cannot accommodate telecommute work.

   

The Industrial Security Analyst – Level 3 candidate will be responsible for managing and executing comprehensive program security operations across multiple security disciplines, while building and maintaining effective working relationships with internal and external customers.

In this job, you will:

  • Serve as a Contractor Special Security Officer (CSSO), providing Security oversight of restricted programs
  • Support a fast-paced, high-visibility program, providing proactive security guidance and solutions
  • Create, maintain, and leverage strong working relationships with program management, engineering, contracts, and other internal stakeholders, as well as external customers and government counterparts
  • Manage program security compliance and daily operations across multiple security functions, including but not limited to: SCIF and SAPF administration, Physical Security (PHYSEC), Communications Security (COMSEC), Personnel Security (PERSEC), Operations Security (OPSEC), Contract Security, SETA, Investigations, Visitor Control, and Document Control Management
  • Ensure all operations adhere to applicable federal regulations, DD254 contractual requirements, and program Security Classification Guides (SCG)
  • Provide expert guidance on all security functions in accordance with DoD Special Access Program (SAP) Security Manuals (DoD Manual 5205.07 Volumes 1–4), Sensitive Compartmented Information (SCI) Administrative Manuals (DoD Manual 5105.21 Volumes 1–3), Director of National Intelligence (DNI) Intelligence Community Directives (ICD), IC Technical Specification (IC Tech Spec) for ICD/ICS 705, National Industrial Security Program Operating Manual (NISPOM), Other applicable federal, DoD, and customer security requirements
  • Study, interpret, and implement company and federal security policies, regulations, and procedures relevant to program operations
  • Obtain rulings, interpretations, and acceptable deviations from appropriate government agencies to ensure compliance with governing regulations
  • Develop, implement, and maintain security education, training, and awareness programs for program personnel
  • Plan and conduct internal security audits and self-inspections for SAP and SCI security programs; track and close corrective actions
  • Provide facility security administration, documentation, and general support.
  • Develop, implement, and maintain program Standard Operating Procedures (SOPs) and other security documentation
  • Conduct SCI and SAP security program self-inspections and support customer-led inspections and assessments
  • Develop and deliver security-related briefings and presentations to internal and external stakeholders, including program leadership and government customers
  • Provide regular security status updates, risk assessments, and recommendations to management
  • Lead and manage investigations into security incidents and potential compromises. Ensure accurate recording and documentation of all relevant facts in the Security Information Management System (SIMS) and associated files. Implement appropriate corrective actions and report incidents to the CAGE Facility Security Officer (FSO) and Cognizant Security Agency (CSA), as required
  • Provide COMSEC support to restricted programs, including management of high-level encryption devices, keying material, and SKL/fill devices. Conduct required inventories, maintain accountability, issue and track hand receipts, and coordinate with vendors for equipment repair and disposition of COMSEC material
  • Provide comprehensive personnel security support, including:
    • Review and processing of documentation in support of DoD, SAP, and SCI nomination and adjudication processes
    • Preparation and administration of program indoctrinations, briefings, and debriefings
    • Accessing, reviewing, and submitting clearance/access information via DISS, NISS, JADE, and other government systems, including Intelligence Community systems
    • Maintain PERSEC databases in accordance with customer and corporate tracking requirements
  • Maintain and operate document control registers/databases; manage the receipt, transmission, reproduction, storage, tracking, and destruction of classified material
  • Process and manage incoming and outgoing visit authorizations; oversee visitor control procedures
  • Oversee construction and physical security modifications along with the accreditation, re-accreditation, and daily operations of SAPFs and SCIFs to ensure compliance with IC Tech Spec 705 and related physical security standards
  • Manage UL-2050 compliant Intrusion Detection Systems (IDS) and Access Control Systems (ACS), including the development and maintenance of Fixed Facility Checklists (FFC)
  • Maintain accountability of all classified material, including document registers, electronic media transfers, and secure destruction programs
  • Pursue and obtain customer accreditation for SCIFs and SAPFs in accordance with SCI and SAP DoD Manuals, IC Tech Spec, and other government requirements
  • Manage and maintain UL-2050-compliant IDS and automated ACS for secure facilities
  • Perform other security-related duties as assigned to support overall program and corporate security objectives
  • Other duties as assigned

  

Basic Qualifications:

  • Bachelor’s degree with 5 years of professional experience – OR – Master’s degree with 3 years of professional experience – OR – PhD with 1 year of professional experience.  Will consider an additional 4+ years of experience in lieu of degree.
  • Requires an active U.S. Government Top-Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI approval/access
  • Must have knowledge and familiarity with the CFR 32 part 117 (NISPOM); Intelligence Community Directives (ICD); DoD Manuals, and other related security requirements
  • Contractor Special Security Officer (CSSO) experience working within a SCIF or SAPF
  • Excellent written and oral communication skills
  • Experience with Desktop Computer and Microsoft Office products

 Preferred Qualifications:  

  • Experience with SIMS and/or Government Security Databases
  • Experience with Physical Security requirements and knowledge of ICD-705
  • Experience with JADE, DISS, NISS, SIMS, Lenel, SCATTERED CASTLES or similar databases
  • Ability to work independently and maintain flexibility when dealing with changing priorities and deadlines
  • Self-starter with minimal supervision
  • Ability to display tact, discretion, and diplomacy in dealing with all levels of employees and customers

Northrop Grumman Total Rewards 

Primary Level Salary Range: $85,600.00 - $128,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
